MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
JULY 15, 1970
The City Council of the City of Ukiah convened in regular session in the
Council Chambers at 8:06 p.m. with Mayor Norgard, Councilmen Simpson and
Henderson present. Councilmen Scotto and Buxton were absent.
APPROVAL OF MINUTES
On a motion by Councilman Henderson, seconded by Councilman Simpson, it was
unanimously carried the minutes of the meeting of July 8, 1970, be approved
as submitted by the Clerk.
REGULAR WARRANTS
On a motion by Councilman Henderson, seconded by Councilman Simpson, it was
unanimously carried Regular Warrants #2290 to #2386 inclusive, in the
amount of $87,542.25 be approved and ordered paid.
The City Manager explained the warrants included settlement of claim for
damages field by Mrs. Margaret Douglas, Redwood Valley. Also included in
the warrants was the amount which completed the fire alarm system.
APPROVAL OF REVISED LEASE AGREEMENT
FOR AIRPORT LOBBY SPACE (UNDERWOOD-FORD)
On a motion by Councilman Henderson, seconded by Councilman Simpson, it was
unanimously carried to approve the revised lease agreement for airport lobby
space by Underwood Ford-Mercury, Inc. , and the Mayor and Clerk be authorized
to sign same, "Lease Agreement And Airport Permit".
RESOLUTION NO. 71-3 GRANTING
VARIANCE TO DONALD P. ROTH
(600 SOUTH DORM .STREET)
On a motion by Councilman Henderson, seconded by Councilman Simpson, it was
unanimously carried Resolution No. 71-3 be adopted and the Mayor and Clerk
be authorized to sign same, "Resolution Granting Variance To Donald P. Roth".
CLAIM FOR DAMAGES DENIED
(MARK LINDEN ADAMS)
City Manager reviewed the claim for damages filed by Rawles, Nelson, Golden,
and Hinkle for Elton A. Adams and his son, Mark Linden Adams, in the total
amount of $10,215.60. Claimant alleged injuries resulted when the afore-
mentioned son was riding on a bicycle and struck a cable strung across the
foot of Giorno Street where it dead ends at Anton Stadiuln It was recommended
the claim be denied.
On a motion by Councilman Simpson, seconded by Councilman Henderson, it was
unanimously carried the claim for damages by Attorney for Elton A. Adams on
behalf of his son, Mark Linden Adams in the amount of $10,215.60 be denied.
APPROVAL OF COUNTY-CITY LIBRARY AGREEMENT
On a motion by Councilman Simpson, seconded by Councilman Henderson, it was
unanimously carried to approve "County-City Library Agreement" and the Mayor
and Clerk be authorized to sign same.
LIBRARY BUILDING PLANS
City Manager reported he has reviewed the library building plans with the
Architect showing the necessary changes and it appears that said changes
have been in compliance with assignments received. Presentation of said
plans will be made to the Council at the next meeting.

AIRPORT COMMISSION RECOMMENDATIONS
City Manager read a letter from the Airport Commission setting forth a priority
list of airport needs recommended to be included in a Master Plan for the Airport.
Mr. Richard Sarber, former Chairman of the Airport Commission, was present in the
audience and spoke regarding said recommendations. Various aspects of points con-
tained in the priority list were discussed. City Manager stated his agreement
with the Commission recommendation that the first priority need at the present
= time is additional open hangars or plane ports. Council determined that considera-
tion be given to said need and that current cost, available financing and recom-
mended rental rates be determined for consideration at a subsequent meeting.
APPOINTMENT OF REPRESENTATIVE
TO LAFC - COUNCILMAN SIMPSON
On a motion by Councilman Henderson, seconded by Councilman Buxton, it was unani-
mously carried to appoint Councilman Simpson as the Council representative
recommended to serve on the Mayor Section Committee for the Local Agency
Formation Committee.
APPOINTMENT OF DIRECTOR FOR
COUNTY CHAMBER OF COMMERCE
BOARD - COUNCILMAN BUXTON
On a motion by Councilman Henderson, seconded by Councilman Simpson, it was unani-
mously carried to appoint Councilman Ralph Buxton to serve on the County Chamber
of Commerce Board of Directors.
APPOINTMENT OF DIRECTOR FOR
UVSD - MAYOR NORGARD
On a motion by Councilman Buxton, seconded by Councilman Henderson, it was unani-
mously carried to appoint Mayor Sterling Norgard to serve on the Board of
Directors for the Ukiah Valley Sanitation District.
APPOINTMENT OF REPRESENTATIVE
ON EXECUTIVE COMMITTEE OF
REDWOOD EMPIRE DIVISION OF
LEAGUE OF CALIF. CITIES -
COUNCILMAN HENDERSON
On a motion by Mayor Norgard, seconded by Councilman Buxton, it was unanimously
carried to appoint Councilman Henderson to the above named committee.
COUNCILMAN SIMPSON
Councilman Simpson called the Council's attention to a current TV program,
"Head-On", which deals with the subject of ecology. Said program is scheduled
Sunday, Channel 2, at 8:00 p.m.
COUNCILMAN HENDERSON
Councilman Henderson referred to the parking problem at Anton Stadium and re-
quested the parking spaces be redefined and "no parking" signs be placed in
appropriate locations. The City Engineer will take care of the matter.
Councilman Henderson referred to a newly formed baseball team who are playing
rem this summer at Anton Stadium and asked how the lack of insurance coverage
would effect the City. He was advised that said team was in the process of
obtaining insurance coverage.
MAYOR NORGARD
Mayor Norgard asked progress being made on the budget. City Manager reported
demands from the Union have been received and the budget will get to the Council
as rapidly as possible.

ADJOURNMENT
There being no further regular business, the Mayor declared the meeting
adjourned at 9:32 P.M.
