That professional type signs be permitted only with the approval of the Building Official. Signs to be comparable to those which currently exist in the area. 4. Portland cement concrete walks and driveways be installed on all street frontages to City of Ukiah specifications. The City Manager recommended the granting of the variance as referred by the Planning Commission with the addition of the following condition to insure limitation of the use to that of a Prescription Pharmacy. 5. Pharmacy limited to the sale of prescriptions, drugs, patent medicines, surgical supplies and hospital supplies and other items normally associated with a prescription pharmacy. On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unanimously carried to direct the preparation of a resolution granting Variance No. 70-16 as recommended by the Planning Commission with the addi- tion of condition No. 5 as recommended by City Manager. RESOLUTION NO. 71-6 DESIGNATING AN INDUSTRIAL RECOGNITION DAY AUGUST 14, 1970 On a motion by Councilman Henderson, seconded by Councilman Simpson, it was unanimously carried Resolution No. 71-6 be adopted and the Mayor and Clerk be authorized to sign same, "A Resolution Of The City Council Of The City Of Ukiah Designating An Industrial Recognition Day." GOLDEN GATE BRIDGE DISTRICT INVITATION - PARTICIPATION OF MAIDEN VOYAGE OF FERRY SERVICE SAN FRANCISCO TO SAUSALITO City Manager extended the invitation of Carl Daubeneck, Golden Gate Bridge District Director for the City Council and their -naives to attend the maiden voyage of new ferry service San Francisco to Sausalito. Previous voyage will be conducted August 14, 1970 at 1:00 p.m. from the Ferry Building. DOG CONTROL COMPLAINT After a summary by the City Manager regarding problems existing in dog con- trol throughout the City, Mrs. Adelia Morgan of 221 Ford Street, who was present in the audience, voiced her complaint regarding the number of loose dogs and barking dogs in her neighborhood and throughout the City. Mrs. Morgan feels that the present licensing laws are not adequate to pro- perly cope with the problem. Mrs. Zelma Cantrall of 667 Joseph Street and Mr. & Mrs. Jess E. Scheiding of 626 Joseph Street were present in support of Mrs. Morgan's complaint. The Health Department will be contacted regarding possible controls which they might exercise over large numbers of animals which might constitute a health problem. Council requested City Manager review the experience of other cities to see if there are other methods of animal control which might be more successful than the City's present practice. City Manager will report back at a later date. PROPOSED OPERATING CHANGES IN SPECIFICATIONS FOR REFUSE COLLECTION City Manager presented the Council with a list of suggested changes in the garbage contract specifications for consideration and instruction. The present garbage contract terminates January 1, 1971. Bids for service will be requested soon and the Council was requested to consider the sugges- tions. Council requested the item to be placed on the agenda for the meeting of August 19, 1970. 435 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH AUGUST 12 1970 - PAGE 3 SENATE BILL 663 This bill has passed the Senate Committee and will be heard Thursday morning before the appropriate assembly committee. The Bill was introduced by Senator Marler of Redding and provides for the passage of revenue bonds for electric system improvements by a single majority bote of the electorate eliminating the present two thirds majority requirements. This bill was strongly supported with the permission of the City Council by the Northern California Power Agency. Their representatives will be present at the hearing to present the cities' position.
