AUGUST 26, 1970
The City Council of the City of Ukiah convened in regular session in the
Council Chambers at 8:02 p.m. with Mayor Norgard, Councilmen Scotto, Buxton,
Simpson, and Henderson present.
APPROVAL OF MINUTES
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was
unanimously carried the minutes of the meeting of August 19, 1970, be approved
as submitted by the Deputy Clerk.
PROPOSED F.A.A. FLIGHT
SERVICE STATION BUILDING
The City Manager reported a current proposal from the Federal Aviation Adminis-
tration has indicated that funds are now available for construction of a build-
ing consisting of 2100 square feet at an estimated project cost of $50,000 to
house the F.A.A. Flight Service Station at the Airport. The local bank has
been contacted to determine the type of financing available for 100% financing
over a period of 15 years. The loan has been approved but bank officials could
not be contacted to advise the interest rate upon which the loan was approved.
A recommendation will be made for Council consideration after formal approval
from the bank has been received.
RESOLUTION NO. 71-8
SETTING TAX RATE
On a motion by Councilman Buxton, seconded by Councilman Simpson, it was unani-
mously carried Resolution No. 71-8 be adopted and the Mayor and Clerk be author-
ized to sign same, "Resolution Of The City Council Of The City Of Ukiah Deter-
mining Amount Of Revenue Necessary From Property Taxes And Fixing Tax Rates For
Fiscal Year 1970-7111.
MAYOR NORGARD APPOINTING VOTING
DELEGATE FOR ANNUAL LEAGUE CONFERENCE --
City Manager reported the League of California Cities has requested that each
city appoint a delegate to vote on matters at the League Conference in October.
Mayor Norgard will be the voting delegate.
MENDOCINO COUNTY LIBRARY ADVISORY
BOARD ESTABLISHED
City Manager reviewed County Resolution No. 70-191-A establishing the Mendocino
County Library Advisory Board. Said board will be composed of an appointee by
each Supervisory from his Supervisorial District, an appointee from each City
in the County Library System, and the County Librarian. The appointee from
the Council will be nominated at a subsequent meeting.
PROGRESS REPORT - "SPIRIT OF '76 - TWENTIETH CENTURY"
During the month of September, the City Manager plans to appear before three
service clubs to solicit their assistance in the "Spirit of '76-Twentieth Cent-
ury" capital improvement program. Thirty-six individuals have volunteered to
date to work on the program. A list of projects which will be a basic guide of
the activites in the program are scheduled for presentation to the Council
September 9th.
APPROVAL OF CONTRACT AGREEMENT WITH
TWELFTH DISTRICT AGRICULTURAL ASSOC. ''
The City Manager presented for consideration the contract agreement between the
City and the Twelfth District Agricultural Association for 188 hours of special
police services during the 1970 Redwood Empire Fair and recommended approval of
the contract agreement in the amount of $619.50.

LOCAL WESTERN UNION OFFICE TO CLOSE
City Manager read a memorandum dated January 9, 1970, at which time the Council
was advised of the plan to close the local Western Union office. A current legal
notice was also read advising that application was made by the Western Union
Telegraph Company to the F.C.C. to discontinue said office. A request has been
made that a protest to its closing be registered with the Federal Communications
Commission. Council took no position in the matter.
REPORT OF DOG COMPLAINTS
City Manager reported continued efforts have been made to alleviate the complaints
received regarding barking dogs and dogs running loose. More rigid enforcement
and issuance of citations has resulted in elimination of some of the problems.
Council expressed concern over the number of complaints and the need for continued
rigid enforcement of regulations set forth in the ordinance.
PLANNING COMMISSION
CHAIRMAN LINTON NORMAN
Mr. Linton Norman, Planning Commission Chairman, was present in the audience to
hear the City Manager's report regarding the Spirit of '76 program. He expressed
the Commission's enthusiasm with the program and stated the Commission would
welcome direction from the Council regarding said program.
COUNCILMAN BUXTON
Councilman Buxton asked if Council would be agreeable to having signs placed
on State Street at Perkins, Gobbi, and Talmage directing tourists to the freeway.
Council agreed such signs would be helpful to people not familiar with the City.
Verification of said installation with the Division of Highways will be made by
the City Engineer.
Council granted Councilman Buxton permission to leave the State.
COUNCILMAN HENDERSON
Councilman Henderson suggested a combined meeting once a year with the commissions.
Airport Commissioner Gillespie and Planning Commissioner Norman concurred.
Councilman Henderson and Councilman Simpson will meet with the City Manager to
make arrangements for the combined meetings.
ADJOURNMENT
Mayor Norgard adjourned the meeting at 9:00 p.m. after which the Council recon-
vened in closed Personnel Session.
