MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
SEPTEMBER 9, 1970
The City Council of the City of Ukiah convened in regular session in the Council
Chambers at 8:02 p.m. with Mayor Norgard, Councilmen Scotto, and Simpson present.
Councilmen Buxton and Henderson were absent.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was
unanimously carried the minutes of the meeting of September 2, 1970, be
-- approved as corrected.
PAYROLL WARRANTS
On a motion by Councilman Simpson, seconded by Councilman Scotto, it was
unanimously carried Payroll Warrants #2946 to #3086 inclusive for the period
of August 16th through August 31, 1970, be approved in the total amount of
$442728.50.
SPECIAL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was
unanimously carried Special Warrants #2602 to #2604 inclusive in the amount
of $554. 10 be approved and ordered paid.
FURTHER DISCUSSION RE PROPOSED
CHANGES IN GARBAGE DISPOSAL SPEC
RECESS - Mayor Norgard declared a one minute recess at this point -
The City Manager distributed to the Council copies of the garbage disposal
specifications incorporating proposed changes discussed previously. City
Manager reviewed said specifications briefly pointing out sections pertaining
to recommended changes. Council discussion of various points contained there-
in followed as well as the condition of the dump area and enforcement of the
proposed regulations. City Manager recommended review of said specifications
by the Council prior to its adoption. The matter will be continued at the
next meeting.
CLAIM FOR DAMAGES
(MRS. B. L. BURGER)
City Manager reviewed a claim for damages in the amount of $19.75 by Mrs. B. L.
Burger, 238 Pomo Drive, for the loss of a watch which claimant alleges was mis-
placed or stolen at the swimming pool, left at this location for safekeeping.
Request was made that no action be taken at this time pending receipt of a
statement of fact from the Director of Parks and Recreation.
CLAIM FOR DAMAGES DENIED
(MRS. WAYNE MILLER)
The City Manager reviewed the claim for damages in the amount of $305 plus all
medical bills from Mrs. Wayne Miller, 339 Hillcrest. Claimant alleges her son
was injured when he and his bike hit a cable located at the deadend of Giorno
Street. It was recommended the claim be denied.
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani-
mously carried the claim for damages by Mrs. Wayne Miller in the amount of
$305 plus all medical bills be denied.
~� ACCEPTANCE OF GRANT DEED

E. PARDUCCI (E. GOBBI ST.)
City Manager reported a grant deed has been executed by Mr. and Mrs. Vernon A.
Parducci and Edith E. Parducci for a strip of land 5 feet in width located on
East Gobbi Street and recommended its acceptance. A plat of the exact location
of subject area accompanied said grant deed.

On a motion by Councilman Simpson, seconded by Councilman Scotto, it was
unanimously carried to accept the grant deed from Vernon A. and Edith E.
Parducci as recommended.
APPROVAL OF JOB DESCRIPTION-
FIRE INVESTIGATOR
City Manager read the job description for Fire Investigator which is recom-
mended for Chief Bechtol to allow recruitment of his replacement before his
retirement May 1, 1971. The Chief's illness makes it impossible for him to
continue any active duties, however, his long service with the City and
accrued benefits afforded safety employees give him three options, each of
which allow him full compensation until May 1, 1971. City Manager recom-
mended the adoption of Fire Investigator Job Description and continuance of
the present Fire Chief's salary until May 1, 1971.
On a motion by Councilman Simpson, seconded by Councilman Scotto, it was
unanimously carried to adopt the Fire Investigator Job Description as re-
commended.
APPROVAL OF CHANGES IN FIRE
CHIEF JOB DESCRIPTION
City Manager reviewed changes recommended in the current Fire Chief Job
Description as it pertains to supervisory experience required and education
preferred.
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was
unanimously carried to approve changes in the Fire Chief Job Description
as recommended.
AWARD OF BID FOR COPPER &

City Manager reviewed the following tabulation of bids for copper and aluminum
conductors of various sizes noting that the bid from National Electric Supply
had been added subsequent to the original tabulation. Said bid was received
prior to the bid opening but due to mis-routing did not reach City Hall until
this date. The bidder met all legal requirements which qualify his bid to be
a part of tabulation.

City Manager recommended the bid for 10,000' two strand, 15 KV Aluminum be awarded
to Maydwell and Hartzell in the total amount of $2911.37 and the bid for 10,000'
4/0 stranded, 600V, Aluminum, 1,000' 12/13 600V3 UF, Copper, Black; 1,000' 12/1
600V, UF, Copper, White to Consolidated Electric Distributors.
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unanimously
carried to award the bid for copper and aluminum conductors in various sizes to

Maydwell and Hartzell and Consolidated Electric Distributors as circled
on the above tabulation.
LEGISLATIVE REPORT
PROPOSITION 1
City Manager reported receipt of correspondence from the League office
asking for a position of the City in support of Proposition 1 - Clean
- Water Bond Law of 1970. Said Law authorizing the issuance of state
bonds in an amount not exceeding $250 million to assist cities and other
local agencies in paying the cost of sewerage treatment facilities will
be on the ballot in November as Proposition 1. The League was among the
one of many co-sponsors of the legislation placing this proposition on
the ballot. The League requested Council permission to use each Council-
man's name in connection with campaign literature endorsing Proposition 1.
On a motion by Councilman Simpson, seconded by Councilman Scotto, it was
unanimously carried to approve use of Councilmen names as a body in any
manner that will support Proposition 1.
LIBRARY ADVISORY COMMITTEE
APPOINTMENTS EFFECTIVE 1-1-71
City Manager reported the Board of Supervisors has determined that the
term of the Library Advisory Committee appointments will be effective
January 1, 1971.
COUNCILMAN SIMPSON
Councilman Simpson reported that since High School dismisses at 1:00 p.m.
this year, would it be possible for the swimming pool to remain open as
long as the warm weather continues. City Manager will check out the
possibilities.
MAYOR NORGARD
Mayor Norgard asked for a progress report of Vinewood Park. City Engineer
reported the lawn should be seeded within 30 days and in use by the public
next spring.
Mayor Norgard asked progress made on the availability of land on the east
side of town. City Engineer reported he had talked with the owner of said
property and was advised he did not have an answer until after conferring
with his partner. City Engineer will follow up.
ADJOURNMENT
As there was no further regular business, Mayor Norgard declared the
meeting adjourned at 9:00 p.m.
