HomeMy WebLinkAboutMin 09-16-70 448 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH SEPTEMBER 16, 1970 The City Council of the City of Ukiah convened in regular session in the Council Chambers at 8:00 p.m. with Mayor Norgard, Councilmen Scotto, Simpson and Henderson present. Councilman Buxton was absent. APPROVAL OF MINUTES On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unanimously carried the minutes of the meeting of September 9, 1970, be approved as submitted by the Clerk. GENERAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Henderson, it was unanimously carried General Warrants #2605 to #2717 inclusive in the amount of $79,666.75 be approved and ordered paid. APPROVAL OF REQUEST FROM UKIAH WOMEN'S GOLF CLUB City Manager read a letter from the Ukiah Women's Golf Club requesting a reduction of green fee for their Fall Guest Day October 6, 1970. City Manager recommended the request be granted at a $1.25 rate for visitors only. On a motion by Councilman Scotto, seconded by Councilman Henderson, it was unanimously carried to grant the green fee rate reduction for the Women's Golf Club as recommended. APPROVAL OF CHANGES IN GARBAGE DISPOSAL SPECIFICATIONS Council discussion of the proposed specifications for the garbage service resulted in a minor change on Page 1, Section 2(b) and in an increase in requirement for public liability insurance and property damage insurance. The City Manager reported receipt of one additional letter of protest from a resident who requested exemption from the all inclusive pickup in the area in which he lived on South State Street. A discussion of the proposed rate increase followed. The Council expressed concern for those who would experience a hardship from the proposed increase; however, inflationary conditions and the need to offset general fund expenses necessitate an increase at this time. The City Manager reported 54 of the 57 questionnaires to other cities resulted in an average monthly rate of $2.38 for similar or identical service. Councilman Scotto made a motion that the basic monthly rate for garbage disposal be set at $2.00. After discussion, Councilman Scotto withdrew his motion. On a motion by Councilman Scotto, seconded by Councilman Henderson to increase the garbage disposal rate to $2.25, the following roll call vote resulted in a tie vote: AYES: Councilmen Scotto and Henderson NOES: Councilman Simpson and Mayor Norgard ABSENT: Councilman Buxton On a motion by Councilman Simpson, seconded by Councilman Henderson, it was carried by the following roll call vote to increase the monthly rate for garbage disposal to $2.50, the rate for reduced volume to remain as recommended. AYES: Councilmen Simpson, Henderson and Mayor Norgard NOES: Councilman Scotto ABSENT: Councilman Buxton Specifications will be put in final form in accordance with Council direction for consideration of bid call. MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH SEPTEMBER 16 1970 - PAGE 2 REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR ASPHALT CONCRETE SURFACING ON ORCHARD CLAY MASON STS. City Manager reviewed the specifications for construction of asphalt concrete surfacing on Orchard Avenue between Perkins Street and Gobbi Street, Clay Street between State Street and Oak Street, and Mason Street between Smith Street and Clara Avenue, and recommended the bid call be October 6, 1970, 2:00 p.m. On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried the Clerk be authorized to call for bids for asphalt concrete surfacings on City streets as recommended by the City Manager, bids to be re- ceived prior to October 6, 1970, 2:00 p.m. WEED ABATEMENT PROGRAM City Manager distributed to the Council a report of weed abatement costs in- curred by the City upon properties not completed by owners. Said report has been posted in compliance with requirements of the law. The report was taken under submission by the Council to allow time for property owners to be noti- fied of said changes and to make the necessary payment. On November 4, 1970, the Council will consider any objections and make final confirmation of the report after which amounts unpaid will be submitted to the County Auditor and registered as a lien against the property. EMPLOYEES ANNUAL BARBE UE City Manager reminded the abuncil of the Employees Annual Barbeque Thursday, September 17, 1970; serving to start at 6:30 p.m. 12th DISTRICT FAIR City Manager reported receipt of a letter from the Secretary-Manager of the 12th District Fair expressing appreciation of support from City personnel in preparing for the 1970 "Festival of the Vines". SWIMMING POOL City Manager reported it is impractical to open the pool at this time since the staff has been released and chemical treatment of the pool has started. It may be possible in future years to keep the pool open after Labor Day. If so, arrangements will be made at the time the staff is hired. CHAMBER OF COMMERCE Mr. Guf O'Farrell, Chamber of Commerce President was presentin the audience to request Council Consideration of their 1970-71 budget request. The matter will be placed on the agenda next week. COUNCILMAN SCOTTO Councilman Scotto asked the current status of the budget. City Manager reported matters for discussion in the personnel session may clarify the question. COUNCILMAN HENDERSON & MAYOR NORGARD Councilman Henderson and Mayor Norgard expressed their appreciation to Mr. O'Farrell for his regular attendance at the Council meetings and wished him the best in his new job. ADJOURNMENT There being no further regular business, Mayor Norgard declared the meeting adjourned at 9: 19 p.m. after which the Council reconvened in closed personnel session. ATTEST: MAYOA CITY CLERK
