OCTOBER 7, 1970
The City Council of the City of Ukiah convened in regular session in the
Council Chambers at 8:01 p.m. with Mayor Norgard, Councilmen Scotto, Buxton,
Simpson and Henderson present.
APPROVAL OF MINUTES
On a motion by Councilman Henderson, seconded by Councilman Scotto, it was
unanimously carried the minutes of the meeting ofSeptember 23, 1970, be
approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was
unanimously carried Payroll Warrants #3222 to#3378 inclusive for the period
of September 16th through September 30, 1970, be approved in the total
amount of $42,458. 14
SPECIAL WARRANTS
On a motion by Councilman Henderson, seconded by Councilman Buxton, it was
unanimously carried Special Warrants #2722 to #2738 inclusive in the amount
of $19,464.29 be approved and ordered paid.
CLAIM DENIED (ROGER JOHNSON, A MINOR
BY LESLIE JOHNSON)
City Manager read in full a claim filed for Roger Johnson, a minor, by
Leslie Johnson, his father and natural guardian. Said claim is in the
amount of $10,000 and was filed by Leo M. Cook, Attorney at Law. Claimant
alleges he was illegally and unlawfully stopped by officers of the Uriah
Police Department when an occupant in the vehicle of a friend, and hand-
cuffed, arrested and deprived of his freedom and liberty. The general des-
cription of injury and damage or less incurred was stated in said claim.
City Manager stated the Police Department report is available to the Council
upon request. It was recommended the claim be denied.
On a motion by Councilman Simpson, seconded by Councilman Buxton, it was
unanimously carried the claim of Leslie Johnson, parent and natural guardian
of Roger Johnson in the amount of $10,000 be denied.
PROPOSED CITY-COUNTY
DOG POUND AGREEMENT
The City Manager read the proposed dog pound agreement which had been approved
by the Board of Supervisors. The general program was in accordance with pre-
vious discussions, however, there were various points which needed clarifica-
tion. City Manager recommended Council action be delayed to allow time for
said clarification, review by the City Attorney, and preparation of a compara-
tive cost study. The revised agreement will be considered at the next meeting.
STATUS OF LIBRARY PROJECT
City Manager reported receipt of information from the State Librarian indicating
the $95,000 grant from the State is ready to be disbursed as soon as library con-
struction begins. City Manager reported the Architect advises library plans are
progressing but have been delayed due to lack of a positive answer from the State
as to whether services of a Library Consultant are a requirement of the project.
The new schedule for bid call should be by the 1st to 15th of December. City
Manager requested Council direction as to whether an elevator should replace the
dumbwaiter proposed in the library plans at a cost difference of $7,000. City
Manager stated, in his opinion, the cost increase with the proposed limited use
of the elevator did not justify its inclusion in the plans. After a poll of
opinion from each Councilman, a majority of the Council determined the elevator
shall replace the dumbwaiter previously discussed as related to the library pro-
ject.

REPORT ON NCPA MEETING
City Manager and Councilman Henderson recently attended the annual meeting
of NCPA in Lodi and reported the following action taken by the Agency:
1) The Bureau of Reclamation has assured cooperation and technical
assistance to the Agency.
2) Attorney Martin McDonough reported on pending litigations.
3) An election of officers was held and the Agency's new slate of
officers was read by the City Manager.
Councilman Henderson stated his encouragement with the Department of Interior's
cooperation and he was of the opinion the time spent to date by the Agency has
been a "proving ground" and the coming years will show much progress.
PATHFINDER PROCLAMATION
City Manager read the Proclamation for the Pathfinder organization of Northern
California Conference of Seventh Day Adventist and proclaimed Sunday, October 18,
1970, to be Pathfinder and Youth Emphasis Day for the City and urged the support
of the citizens.
City Manager reported a parade will be conducted on this date with 25 to 30 floats
and approximately 1500 young people participating in the program.
CONSIDERATION ON REQUEST FOR
LOCATION OF METAL BLDG. AT AIRPORT
City Manager reported a request has been considered by the Airport Commission
which had originated with the County Superintendent of Schools office request-
ing use of 100 feetof land on airport property to construct a steel structure
which will be used as a hangar and classroom for an FAA approved program. Air-
port Commission minutes were read indicating Commission approval of the request
and recommendation for its proposed location. City Council indicated general
approval. Details of the proposal will be prepared and presented to the Airport
Commission prior to action by the Council.
AWARD OF BIDS FOR ASPHALT CONCRETE
SURFACINGS TO PARNUM PAVING COMPANY
City Manager reviewed the following tabulation of bids received for asphalt
concrete surfacing of Orchard Avenue between Perkins Street and Gobbi Street,
Clay Street between State Street and Oak Street, and Mason Street between
Smith Street and Clara Avenue and recommended the bid be awarded to the low
bidder, Parnum Paving, Inc.
Huntington, Bros. $189459.20
Parnum Paving Inc. $161,292.80
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani-
mously carried the bid for asphalt concrete surfacing be awarded to Parnum
Paving, Inc. in the trial amount of $16,292.80 as recommended by the City Manager.
PROPOSED FLIGHT SERVICE
BUILDING AT AIRPORT
City Manager reported he has been advised by the local Chief flight service
Manager the design of the FAA building at the airport os proceeding. The
local bank will enter into the financing program as soon as advised of the total
cost of the program.
PROPOSED COUNTY LIBRARY ADVISORY
COMMITTEE
City Manager reported the County Administrator requested the nomination for
appointment to the County Library Advisory Committee be made prior to
December 1, 1970.

COMMUNIQUE: RE EXPENDITURES OF
GAS TAX MONIES
City Manager reported the State Controller had advised of changes in gas tax
regulations as a result of a new law to go into effect November 23, 1970.
The general changes were reviewed by the City Manager. Details of how said
changes effect the General Fund will be forthcoming at a later date.
TIME EXTENDED FOR REFUSE
COLLECTION CONTRACT
City Manager requested Council approval to extend the time one week for receipt
of openings of bids for the refuse collection contract. Said extension would
allow time necessary for revision of the refuse ordinance to present to Council
for introduction.
On a motion by Councilman Henderson, seconded by Councilman Buxton, it was
unanimously carried to extend the time for receipt and opening of bids for
Refuse Collection Contract from 2 :00 p.m. October 13, 1970, to 2:00 p.m.
October 20, 1970.
The legal notice will be published and bidders so notified.
PRESENTATION OF PROPOSED CHAMBER
OF COMMERCE BUDGET REQUEST
Chamber of Commerce Manager Jim Kelley and Mr. Ira Brannon were present in
the audience to present the proposed Chamber of Commerce budget request:
Formal written program had been presented to the Council previously and was
distributed for convenience of reference by Mr. Kelley. The request was for
$18,000 from a total budget of $33,000. Mr. Kelly reported services extended
by the Chamber and services proposed which, in the opinion of the Chamber,
would justify the expenditure requested. Mayor Norgard expressed his thanks
to Mr. Kelley and Mr. Brannon for the presentation and stated the facts will
be taken into consideration at the time budget hearings begin.

Council welcomes Mr. Randall A. Hays, City Attorney and Mr. Hays expressed
his thanks to the Council.
ADJOURNMENT
There being no further regular business, Mayor Norgard declared the meeting
adjourned at 9:37 p.m. after which the Council reconvened in closed personnel
session.
