MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
NOVEMBER 18, 1970 - Page 1
The City Council convened in regular session in the Council Chambers at 8:01 p.m.
with Mayor Norgard, Councilman Scotto, Buxton, and Simpson present. Councilman
Henderson was absent.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Buxton, it was unanimously
carried the minutes of the meeting of November 4, 1970, be approved as submitted
• - by the Clerk.
GENERAL WARRANTS
On a motion by Councilman Buxton, seconded by Councioman Simpson, it was unanimously
carried General Warrants #2889 to #3999 inclusive in the total amount of $117,075.09
be approved and ordered paid.
PAYROLL WARRANTS
On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unanimously
carried Payroll Warrants #3501 to #3653 inclusive for the period from October 16th
to October 31, 1970, be approved in the total amount of $45, 312.44.
INTRODUCTION OF ORDINANCE NO. 606
ADDING & AMENDING SECTIONS OF
CHAPTER 5, DIVISION 5 OF CITY CODE
The City Attorney reviewed subject ordinance setting forth changes in the manner
for enforcement of nonpayment of garbage collection charges. Said changes treat
the garbage charges as a special assessment made by the City and set forth a
procedure whereby the City is notified of nonpayments. A lengthy discussion
followed in which Council expressed concern regarding the effect nonpayment of
accounts will have on property owners. It was pointed out a workable program to
assure collection is necessary due to the mandatory service requirement set forth
in the garbage contract.
On a motion by Councilman Scotto, seconded by Councilman Buxton it was unanimously
carried to introduce Ordinance No. 606, "Ordinance Of The City Of Ukiah Adding
And Amending Sections Of Chapter 5, Division 5 Of The Ukiah City Code", and to
waive the reading of same.
INTRODUCTION OF ORDINANCE NO 607
AMENDING CHAPTER 3 OF DIV. 6 OF CITY
CODE & FURTHER PROHIBITING OPEN OUTDOOR
FIRES BY ADDING CHAPTER 8 TO DIV. 6
The City Attorney reviewed subject ordinance which specifically bans burning
outdoors unless such burning is done within an approved type incinerator which
limits emissions of gases as well as particles to those standards set by the State
Air Resources Board. It was reported that any ordinance adopted by the County
will use these standards.
On a motion by Councilman Scotto seconded by Councilman Simpson it was unanimously
carried to introduce Ordinance No. 607, "Ordinance Of The City Of Ukiah Amending
Chapter 3 Of Division 5 Of The Ukiah City Code And Further Prohibiting Open Outdoor
Fire B Adding Chapter 8 To Division 5 Of The Ukiah City Code", and to waive the
readin of same.
,... RESOLUTION NO. 71-15 APPROVING FINAL

On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unanimously
carried Resolution No. 71-15 be adopted and the Mayor and Clerk be authorized to
sign same, "Resolution Approving Final Map of Fairway Oaks Subdivision No. 5 And
On Condition That Subdivider Enter INto & Perform Agreement For Subdivision Improve-
ments".
Councilman Buxton did not vote as the matter beforehand was of direct personal interest
to him as he is the Subdivider.

The City Manager read a memorandum dated 11-17-70 which had been previously
distributed to the Council regarding subject relinquishment and reviewed the
proposed agreement furnished by the Division of Highways. One addition made to
said agreement was read by the City Manager which stated the agreement in no
way affects the established or future position of the Council regarding Talmage
Road. City Manager reviewed the extent of proposed improvements and location
of stop signals which will be installed at 50% State expense. City Manager
stated in his opinion, maximum benefits for the City have been gained and recommended
the Council accept the relinquishment of State Street subject to proposed improve-
ments being done at State expense.
On a motion by Councilman Simpson, seconded by Councilman Buxton it was unanimously
carried to approve "Cooperative Agreement" between the City and Division of
Highways and the Mayor and Clerk be authorized to sign same.
Mr. Bruce Anderson, 155 Laws Avenue #18, representing the Jr. Chamber of Commerce
was present in the audience to express appreciation to the Council regarding the
action taken toward the relinquishment of State Street.
GOVERNMENT CODE PROVISION
AFFECTING PLANNING FOR AIRPORTS
City Manager reported AB 1856, Chapter 1182 enacted this year requires the
creation of an airport land use commission by January 1, 1971, in each county
which has at least one airport "operated for the benefit of the general public
and served by a certified air carrier". The work proposed for the Commission was
set forth in a League bulletin and was read by the City Manager. Said Commission
will consist of seven members. Two are appointed by the Mayors' select committee,
two by the County Board of Supervisors and two by the airport managers of the
public airports within the county. The seventh member, representing the general
public, is to be selected by the other six. An alternate method for selection of
commission members was set forth in the League bulletin. City Manager recommended
Council gain permission of Mayors of other cities in the County and the Board
of Supervisors to appoint the Council as the Airport Land Use Commission.
On a motion by Councilman Simpson, seconded by Councilman Scotto it was unanimously
carried to instruct the City Manager to request the Mayors and Board of Supervisors
to appoint the Council as comprising the membership of the Airport Land Use
Commission.
PROCLAMATION - NATIONAL BIBLE WEEK
The City Manager read a proclamation and the Mayor declared the week of November 22
through November 29, 1970, as Bible Week launching Worldwide Bible Reading from
Thanksgiving to Christmas, 1970, in Ukiah.
PROCLAMATION - GOODWILL GOOD TURN DAYS
The City Manager read a proclamation stating the Cubs, Scouts, and Explorers of
the Sonoma-Mendocino Area Council of the Boy Scouts of America have banded
together in a fine humanitarian effort to aid the handicapped served by Goodwill
Industries, Inc. for Sonoma-Mendocino Counties. The Mayor declared the week of
November 21st through December 5, 1970, as Goodwill Good Turn Days.

1. Administrative Assistant - It is recommended that the position of Administra-
tive Assistant be reclassified to Assistant City Manager on Salary Range 36.
6. Director of Finance - it is recommended that this position be placed on an
executive salary range consisting of Range 37.5 plus $1.00.
*10. Director Recreation and Parks - The following is recommended:
1) The position of Director of Recreation and Parks be eliminated.
2) The position of Recreation Director be established with the present
Director to hold the position with a 22% increase.
3) The position of Grounds Maintenance Supervisor be established with
responsibility for working supervision of maintenance of all park
areas and golf course. Job specifications to be presented for consideration
at a later date.
4) No increase in classified personnel, but hreater utilization of temporary
employees during summer months as required.
%;13. Senior Steno. Clerk (Pol. 1) - it is recommended that the position of Senior
- Steno. Clerk (Pol.l) be reclassified to Secretary.
City Manager repoeted the above recommendation is consistent with the increase pre-
viously granted to subordinate employees and in each case substantially protects the
differential in salaries between supervisory personnel and the employees supervised
by them.
It was also recommended the following list of previously approved positions which are
currently vacant, be abolished:

City Manager recommended adoption of the above program as outlined and as set forth
in the memorandum dated November 4, 1970.
On a motion by Councilman Scotto, seconded by Councilman Buxton it was unanimously
carried to approve the salary recommendations as set forth above and the recommen-
dation to abolish the above named positions.

RESOLUTION NO. 71-16 SETTING
SALARY OF CITY MANAGER
On a motion by Councilman Scotto, seconded by Councilman Buxton, it was unani-
mously carried Resolution No. 71-16 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Setting Salary Of City Manager At Ten
Percent (10%) Above That Of Fiscal Year 1969-1970".
NON-RESIDENT USE OF
CITY DISPOSAL AREA
City Manager referred to a memorandum dated November 17, 1970, which had been
distributed to the Council regarding use of City Disposal Area for non-residents
and setting forth the intent to negotiate a new agreement with the County for
use of the City Disposal Area.
TRANSFER FROM GENERAL FUND
TO PARKING DISTRICT FUND
On a motion by Councilman Simpson, seconded by Councilman Buxton it was unani-
mously carried Warrant No. 2417 in the amount of $60.00 be transferred from
the General Fund to the Parking District Fund.
PROPOSED FLIGHT SERVICE STATION BUILDING
City Manager reported preliminary drawings of the proposed flight service station
building for the Municipal Airport have been completed and forwarded to Federal
Aviation Administration for their consideration. Council will be kept current
with the project.
APPLICATIONS FOR FIRE CHIEF POSITION
City Manager reported for Council information that the 55 applications received for
the position of Fire Chief are being reviewed.
TOUR OF ATOMIC PLANT
City Manager reported the tour of the atomic plant at Rancho Seco is scheduled
tomorrow and six from the City will be going.
THANKS TO THE COUNCIL
Mr. James Smart expressed his thanks to the Council for their action regarding
the reclassification of his position.
MAYOR NORGARD
Mayor Norgard asked the City Manager to report progress made concerning acquiring
property for park purposes east of town. City Manager reported approximately
four acres fronting Oak Manor Drive bordering the school property could be
purchased. City Manager was authorized to negotiate for the property and report
to the Council at a subsequent meeting.
ADJOURNMENT
Mayor Norgard declared the meeting adjourned at 10:25 p.m. to meet again
December 2, 1970.
