MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
DECEMBER 9, 1970
The City Council convened in regular session in the Council Chambers at 7:04 p.m.
with Mayor Norgard, Councilmen Scotto, Simpson present. Councilmen Buxton and
Henderson were absent.
BUDGET DISCUSSION
Each Councilman had, prior to this meeting, reviewed the budget as presented and
its proposed revisions in a memorandum dated December 2, 1970, submitted by the
City Manager
COUNCILMAN BUXTON ARRIVED AT THIS TIME - 7:07 P.M.
Questions resulting from said review were discussed and answered by the City Manager
after which the City Chamber of Commerce budget request in the amount of
$18,512 was considered. The City Manager's recommended allocation to the Chamber
of Commerce was $6000. Council consensus reitereated the City Manager's opinion
that Chamber accomplishments the past year have been greater than in previous
years. Each Councilman stated his thinking of the importance of the function of
the Chamber of Commerce and the extent to which the City should give its support.
The following persons were present in the audience to speak in favor of the budget
request and each stated reasons why, in their opinion, the Chamber of Commerce
had been a valuable functioning agency in the City:
Mr. Woodtj White, School Way, Redwood Valley
Mr. Ira Brannon, 161 Laws Avenue
Mr. George Kuck, North Redwood Highway
Mr. Jim Kelly, Manager, City Chamber of Commerce.
On a motion by Councilman Buxton, seconded by Councilman Simpson, it was unani-
mously carried to approve an allocation to the City Chamber of Commerce for the
fiscal year 1970-71 in the amount of $9500.
MAYOR NORGARD DECLARED A RECESS AT THIS POINT IN THE MEETING - 8: 36 P.M.
The Council reconvened at 8:43 to consider the County Chamber of Commerce budget
request.
On a motion by Councilman Scotto seconded by Councilman Simpson it was unanimously ca
carried to approve the County Chamber of Commerce budget in the amount of 10%
of the revenue from the room occupancy tax. (1969-70) .
On a motion by Councilman Scotto, seconded by Councilman Simpson it was unanimously
carried to instruct the City Attorney to prepare a resolution approving the
1970-71 budget with the deletion of the projects recommended in the City
Manager's memorandum dated December 2, 1970, and the addition of the position of
Administrative Assistant to the list of positions to be abolished.
On a motion by Councilman Scotto, seconded by Councilman Buxton, it was unanimously
carried to direct the City Manager to report to the Council monthly regarding the
City's cash balance and project costs and status.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unanimously
carried the minutes of the meeting of December 2, 1970, be approved as submitted .. ..
by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unanimously
carried Payroll Warrants #3803 to #3935 inclusive for the period from November 16th
through November 30, 1970, in the total amount of $44,139.24 be approved and
ordered paid.

SPECIAL WARRANTS
On a motion by Councilman Buxton, seconded by Councilman Scotto, it was unani-
mously carried Special Warrants #3009 to #3012 inclusive in the total amount of
$5918.06 be approved and ordered paid.
PROPOSED URGENCY ORDINANCE
SEMINARY AVENUE ISLANDS)
The City Attorney reported subject to ordinance to prohibit use of the park area
located on Seminary Avenue was not ready for Council consideration because of
legal problems encountered. It has been determined that the islands on
Seminary Avenue were, by minute action April 20, 1929, designated Purdy Parks;
however, the area has not been dedicated as such. Further research will be made
to prepare an enforceable legal document for Council consideration.
Mr. Barry Wood, Legal Services Foundation, 107 W. Perkins, was present in the
audience to state, in his opinion, sufficient laws are in existence to handle
the problem which is alleged to exist on Seminary Avenue. City Manager and
City Attorney explained the City's position in the matter.
REPORT OF DISCUSSION RE
REGIONAL PARK (LOW GAP RD.)
The City Manager reported a meeting with the County Administrator regarding
subject park resulted in the following information:
1) The proposed park can be used for overnight camping with a reasonable
fee to be charged.
2) Restrooms can be sewered with septic tanks which will result in a financial
saving.
3) Approval of private park concessions granted if desired.
4) The County will prepare a proposal of the cost distribution for maintenance
and operation of the proposed park.
After receipt of said proposal from the County, a recommendation will be developed
1 for Council consideration.
ZONE VARIANCE NO. 71-3 APPROVED
(UKIAH GENERAL HOSPITAL)
Variance Application No. 71-3 by Ukiah General Hospital (Lawrence F. Heise,
Administrator) to permit construction of a parking lot on parcel located at
609 Holden Street, zoned R-1, plot plan, and minutes of the Planning Commission
dated November 19, 1970, were reviewed by the City Manager. Planning Commission
Resolution No. 71-8 recommending the granting of the variance subject to the
following special conditions was read by the City Manager:
1) Standard Conditions 1 - 9.
2) Both east and west property lines be fenced with cyclone type fencing with
redwood slats. Fencing to be 3 feet high in the setback area on Holden
and 6 feet high the remainder of the distance.
3) The parking lot be paved except for landscaped areas and graded in such
manner that all drainage will be conveyed either to Holden Street or
through the hospital property to the south to Dora Street. No surface
drainage to be permitted to encroach on adjacent properties.
4) Lighting shall be properly screened and directed in such a manner as to
eliminate any possible nuisance to adjacent properties.
5) Signs be limited to one sign on Holden indicating "Hospital Parking,
--- Exit Only".
There were no written or verbal protests to the granting of the proposed variance.
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani-
mously carried the City Attorney be directed to prepare a resolution granting
Variance No. 71-3 as recommended by the Planning Commission.
PARK PROPOSAL
The City Manager reported a proposal has been made to purchase, for park purposes,
a parcel located east of the freeway. Council will be advised as soon as a reply
is received from the owner of said property. A memorandum from the Planning

Commission urged the purchase of the property as soon as possible. A park site
on this side of town was listed as top priority by the Recreation and Parks
Commission.
PROPOSED STOP LIGHTS ON STATE STREET
Mr. Don Daniels, Daniels Steel and Machine Works, 160 Brush Street, was present �. ...
in the audience to ask if, in the State Street relinquishment, was a stop light
proposed to be installed on State Street at the corners of Low Gap Road and
Brush Street. Mr. Daniels was informed that this is the plan.
COUNCILMAN BUXTON
Councilman Buxton reported he had talked with Councilman Henderson who expressed
his concern regarding adoption of the budget and his interest in both the City
and County Chambers of Commerce and stated he was sure he would be pleased with
Council action in this regard.
COUNCILMAN SIMPSON
Councilman Simpson asked if federal funds were available to hire consultants
for various capital improvement projects and studies. The City Manager
advised there was not a direct answer at this time, however, there is new
legislation in this regard which the City Attorney will report on at a later
date.
Councilman Simpson, the Council representative to the Local Agency Formation
Commission, gave a report of the meeting he recently attended.
ADJOURNMENT
There being no further regular business, Mayor Norgard declared the meeting
adjourned at 9:45 p.m. to reconvene in personnel session.
