HomeMy WebLinkAboutMin 02-17-71 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH FEBRUARY 17, 1971 The City Council convened in regular session in the Council Chambers at 8:01 p.m. with Councilmen Scotto, Simpson and Mayor Norgard present. Councilmen Buxton and Henderson were absent. The City Manager was absent. APPROVAL OF MINUTES On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani- mously carried the minutes of the meeting of February 10, 1971, be approved as submitted by the Clerk. REGULAR WARRANTS On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried Regular Warrants #3343 to #3441 inclusive in the total amount of $87,992.52 be approved and ordered paid. PROPOSED ORDINANCE REGARDING EXEMPTIONS FROM PARKING REQUIREMENTS As directed by the Council, the City Attorney had prepared an ordinance amending that section of the City Code pertaining to exemptions from parking requirements. Copies of the proposed ordinance were distributed to the Council for their con- sideration and action at a later date. Said ordinance, when adopted, will pro- vide for Planning Commission consideration of all requests for exemptions from parking requirements and subsequent recommendations to the Council for the decision. PROPOSED ANNEXATION OF PROPERTY ADJACENT TO AIRPORT The City Attorney reported the necessary paper work would begin to annex unin- habited city-owned property at the south and north end of the runway adjacent to the present city limits. The City Attorney reported the bid made on the Trimeloni property in the vicin- ity of the airport has been accepted by the estate. The sale has been returned to the court with request for court confirmation. The hearing has been set for February 26, 1971. PENDING LITIGATION Avants v. City of Ukiah - reset for trial June 1, 1971 John Carter v. City of Ukiah - defense undertaken by the insurance company. Attorney David Terro, San Francisco in the City to confer with City Attorney and Police Chief. RESOLUTION NO. 71-26 COMMENDING JACK WEDDLE FOR HIS SERVICE ON THE PLANNING COMMISSION Acting City Manager read a letter of resignation from Planning Commissioner Jack Weddle who will be moving from the area. Each Councilman expressed their appre- ciation and gratitude for his service as a member of the Commission. Councilman Simpson reported Mr. Weddle was one of the five who recently completed the 18 month course on Principles and Practice of Urban Planning conducted for members of the Planning Commission and staff. On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani- mously carried Resolution No. 71-26 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah 1 Commending Jack Weddle For His Service On the Planning Commission". 1 REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR CHLORINE CONTROL SYSTEM AT SEWAGE TREATMENT PLANT COUNCILMAN BUXTON ARRIVED AT THIS POINT - 8: 14 P.M. Acting City Manager Kruth reviewed the specifications for subject equipment. This automatic equipment will modify the existing chlorination equipment at S MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH FEBRUARY 17, 1971 - PAGE 2 the Sewage Treatment Plant and it is expected that four bidders could be on this specification. It was expected the call for bids be March 9, 1971, 2:00 p.m. On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried the Clerk be authorized to call for bids for an automatic chlorine control system for the Sewage Treatment Plant, bids to be received prior to 2:00 p.m. March 9, 1971. DISCUSSION OF TRAFFIC CONTROL CONNECTED WITH INTERSECTION AT GOBBI AND STATE STREET Acting City Manager Kruth reported he has met with State design engineers con- cerning a complete signalized traffic system to be installed at intersections on State Street in connection with the relinquishment of State Street to the City. Traffic control at subject intersection requires Council discussion for policy determination in the immediate future. A study of current traffic move- ments at the intersection of Gobbi and State Street resulted in a plan which was set forth on a map reviewed in detail by the Acting City Manager. The pro- posed plan provided for signalized left turn movements. To accomplish the suggested plan would require elimination of street parking in the intersection vicinity and painted traffic islands to control turns to and from driveways. The following persons were present in the audience and voiced their concern and questions as to the feasibility of the proposal as presented: Jack and Lorraine Pearson, 265 Mendocino Place Jeanne Roundy, 316 North Main Paul J. Trouette, Jr. , 812 West Church Council agreed extensive study is required before a decssion can be made and directed the City Engineer to contact property owners in the area to determine - the problems involved and possible alternative solutions. Council requested the matter be presented to the Planning Commission at their next meeting, February 18, 1971. Council will be provided with maps of the area. On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unani- mously carried to set March 10, 1971, at 8:00 p.m, for public hearing on the matter of traffic control at the intersection of State and Gobbi Streets. DISCUSSION OF TOPICS REQUIREMENTS RELATED TO TRAFFIC ELEMENT OF A GENERAL PLAN Acting City Manager reviewed the Traffic Operations Program to Increase Capa- city and Safety (TOPICS) . Under this program the City has been allocated approximately $53,000 for 1969-70 fiscal year and a like amount the following year plus approximatel6 $14,000 for the same periodcf time allocated to the County but released by the County to the City. To gain approfal of the allo- cations it was initially required to complete the traffic element of the general plan. Latest instructions in this regard indicate that smaller communi- ties can dispense with this requirement for TOPICS Funds and proceed with the actual TOPICS survey for the various projects from the standpoint of safety and flow of traffic. City Engineer had interviewed several consulting engineering firms to determine their capabilities and experience in providing the required study. A proposal to provide consulting services for such service has been furnished by Cornell, Howland, Hayes, and Merryfield; Corvallis, Oregon. The estimated cost to pro- vide the service requested to develop the plan is $15,740, $4,000 CE which is to be provided by City services in kind. Acting City Manager recommended sub- ject firm be engaged to complete the study based on the fact that said firm has had experience in completing area wide TOPICS plans for other cities and is able and competent to perform the work. Council agreed the consultant's agreement be completed as outlined in their propsal and the agreement be sub- mitted to the Bureau of Public Roads and the State of California for their approval. Upon approval the agreement to be considered by the Council for final determination. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH FEBRUARY 17, 1971 - PAGE 3 REQUEST FROM AIRPORT COMMISSION Acting City Manager read a letter from the Airport Commission requesting that lighting be installed in the new hangars proposed at the airport as well as the old hangars, the cost of which could be reflected in increased rental rate. Mayor Norgard expressed his appreciation of a project which is self- supporting. The matter was referred to staff for further consideration. COUNCILMAN SCOTTO i Councilman Scotto asked the status of the library project. Acting City Manager stated the State has not given their approval to proceed so that matter was not placed on the agenda. MAYOR NORGARD Mayor Norgard referred to various leases to be reviewed. The City Attorney stated rates of subject leases will possibly be increased. ADJOURNMENT There being no further regular business, the Council adjourned at 9:50 p.m. to reconvene in personnel session.
