HomeMy WebLinkAboutMin 03-17-71 xY MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MARCH 17, 1971 The City Council convened in regular session in the Council Chambers at 8:00 p.m. with Councilmen Scotto, Simpson and Mayor Norgard present. Councilman Buxton, Henderson and City Manager Cash were absent. APPROVAL OF MINUTES On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani- mously carried the minutes of the meeting of March 10, 1971, be approved as sub- mitted by the Clerk. GENERAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried General Warrants #3469 to #3580 inclusive in the total amount of $95,462.91 be approved and ordered paid. SENATE BILL 333 RE REMOVAL OF POLICE & FIRE SERVICES FROM MYERS-MILIAS-BROWN ACT The City Attorney reported SB 333 is a comprehensive employee relations statute applying to all local policemen and firemen and, if enacted, would remove these classes of employees from the provisions of the Myers-Milias-Brown Act. This bill would remove from governmental bodies their right to establish wage and salaries and ability to set tax rates in their area; thus making it necessary for each city to feign for itself for availability of funds for wages. Copies of an analysis of said bill will be furnished the Council. APPROVAL OF CONCESSION AGREEMENTS (GIORNO PARK & SWIMMING POOL) City Attorney reported the present Concessionaire at the Municipal Swimming Pool and Giorno Park has conducted the concessions in a most satisfactory manner and is therefore eligible for renewal of the existing concession agreements. Mr. --y C. L. Swinney, Concessionaire, had executed the agreements to continue said operations. The City Attorney reviewed changes made in said agreements which in- cluded a price increase in some of the commodities with the duration of the agreements to continue for two seasons. On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried to approve the Concession Agreements for Giorno Park and the Municipal Swimming Pool as recommended and authorize the Mayor and Clerk to sign same. ORDINANCE NO. 610 INTRODUCED ESTABLISHING TIME & PLACE FOR TRAFFIC COMMITTEE MEETING Ordinance No. 610, "Ordinance Of The City Of Ukiah Adding Section 7034 To Article 2, Chapter 1, Division 8 Of The Ukiah City Code Thereby Establishing A Meeting Time And Place For The City Traffic Engineer, A Committee" was introduced by Councilman Simpson and the reading of same was waived. RESOLUTION NO. 71-31 ESTABLISHING UNDERGROUNDING COORDINATING COMMITTEE On a motion by Councilman Scotto, seconded by Councilman Simpson, it was carried by the following roll call vote Resolution No. 71-31 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Establishing An Undergrounding Coordinating Committee". i AYES: Councilmen Scotto, Simpson, and Mayor Norgard. NOES: None ABSENT: Councilmen Buxton and Henderson. b, MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MARCH 17, 1971 - PAGE 2 AIRPORT LEASES City Attomey reported he appeared before the Airport Commission to discuss ex- expired airport leases. It was noted that payments have continued to be paid on existing leases even though expired. Prior to a change in rental rates, it was recommended that each firm involved enter into a one year lease agreement. In the interim, the Airport Commission will develop a study of recommended rates for subsequent Council consideration. City Attorney reported he had no further information regarding the intention of Golden Pacific Airlines to continue their service to this area. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR PAD MOUNTED TRANSFORMER City Manager pro tem reviewed specifications for one 500 KVA pad mounted transformer scheduled to replace existing equipment at the Ukiah Fruit Growers Company for their expanding facilities. The bid call was requested for 2:00 p.m. April 13, 1971. On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani- mously carried the Clerk be authorized to call for bids for 500 KVA padmounted transformer,. bids to be received prior to 2:00 p.m. , April 13th. PUBLIC HEARING DATE SET - ZONE CHANGE (GOBBI & WAUGH LANE AREA) City Manager pro tem read Planning Commission report of findings and recommenda- tions dated March 4, 1971, recommending amendment to the zoning ordinance for changing zones in the area south of East Gobbi Street from the Northwestern Pacific Railroad to the City Limits, Waugh Lane Annexation No. 65-2 and Annexa- tion No. 71-1 (Foutz) . It was recommended April 21, 1971, 8:00 p.m. be the time for public hearing on the matter to allow time for posting in the area and publi- cation of the matter. On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried toset April 21, 1971, 8:00 p.m. for public hearing for subject matter as recommended. APPROVAL OF REVISED MASTER PLAN FOR AIRPORT City Manager pro tem reviewed a photomap of the Ukiah Airport showing areas dis- cussed at the Airport Commission meeting which resulted in recommended changes in the matter plan of the airport. The following changes were adopted by the Commis- sion and recommended to be included in the master plan to bring it up to date: 1) Transient parking areas 2) Perimeter fencing 3) Construction of plane port shelters in the area immediately west of the present "T" hangars. (State and Federal funding not required) . 4) Purchase of property north of runway. (Authorized by the Council 2-3-71) . 5) Flight Service Station Building. (A self liquidating project presently under design) . 6) Construction of taxiway extension to the south end of the runway. Preliminary applications have been submitted to the State for 1972-73 funding on Items 1 and 2. If both State and Federal funding is approved, the City's participation would be approximately twenty-three cents on the dollar. On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried to approve the revised Airport Master Plan and authorize the City Manager to submit the same in support of the application for funds from the Air- port Assistance Revolving Funds (Acquisition and Development) . PROCLAMATION: WORKSHOP WORKERS WEEK UKIAH VALLEY ASSOCIATION FOR RETARDED CHILDREN City Manager pro tem read a Proclamation from the Ukiah Valley Association For Retarded Children which had been signed by Mayor Norgard proclaiming the week of March 21 through 27 as Workshop Workers Week in tribute to the handicapped work- shop employees and that an increased effort be made by businesses to support the program. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MARCH 17, 1971 - PAGE 3 APPROVAL TO WAIVE GREEN FEES FOR MENDOCINO STATE HOSPITAL City Manager pro tem reported a request has been received from Eleana Bell, Coordinator of Volunteer Service, Mendocino State Hospital, to waive green fees at the golf course for a foursome from the State Hospital. Approval was granted last year with favorable results. On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani- mously carried to waive green fees for a foursome at the State Hospital at a time to be determined by the Golf Pro. LIBRARY REPORT City Manager pro tem reported he met with the Assistant State Librarian last week to resolve the problems which have beset the Application. There was a misunderstanding related to the addendum added to the original program for a community service library which reduced the program from that previously recommended by the Library Consultant. A favorable answer should be forth- coming in a short period of time. COUNCILMAN SCOTTO Councilman Scotto reported time for budget preparation is approaching and asked what the time schedule is in this regard. City Manager pro tem reported the Director of Finance has set April 1st as the deadline for budget requests to be in his office for staff review. Councilman Scotto asked if the meet and confer sessions would be scheduled after the completion of the position classifications study. City Manager pro tem stated it would be possible for the two to run concurrent. COUNCILMAN SIMPSON Councilman Simpson reported he had reviewed a letter indicating concern with the proposed removal of the letter box near the Gobbi and State Street intersection. City Manager stated its present location does create a traffic hazard and the plan is to relocate it farther south on State Street. MAYOR NORGARD Mayor Norgard reported a letter has been answered asking when the City Limits will be enlarged. Said letter explained a request for annexation to the City is the first step in such a procedure. ADJOURNMENT The meeting was adjourned at 9: 10 p.m. ----- MAYOR ATTEST: CITY CLERK
