The City Council did not meet in regular session April 7, 1971, in honor of
Councilman Harold D. Henderson who passed away April 6, 1971.
The City Council convened in regular session in the Council Chambers at 8:00 p.m.
with Councilmen Scotto, Buxton, Simpson, and Mayor Norgard present.
At this point in the meeting a moment of silence was observed in honor of
- - Councilman Harold D. Henderson, deceased.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani-
mously carried the minutes of the meeting of March 24, 1971, be approved as
submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Buxton, seconded by Councilman Scotto, it was unani-
mously carried Payroll Warrants #5007 to #5169 inclusive for the period of
March 16th through March 31, 1971, be approved in the total amount of $49,223.01.
SPECIAL WARRANTS
On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani-
mously carried Special Warrants #3586 to #3608 inclusive in the total amount of
$11,739.13 be approved and ordered paid.
SENATE BILL 333
In accordance with Council instructions, the City Attorney had prepared statements
in opposition to subject bill which were set forth in a letter to be signed by the
Mayor. Copies of the letter were furnished each Councilman and will be forwarded to
the legislators. It was reported the Mendocino County Board of Supervisors had
expressed their opposition to Senate Bill 333 in the form of a resolution.
APPROVAL OF DOG POUND SITE LEASE
The City Attorney reported subject lease had been executed bythe County Board of
Supervisors and recommended its approval by the Council.
On a motion by Councilman Scotto, seconded by Councilman Buxton, it was unani-
mously carried to approve the "Dog Pound Site Lease Agreement" and the Mayor
and Clerk be authorized to sign same.
RESOLUTION NO. 71034 TO INITIATE
PROCEEDINGS TO AMEND ZONING ORDINANCE
BY REZONING CERTAIN TERRITORY
On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unanimously
carried Resolution No. 71-34 be adopted and the Mayor and Clerk be authorized
to sign same, "Resolution Of Intention Of The City Council Of The City Of Ukiah To
Initiate Proceedings To Amend The Zoning Ordinance By Rezoning Certain Territory".
The City Attorney noted it was necessary to change the date set for public hearing
at the March 17th meeting to comply with all legal requirements.
PUBLIC HEARING DATE SET FOR ZONE
CHANGE APPLICATION FROM POMEROY-NIPPER
The City Attorney reported subject application did not require the adoption of a
resolution to set the date for public hearing as set forth above inasmuch as said
zone change is initiated by the public.
On a motion by Councilman Scotto, seconded by Councilman Buxton, it was unani-
mously carried a public hearing be held on Zone Change Application No. 71-11 on
April 28, 1971, at 8:00 p.m. or as soon thereafter as same may be heard.

STATE & GOBBI INTERSECTION RESTRICTED PARKING
City Manager reported in accordance with Council instrrctions at the
February 24, 1971, meeting the effect of restricted parking at the State
and Gobbi intersection has been reviewed and recommended that there be
no change at this time. The City Engineer reported there have only been
good reports of the result the restricted parking has had on traffic con-
gestion at this location.
On a motion by Councilman Simpson, seconded by Councilman Buxton it was
unanimously carried to authorize the City Attorney to prepare a resolution
continuing the restricted parking at State and Gobbi intersection for Council
consideration at the next meeting.
OAK MANOR SUBDIVISION UNITS
2C-2F TENTATIVE MAP APPROVED
The Tentative Map of Oak Manor Subdivision Units 2C - 2F were presented for
consideration. The City Manager read Planning Commission Minutes dated
April 1, 1971, setting forth action taken regarding said map and read a
memorandum from the City Engineer dated April 6, 1971, recommending its
approval subject to the following stipulations:
1) That concurrent with the development of Unit 2C, the storm drain on
Washo Avenue be installed.
2) Also, concurrent with the development of Unit 2C, the streets in the
other units be rough graded in such a manner to provide for drainage.
On a motion by Councilman Simpson, seconded by Councilman Buxton it was
unanimously carried the Tentative Map of Oak Manor Subdivision, Units
2C - 2F be approved as presented.
REQUEST & AUTHORIZATION TO CALL FOR BIDS
FOR REPLACEMENT OF POLICE VEHICLES
City Manager reviewed problems experienced with the police vehicles and
on this basis recommended replacement of two of the units even though
said replacement is not provided for in the current budget. Council
discussed the advisability of replacement of four units considering the
poor condition of the two remaining units and the lapse of time before said
units could be in service.
On a motion by Councilman Simpson, seconded by Councilman Scotto it was
unanimously carried the Clerk be authorized to call for bids for 2
police vehicles with an alternate bid of 4 police vehicles, bids to be
received prior to 2:00 p.m. May 4, 1971.
"WORK DAY" BY ARgY RESERVE
UNIT-PAINTING ANTON STADIUM
The City Manager reported Major Norman Soeth, Battalion Commander, 3rd
Battalion 362 Regiment, 2nd Brigade, 91st Division, United States Army
Reserve, has offered the services of the local army reserve unit for a
public relations community project. A concentrated work program has been
scheduled Sunday, April 18th, for 40 men to paint Anton Stadium, with the
possibility that time will allow the repair to some of the bleachers and
additional work at Vinewood Park. Council expressed their appreciation
for the volunteer work for community benefit and the City Manager will
express this appreciation to the army reserve unit.
TRANSFORMER BIDS REJECTED
City Manager distributed to the Council the following tabulation of bids
received for one 500 KVA transformer:

*Westinghouse Electric Supply Company bid is an obvious error
City Manager reported an error had been made inasmuch as General Electric
specifications were submitted to the bidders instead of PG&E specifications.
City Manager recommended all bids be rejected and stated the Council could
make one of two decisions - authorize negotiation for the best bid or call
for bids on the correct specification.
Councilman Simpson made a motion, seconded by Councilman Scotto to reject
the bids for one 500 KVA transformer and call for bids with PG&E spgcifications.
Prior to the question Council discussed the importance of delivery time
which is a critical item at the installation point. Councilman Simpson
amended his motion.
On a motion by Councilman Simpson, seconded by Councilman Scotto it was
unanimously carried to reject the 500 KVA transformer bids and negotiate
for the lowest and best bid contacting all bidders and potential suppliers.
AIRPORT LAND USE COMMISSION
City Manager reported the appointment of an Airport Land Use Commission
has been delayed pending determination of continuance of air service to
Ukiah by Golden Pacific Airlines. Recent legislation has mandated use of
such a commission in all counties with public airports which also have
the service of a public carrier. The City Manager read a letter from
the Board of Supervisors suggesting the presently organized County=Cities
Planning Council fulfill the function of said commission. Council determined
the County-Cities Planning Council could adequately serve as Mendocino
County Airport Land Use Commission, contingent on the continuance of the
Golden Pacific Airlines operation on the Municipal Airport.
LETTER OF COMMENDATION RE
ACTION IN ENVIRONMENTAL HEALTH
The City Manager read a letter dated April 9, 1971, from the County Health
Officer, Director of Environmental Health commending the Council on their
actions taken in the Environmental Health Field. The elements of concern
which have been corrected were named as well as a statement indicating
there had been a decrease of complaints since enactment of the new garbage
ordinance.
LIBRARY PROJECT
City Manager reported recent communication from the State Library indicate
the proposed Library project has been approved for funding and the federal
government has committed funds for the project to the City. The State
Library officials indicate the project could go to bid by May lst. The
City Manager will make several visits to Sacramento prior to this time to
take care of more specific details.
APPROVAL OF USE OF AIRPORT
FOR ROTARY FLY-IN
On a motion by Councilman Buxton, seconded by Councilman Scotto it was
unanimously carried to approve the request to conduct the annual Rotary
Fly-In at the Municipal Airport on July 19, 1971.

GRACE HUDSON PAINTING ON LOAN TO COUNTY
City Manager reported a letter from Friends of the Library had requested
the return of the Grace Hudson painting to the Library. City Manager
stated at the time the library became a part of the County operation all
facilities necessary to its maintenance were turned over to the County.
At that time the Grace Hudson painting which was purchased by the City was
removed from the Library. City Manager recommended Council offer the loan
of the painting to the County for display in the library with any future
display location to be at the discretion of the Council. The responsibility
of the picture will go with the loan. Said painting is insured for $6000
but should be increased.
On a motion by Councilman Scotto seconded by Councilman Buxton it was
unanimously carried to offer the Grace Hudson painting to the Board of
Supervisors to han� in the library.
On a motion by Councilman Simpson, seconded by Councilman Scotto it was
unanimously carried to increase the insurance value of the Grace Hudson
painting to $15,000.
PROPOSED AIRPORT HANGARS
City Manager reported information concerning the hangars proposed at the
Airport has been forwarded to the Airport Commission for their consideration
and recommendation prior to further Council consideration.
PROCLAMATION - "EARTH WEEK1°
City Manager read a proclamation and Mayor Norgard proclaimed the week of
April 18-24 to be "Earth Week" in accordance with the activities which
will be organized locally and nation ide during this period.
PETITION RE MYRON & SIDNEY STREETS
City Manager reported receipt of a petition from property owners in the
vicinity of Myron and Sidney Streets requesting abandonment of the dedicated
alley. Prior to consideration by the Council, the matter will be referred
to the Planning Commission for recommendation.
APPROVAL OF REDUCTION OF GREEN FEES
FOR MEN'S & WOMEN'S GOLF TOURNAMENT
On a motion by Councilman Simpson seconded by Councilman Scotto it was
unanimously carried to approve reduction of green fees to half price
for the annual Men's Golf Club Tournament May 1st and 2, 1971, and for
the annual Women's Golf Club Tournament May 4, 1971.
STATE HOSPITAL
City Manager reported he is continuing to work on a position the Council
could take to help strengthen the support for continuing the operation of the
State Hospital. Assemblyman Belotti has been contacted in this regard
and attempts will be made to contact Senator Collier to review a program
for Council consideration at a subsequent meeting.
- ~ GRAZING LEASE - DUMP SITE PROPERTY
City Manager reported the grazing lease on a portion of the dump site
property is due for renewal. Legal opinion indicates said property could
be included as an agricultural preserve and thereby reduce taxes which
were increased substantially last year. However, there are advantages to
be gained in having said property under lease. The present lessee has met
all terms of the lease in a satisfactory manner and it was recommended to
authorize negotiation of a new lease with the present lessee at an
increased rate of $450 per year.
On a motion by Councilman Buxton, seconded by Councilman Simpson it was
unanimously carried to authorize the City Manager to negotiate with the
present lessee for the grazing lease as recommended.

COUNCILMAN SCOTTO
Councilman Scotto asked progress made with the Forestry Service regarding
fire trails. The matter will be taken care of.
COUNCILMAN BUXTON
Councilman Buxton reminded all of the Golf Ball scheduled Saturday, April f
17, 1971.
MAYOR NO RGA RD
Mayor Norgard asked progress made to date regarding labor negotiations.
City Manager gave a current report and stated the time schedule should
not exceed 30 days.
ADJOURNMENT
Mayor Norgard adjourned the meeting at 10:19 p.m. after which the Council
reconvened in Personnel Session.
