HomeMy WebLinkAboutMin 04-21-71 • Y MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH APRIL 21, 1971 The City Council convened in regular session in the Council Chambers at 8:01 p.m. with Councilmen Buxton, Simpson, and Mayor Norgard present. Councilman Scotto was absent. AT THIS POINT IN THE MEETING THE COUNCIL ADJOURNED TO PERSONNEL SESSION AND RECONVENED IN COUNCIL CHAMBERS AT 8:23 P.M ELECTION OF MAYOR STERLING NORGARD On a motion by Councilman Buxton, seconded by Councilman Simpson, it was unanimously carried Sterling Norgard be elected Mayor of the City of Ukiah. ELECTION OF MAYOR PRO TEMPORE (RALPH I. BUXTON) On a motion by Councilman Simpson, seconded by Mayor Norgard it was unani- mously carried Councilman Buxton be elected Mayor pro tempore of the City of Ukiah. SPECIAL ELECTION FOR COUNCILMAN On a motion by Councilman Buxton, seconded by Councilman Simpson, it was unanimously carried to hold a Special Election for Councilman to fill the unexpired term of Harold D. Henderson, deceased. RESOLUTION NO. 71-36 APPOINTMENT TO PLANNING COMMISSION (ROY G. ALBRIGHT) On a motion by Councilman Buxton, seconded by Councilman Simpson it was unanimously carried Resolution No. 71-36 be adopted and the Mayor and Clerk be authorized to sign same. "Resolution Appointing Member To Planning Commission (Roy G. Albright)". APPROVAL OF MINUTES On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unanimously carried the minutes of the meeting of April 14, 1971, be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Buxton, seconded by Councilman Simpson, it was unanimously carried Payroll Warrants #5170 to #5295 inclusive for the period of April 1st through April 15, 1971, be approved in the total amount of $47,520.25. REGULAR WARRANTS On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unanimously carried Regular Warrants #3609 to #3743 inclusive in the total amount of $109,676.91 be approved and ordered paid. TRAFFIC COMMITTEE REPORT The City Attorney reported on activities of the Traffic Engineering --�- Committee as follows: 1) Authorized the painting of arrows indicating the direction of travel on one-way streets. 2) Elimination of parking meters on the northeast corner of Stephenson and School and on the southwest corner of .Standley and School to allow better visibility for traffic safety. 3) Authorized the close of School Street between Stephenson and Church Streets on May 15, 1971, in compliance with a request from the Down- town Merchants Association to conduct street sale. MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH APRIL 21, 1971 - PAGE 2 RESOLUTION NO. 71-37 AMENDING RESOLUTION NO. 63-49 ADDING PARKING PROHIBITED ZONES On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unanimously carried Resolution No. 71-37 be adopted and the Mayor and Clerk be authorized to sign same, "A Resolution Amending Resolution No. 63-49 By Adding Thereto Further Street Portions As Parking Pro- hibited At All Times Zones". RESOLUTION NO. 71-38 AMENDING RESOLUTION NO. 63-52 DELETING & ADDING ONE HOUR PARKING On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unanimously carried Resolution No. 71-38 be adopted and the Mayor and Clerk be authorized to sign same, "A Resolution Amending Resolution No. 63-52 By Deleting Therefrom And Adding Thereto Further Street Portions As One Hour Parking". ORDINANCE NO. 610 INTRODUCED ESTABLISHING SPEED ZONE IN EXCESS OF 25 MPH IN SELECTED AREAS Ordinance No. 610, "An Ordinance Of The City Of Ukiah, Establishing, Pursuant To A Traffic And Engineering Study, A Speed Limit In Excess Of Twenty-Five (25) Miles Per Hour" was introduced by Councilman Simpson and the reading of same was waived. REPORT ON RESULTS OF NEGOTIATION FOR ONE 500 KVA TRANSFORMER City Manager distributed to the Council a tabulation setting forth results of negotiations necessitated from an error made in the original bid for subject transformer. The order placed with Westinghouse Electric Supply Company with a 10 day delivery resulted in $237 increase from the low bid received at the previous meeting. Said increase was less than anticipated. PUBLIC HEARING DATE SET FOR ZONE CHANGE APPLICATION NO. 71-14 (JOSEPH L. FOUTZ) The City Manager read Planning Commission minutes dated April 1, 1971 recommending granting subject application and Findings of Fact dated April 15, 1971, and recommended May 12, 1971 be set as time for public hear- ing on the matter. On a motion by Councilman Buxton, seconded by Councilman Simpson, it was unanimously carried a public hearing be held on Zone Change Application No. 71-14 on May 12, 1971, at 8:00 p.m. or as soon thereafter as same may be heard. POSITION CLASSIFICATION STUDY The City Manager reported the Griffenhagen-Kroeger representative is in the process of conducting interviews with employees to determine the employees opinion of his own particular job. A final report setting forth recommenda- tions is expected to be complete by approximately May 10th. Such time will coincide with meet and confer sessions and budget preparations. AIRPORT COMMISSION The City Manager reported matters scheduled for presentation to the Council at this time regarding Airport Commission action will be delayed pending receipt of Minutes of the meeting, April 20, 1971. REDWOOD EMPIRE DIVISION LEAGUE OF CALIFORNIA CITIES QUARTERLY MEETING City Manager reminded the Council of subject meeting which will be held in Fairfield Saturday, April 24th, The program planned for the meeting was distributed for Council information. f r MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH APRIL 21, 1971 - PAGE 3 CORRESPONDENCE: NCPA City Manager reported receipt of a letter from the Chairman of the Northern California Power Agency expressing regrets of the death of Mr. Henderson. SENATE BILL 333 City Manager reported Assemblyman Frank P. Belotti has acknowledged receipt of the letter of opposition to Senate Bill 333 and expressed his thanks for the comprehensive analysis and stated he will be watching it closely. MENDOCINO STATE HOSPITAL City Manager reported, in a bulletin of general information to the Council, he had additional information regarding efforts made for continued budgeting of Mendocino State Hospital. A conversation with Senator Randolph Collier indicates his support. A statement of position for Council consideration should be ready next week. AIRPORT LEASES City Manager reported all airport leases, with one exception, are current at the present time. PAUL TROUETTE Paul Trouette was present in the audience and presented an ad which appeared in the current issue of the Ukiah Daily Journal concerning the garbage disposal service. He asked if this in any way changed the situation now in effect with the Ukiah Solid Waste Company. City Manager reported said ad does not change any of the limitations in effect - that it was -�- an effort made by the company to clarify problems which may exist. Mr. Trouette asked if the tree injection process being conducted at the park were being done on an experimental basis and was advised this is the situation. COUNCILMAN SIMPSON Councilman Simpson congratulated the City Manager for the general information bulletin mailed to each Councilman. City Manager asked for Council reaction and stated if agreeable this could be provided to the Council periodically. There was unanimous Council agreement to the proposal. COUNCILMAN BUXTON Councilman Buxton reported reservations made to date for the golf tournament scheduled this weekend will bring out of town families who will generate additional business for the city. MAYOR NORGARD Mayor Norgard asked the City Manager to report on the paint project completed at Anton Stadium. The City Manager gave a detailed report of the work accomplished by forty army reserve men for a total cost to the City of $300. The amount budgeted for the painting alone was $700. The spokesman for the army reserve unit has offered the services of the unit for another community project if needed. On a motion by Councilman Buxton, seconded by Councilman Simpson it was unani- mously carried to direct the City Manager to write a letter commending the army reserve unit for the results of their efforts in painting and the repair work at Anton Stadium. Mayor Norgard complimented the City Manager for efforts he has made toward the continuation of the State Hospital and also for the general information bulletin mentioned earlier in the meeting.
