HomeMy WebLinkAboutMin 05-05-71 MINUTES OF THE MEETING OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 5, 1971 The City Council convened in regular session in the Council Chambers at 8:09 p.m. with Councilmen Scotto, Buxton, Simpson, and Mayor Norgard present. APPROVAL OF MINUTES On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unani- mously carried the minutes of the meeting of April 28, 197, be approved as sub- mitted by the Clerk. SPECIAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried Special Warrants #3748 to #3755 inclusive in the total amount of $1,279.55 be approved and ordered paid. PAYROLL WARRANTS On a motion by Councilman Buxton, seconded by Councilman Scotto, it was unani- mously carried Payroll Warrants #5297 to #5455 inclusive for the period of April 16, 1971 through April 30, 1971, be approved in the total amount of $54,732. 69. AWARD OF BID TO COX MOTORS FOR POLICE VEHICLES City Manager reviewed the bids received for police vehicles as follows: Unit Price 2 Cars 4 Cars Cox Motors $ 3,431.49 $ 6,862.98 $ 13,725.96 Underwood Ford-Mercury $ 3,591.93 $ 7,183.86 $ 14,367.72 City Manager recommended Council authorization to transfer the required sum from the Equipment Replacement Reserve Fund to Municipal Garage Outlay Account - - to purchase four police vehicles from the low bidder, Cox Motors, and to immediately arrange to dispose of the units now in use. On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani- mously carried to award the bid for four police vehicles to the low bidder, Cox motors in the amount of $13,725.96 as recommended by the City Manager. APPROVAL OF LEASE OF AIRPORT OFFICE SPACE TO B & B AVIATION SERVICE City Manager reported a lease of airport office space to B & B (Berkland and Banzhaf) Aviation Service for flight training and charter service has been considered by the Airport Commission. City Manager recommended favorable con- sideration by the Council. On a motion by Councilman Scotto seconded by Councilman Buxton, it was unani- mously carried to approve "Rental Agreement and Airport Permit" and the Mayor and Clerk be authorized to sign same. MASTER GRID & PROPERTY NUMBERING SYSTEM Proposed formal action to establish a master grid and property numbering system in conformance with the County system previously informally approved by the Council was postponed until Mr. Ed Carpenter, Engineer retained by the County, could be present to give a detailed report of the proposal. RESOLUTION NO. 71-39 DECLARING WEEDS & RUBBLE UPON PRIVATE PROPERTY A NUISANCE On a motion by Councilman Buxton, seconded by Councilman Simpson, it was unani- mously carried Resolution No. 71-39 be adopted and the Mayor and Clerk be author- ized to sign same, "Resolution Declaring Weeds and Rubble Upon Private Property To Be Public Nuisance And Ordering Abatement Of Same". MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 5, 1971 - PAGE 2 SENATE BILL 333 City Manager read from the April 23, 1971, League of California Cities Legislative Bulletin additional information regarding Senate Bill 333, compulsory and binding arbitration for policement and firemen, to which the Council has heretofore voiced opposition. The League urged all city officials to contact their Legislators individually and collectively advising of reasons why the bill should be defeated. It was suggested that the Chamber of Commerce and the Downtown Merchants Associa- tion may be interested in the impact of this bill and would voice their opposition also. COUNTY APPOINTS THE MENDOCINO COUNTY=CITIES PLANNING COUNCIL AS MENDOCINO COUNTY AIRPORT LAND USE COMMISSION The City Manager reported the Board of Supervisors has adopted Resolution No. 71-279 making subject appointment to act under the provisions of Assembly Bill 1856. TAXES CANCELED ON PARK PROPERTY ADJACENT TO OAK MANOR SCHOOL City Manager reported the County has advised that subject property recently acquired by the City is now exempt from taxation. The County Auditor has been directed to cancel taxes on subject parcel from the date of recording and to prorate taxes accordingly. LIBRARY REPORT City Manager reported the Architect has made the required minor changes in the library plans in accordance with newly adopted federal regulations. The bid call for construction of the library could be authorized next week. RETIREMENT DINNER FOR -� FIRE CHIEF AL BECHTOL City Manager distributed a letter to the Council announcing a retirement dinner May 21, 1971, for Fire Chief Bechtol. The Chamber of Commerce is sponsoring said dinner and reservations for same may be made through the Chamber Office. DISPOSITION OF FINES, FORFEITURES & DEPOSITS City Manager reported the County has requested consideration of an upward adjustment to 25% in the division of fines, forfeitures, and deposits which was established many years ago at a rate of 10% for the City. The County's intent is to make changes for a uniform rate throughout the County. The City Attorney will research the original law and the current law concerning subject disposition prior to a recommendation for Council consideration. REQUEST TO RELOCATE SOFTBALL DIAMOND City Manager reported justified complaints have been received concerning the nuisance the location of the softball diamond at Giorno Park creates and requested that it be relocated. However, it is not feasible to relocate said diamond at Giorno Park. Efforts are being made to relocate it on school property. Council will be advised after the matter has been considered by the School Board. DISCUSSION OF CURRENT BUDGET STATUS-YEAR TO DATE City Manager distributed to the Council the current fund report and gave a detailed explanation of the current status of the revenue and expenditure accounts together with a projection to June 30, 1971. The general fund revenue accounts exceed the estimate in the amount of $52,136 and expenditures exceed the estimates in the amount of $24,300 resulting in a general fund surplus of $27,836 over the original budget estimates. The Capital Improvement Program was discussed and the City Manager reported curb, gutter, and sidewalk program will be proposed for Council considera- tion at a later date. Said program will propose to establish improvement districts in possibly two portions of the city badly in need of curb, gutter, and sidewalk. Council complimented administration and staff on the excellent report reviewed by the City Manager. A { MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 52 1971 - PAGE 3 COUNCILMAN BUXTON Councilman Buxton suggested the Council tour the various city departments at a covenient time in the near future. Councilman Buxton expressed his concern with the situation in Berkeley when several newly elected Councilmen refused to pledge allegiance to the United States flag and asked if some action could be taken through the League of - California Cities to bring action to bear on such situations. Councilman Simpson reported when 3500 school administrators repeated the pledge of allegiance to the flag at a meeting he attended recently it was a very im- pressive experience. Councilman Buxton stated he is in agreement with the proposed curb, gutter and sidewalk program. COUNCILMAN SIMPSON Councilman Simpson gave a report of the LAFCO meeting at which time pros and cons of the Westport Water District were discussed. Councilman Simpson stressed the importance of a clear understanding of different County commission assign- ments as a result of LAFCO memberships. Councilman Simpson asked if the bridge on the southeast corner of Nokomis School would be repaired by the City. City Manager reported he has discussed the matter with Mr. Murphy and at that time stated that since the bridge is not connected to the street system, it belongs to someone other than the City. SCHOOL STREET City Manager reported the problem on School Street has been corrected.
