HomeMy WebLinkAboutMin 05-12-71 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 122 1971 The City Council convened in regular session in the Council Chambers at 8:04 p.m. with Councilmen Scotto, Simpson, and Mayor Norgard present. Councilman Buxton was absent. APPROVAL OF MINUTES On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried the minutes of the meeting of May 5, 1971, be approved as sub- mitted by the Clerk. i SPECIAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried Special Warrants #3756 to #3763 inclusive in the total amount of $6,187.17 be approved and ordered paid. PUBLIC HEARING ZONE CHANGE APPL. NO. 71-14 (JOSEPH L FOiTTZ) EAST PERKINGS & WARREN DRIVE Public hearing was declared open by Mayor Norgard at 8:06 p.m. on Zone Change Application No. 71-14 filed by Joseph L. Foutz. Said application proposes to change existing zoning from R-1, Single Family Residential, to CN, Neighborhood Commercial for Lots 1 and 2 in Orchard Village Addition No. 1 located at the Southwest and Southeast corners of Perkins Street and Warren Drive. Affi- davits of Publication of the required legal notice of the hearing as well as Affidavits of Posting and Mailing were placed on file. Planning Commission action dated April 1, 1971, and Findings of Fact dated April 15, 1971, were read by the City Manager. There was no one in the audience who spoke in opposition to the application. Mr. Joseph L. Foutz spoke in behalf of the application. Public hearing was closed at 8: 15 p.m. - - ++ �I On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried the City Attorney be directed to prepare an amending ordinance in accordance with Zone Change Application No. 71-14 by Joseph L. Foutz as recommended by the Planning Commission. ORDINANCE NO. 611 INTRODUCED REZONING PORTION OF R-1 & R-2 ZONE TO R-2 & C-1 ZONE ( ZONE CHANGE APPL. NO. 71-11) Ordinance No. 611, "Amending Chapter 2, Of Division 9 Of The Ukiah City Code By Rezoning A Portion Of R-1 Zone and R-2 Zone to R-2 Zone And C-1 Zone (Zone Change Application No. 71-11) was introduced by Councilman Simpson and the reading of same was waived. ORDINANCE NO. 612 INTRODUCED REZONING PORTION OF CM ZONE, M ZONE NEWLY ANNEXED & PREVIOUSLY UNZONED AREA TO CN, C-2, R-3 ZONES (ZONE CHANGE APPLICATION NO. 71-13) Ordinance No. 612, "Ordinance Amending Chapter 2, Of Division 9 Of The Ukiah City Code By Rezoning A Portion Of CM Zone, M Zone Newly Annexed Area and Previously Unzoned Area To CN Zone, C-2 Zone and R-3 Zone (Zone Change Appli- cation No. 71-13)" was introduced by Councilman Scotto and the reading of same was waived. TRAFFIC COMMITTEE MEETING City Attorney reported that at the regular meeting of the Traffic Committee the parade route for Festival '71 was discussed. The decision was made to begin said parade at Mill and State as originally requested by the parade committee instead of Gobbi and State inasmuch as stopping traffic flow at this corner would create a hardship on the merchants at said location. The City Attorney reported the street painting program is underway with crosswalks currently being done. Favorable comments have been made concerning the completion of painting the large arrows on the exits of the one way streets as they open onto Oak Street. There will be a bike rodeo in conjunction with the licensing program. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR POLES, LIGHT FIXTURES, AND DIRECT BURIAL CABLE City Manager reviewed the specifications for subject equipment and recommended the call for bids for 11 poles, 11 light fixtures with photo cells, and 30,000 feet direct burial cable be June 2, 1971, 2:00 p.m. On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried the Clerk be authorized to call for bids for subject equipment as recommended, bids to be received prior to 2:00 p.m. June 2, 1971. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR THREE 25 KVA & ONE 37.5 KVA PADMOUNT TRANSFORMER City Manager reviewed the specifications for subject transformers and recommended the call for bids prior to 2:00 p.m. June 2, 1971. On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani- mously carried the Clerk be authorized to call for bids for 3 - 25 KVA and 1 - 37.5 KVA padmount transformers, bids to be received prior to 2:00 p.m. June 2, 1971. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR A.C. PAVEMENT ON CITY STREETS City Manager reviewed the specifications for asphalt concrete pavement on Gibson, State to Oak; Park Place and Park Court; Leslie Street, Gobbi to Peach; Magnolia, State to Oak; Helen, Washington to Doolin Canyon; School, Seminary w to Mill, bids to be received prior to 2:00 p.m. June 2, 1971. On a motion by Councilman Simpson, seconded by Councilman Scotto, it was carried by the following roll call vote the Clerk be authorized to call for bids for asphalt concrete pavement as recommended, bids to be received prior to 2:00 p.m. , June 2, 1971. AYES: Councilmen Scotto, Simpson and Mayor Norgard. NOES: None ABSENT: None. LIBRARY REPORT City Manager stated reports from the State Library indicate the call for bids for the proposed library construction should be ready for the next meeting. GENERAL INFORMATION BULLETIN City Manager reported a correction to the General Information Bulletin which had been mailed to the Council. The television program concerning police operations scheduled on the local television station May 14th at 7:00 p.m. has been postponed to a date in June. ISSUANCE OF CARNIVAL BUSINESS LICENSE APPROVED (BUTLER AMUSEMENTS) The City Manager reported receipt of a request from Mr. Ira N. Brannan, Chairman of Festival '71 to waive the business license fee for the Butler Amusements carnival for four days beginning May 20, 1971, at the 12th District Fairgrounds. Police investigation resulted in satisfactory reports at the last four locations from which the carnival operated. City Manager reported there is no provision in the ordinance for waiver of said license. On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried to deny the request for waiver of license fee for Butler Amusements. MASTER GRID & PROPERTY NUMBERING SYSTEM Mr. Ed Carpenter, County Contract Engineer, was present in the audience to request Council consideration of adopting subject system in conformance with the County system. Mr. Carpenter stated the program is an expansion of the existing city system since it begins at State and Perkins Streets and con- tinues in four directions from this point throughout the County. Route and Box numbers currently in effect in the County will no longer exist under this system. This plan, if adopted, will correct some of the inconsistencies in house number- ing which now exist in the City. Council discussion followed. On a motion by Councilman Simpson seconded by Councilman Scotto, it was unani- mously carried to direct the City Attorney to prepare the proper document for adoption of a numbering system to comply with the County program. P.O.S.T. MEETING City Manager reported at the meeting of the Commission on Peace Officer Standards and Training said commission determined that all approved training courses will be financed by reimbursement with state money for 100% of the cost during the next fiscal year. ALLEGIANCE TO THE FLAG The Council was asked its intent regarding the pledge of allegiance to the flag which was mentioned at the previous meeting. Each Councilman explained his position on the matter and it was determined that the matter will be considered when a full Council is present. COUNCILMAN SIMPSON Councilman Simpson asked why the fountain at McGarvey Park was not in operation. The City Engineer explained it was not in operation during the winter months because of falling debris from the trees but it should be in operation soon. Councilman Simpson reported a group of 3rd grade children had an opportunity to see some of the good things the police do when their services were used to clarify a mixup of directions in a meeting place when the group recently made a trip to San Francisco and were ready to start home. MAYOR NORGARD Mayor Norgard stated a businessman had questioned him about the plan for the proposed Low Gap Regional Park, hoping the intent is to keep it in its natural state and not for the development of a formal garden. Mayor Norgard stated he was of the opinion the intent is to keep the natural appearance and asked for clarification of the point. City Manager stated part of the requirement for the development of said park is the preservation of open space with minor cleanup of the area and no plan for formal garden type park. Mayor Norgard stated President Nixon recently stated that agriculture was America's first industry and in this day of substitutes and plastics, he wanted everyone to know he is foursquare for apple pie. ADJOURNMENT Mayor Norgard adjourned the meeting at 9:14 p.m. after which the Council reconvened in Executive Session. MAYOR ATTES 40 CITY CLERK
