HomeMy WebLinkAboutMin 05-19-71 Y MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 19, 1971 The City Council convened in regular session in the Council Chambers at 8:06 p.m. with Councilmen Buxton, Simpson and Mayor Norgard present. Councilman Scotto was absent. APPROVAL OF MINUTES On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unani- mously carried the minutes of the meeting of May 12, 1971, be approved as corrected. REGULAR WARRANTS On a motion by Councilman Buxton, seconded by Councilman Simpson, it was unani- mously carried Regular Warrants #3764 to #3878 inclusive in the total amount of $78,355.44 be approved and ordered paid. ORDINANCE NO. 611 REPEALS ORDINANCE NO. 610 AS IT RELATES TO SPEED ZONES The City Attorney reported due to a clerical error in assigning ordinance numbers, it is necessary to introduce Ordinance No. 611 to repeal Ordinance No. 610 as it relates to speed zones. Said ordinance had been passed and adopted and published as required by law. Ordinance No. 611, "An Ordinance Of The City Of Ukiah Repealing Speed Zones And Establishing Speed Zones Pursuant To A Traffic And Engineering Study In Excess Of Twenty-Five (25) Miles Per Hour" was introduced by Councilman Simpson and the reading of same was waived. ORDINANCE NO. 612*INTRODUCED AMENDING BY REZONING (ZONE CHANGE APPLICATION NO. 71-11) Ordinance No. 612, "Amending Chapter 2, Of Division 9 Of The Ukiah City Code By Rezoning A Portion Of R-1 Zone And R-2 Zone To R-2 Zone And C-1 Zone (Zone Change Application No. 71-11)" was introduced by Councilman Buxton and the reading of same was waived. ORDINANCE NO. 613*INTRODUCED AMENDING BY REZONING (ZONE CHANGE APPLICATION NO. 71-13) Ordinance No. 613, "Ordinance Amending Chapter 2, Of Division 9 Of The Ukiah City Code By Rezoning A Portion Of CM Zone, M Zone Newly Annexed Area and Previously Unzone Area To CN Zone, C-2 Zone and R-3 Zone (Zone Change Application No. 71-13)" was introduced by Councilman Simpson and the reading of same was waived. ORDINANCE NO. 613 INTRODUCED AMENDING BY REZONING (ZONE CHANGE APPLICATION N0. 71-14) Ordinance No. 614, "Amending Chapter 2, Of Division 9 Of The Ukiah City Code By Rezoning A Portion Of R-1 Zone To C-1 Zone (Zone Change Application File No. 71-14)" was introduced by Councilman Buxton and the reading of same was waived. MASTER GRID & PROPERTY NUMBERING PROGRAM The City Attorney reported pertinent information is lacking to determine what effect the master grid system and property numbering program will have on the City of Ukiah. City Attorney recommended delay of consideration of an ordinance which would implement the program in the City until said information is received from Mr. Carpenter, County Contract Engineer. *This ordinance previously introduced as Ordinance No. 611 *This ordinance previously introduced as Ordinance No. 612 x� MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 19, 1971 - PAGE 2 PROCLAMATION - ANNUAL SALE OF BUDDY POPPIES & FLANDERS POPPIES Mayor pro tem proclaimed May 21st and22nd as the time for the annual sale of Buddy poppies by the Veterans of Foreign Wars, and its Auxiliary and the Flanders Poppies by the American Legion Auxiliary, and urged citizens of the community to contribute generously to its support on the days set aside for the distribution of these symbols of loyalty to this city. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR LIBRARY BUILDING The City Manager read a letter from the California State Library dated May 14, 1971, indicating their acceptance of the revised library plans and specifications. The changes which were required to be made by the Architect were reviewed. The City Manager recommended approval of the revised plans and specifications and authorization for the Clerk to call for bid opening June 8, 1971, 2:00 p.m. On a motion by Councilman Buxton, seconded by Councilman Simpson, it was unani- mously carried to approve the plans and specifications for the Mendocino County Free Library System Headquarters Building and to authorize the Clerk to call for bids to be received prior to 2:00 p.m. , Tuesday, June 8, 1971. PROPOSED RELOCATION OF SOFTBALL DIAMOND City Manager reviewed the problems relating to the softball diamond at Giorno Park and its proposed relation on school property. The wooden light standards at the softball diamond have deteriorated to a point where they are no longer safe to climb and should be replaced immediately. Cost of replacement would amount to $6,000. City Manager recommended Council authorize the following proposal to the School District for relocation of the softball diamond - 1) The City offer to set the poles and light fixtures in the proposed new location. - 2) School to install sprinkler system, move the backstop, and maintain the area during the school year. 3) City to furnish maintenance of said diamond during the summer months. On a motion by Councilman Buxton, seconded by Councilman Simpson, it was uani- mously carried to authorize the City Manager to negotiate with the Ukiah Unified School District Board for relcation of the softball diamond as recommended. Councilman Buxton asked the feasibility of crowning the outfield at Giorno Stadium to make better playing conditions during the football season. City Manager re- ported the difficulty in preparing the ground for both football and baseball play. Drainage is a problem in the area during the winter months and this ma ter will be checked to see if some helpful correction can be made. RETIREMENT DINNER FOR AL BECHTOL City Manager reminded the Council of the retirement dinner for former Fire Chief Al Bechtol, Friday, May 21st at the Fairgrounds. FESTIVAL '71 PARADE COUNCIL INVITED TO PARTICIPATE City Manager reported the Council has been invited to ride in the parade for Festival '71 and were asked to meet on Mill Street at 10:45 a.m. Saturday, May 22nd. COUNCILMAN BUXTON Councilman Buxton expressed his appreciation of the General Information Bulletin provided by the City Manager and referred to the proposed bicycle program con- tained therein. He stated many of the people on bikes fail to observe traffic regulations and cited an instance where he witnessed such failure. City Attorney stated the matter was brought before the Traffic Committee, that the Police Department is aware of the problem and is attempting to cite such violators. r MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 192 1971 - PAGE 3 Councilman Buxton reaffirmed his position regarding the importance of allegiance to the flag and stated in the next few weeks there will be a presentation re- garding said allegiance. Councilman Buxton reported that the committee who has spearheaded the work on the new nine at the golf course has to date received $23,897.21 from Volunteers who are interested in the program. COUNCILMAN SIMPSON Councilman Simpson reiterated Councilman's Buxton concern for observance of bicycle regulations and cited two locations where he witnessed violation of safety rules. He also requested the Police Department contact the School District early in September to get the proposed bike safety program underway early in the school year. MAYOR NORGARD Mayor Norgard asked about recommendations regarding the City's fire rating. City Manager reported it is his plan to discuss the various points of the report from the Fire Rating Bureau with the new Fire Chief prior to reporting to the Council. Council discussed the excellent rating the City now enjoys and the importance of maintaining such a rating. Various points brought out in the report of the Fire Rating Bureau were discussed.
