HomeMy WebLinkAboutMin 06-02-71 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH June 2, 1971 The City Council convened in regular session in the Council Chambers at 8:01 p.m. with Councilmen Scotto, Simpson and Buxton present. Mayor Norgard was absent. In the absence of the Mayor, Councilman Buxton served as Mayor pro tempore. UNITED STATES FLAG PRESENTED BY UKIAH ELKS LODGE NO. 1728 Mayor pro tem Buxton recognized Mr. Jim Langton, Exalted Ruler of Ukiah Elks Lodge No. 1728 and Mr. George Sullivan, Flag Day Committeeman who were present in the audience to present to the Council a United States Flag. Mr. Sullivan made the presentation and invited the Council to be present at a flag ceremony June 14, 1971, 5:00 p.m. , at McGarvey Park. Mr. Langton invited the Council to the Elks Jamboree Ball on June 5th, 7:00 p.m, at Carl Purdy Hall. Mayor pro tem Buxton accepted the flag on behalf of the Council and expressed his thanks. Councilman Simpson led the pledge of allegiance to the flag. On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unanimously carried that future Council meetings begin with the pledge of allegiance to the flag. Mayor pro tem explained the meaning of the pledge and what it depicts. APPROVAL OF MINUTES On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unanimously carried the minutes of the meeting of May 26, 1971, be approved as submitted by the Clerk. SPECIAL WARRANTS On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unapimously carried Special Warrants #3882 to #3888 inclusive in the total amount of $3,171.36 bea approved and ordered paid. Prior to the question, Councilman Scotto asked for explanation of the warrant to the Northern California Power Agency in the amount of $2,058.00. The City Manager explained said amount represents the City's share of the cost for load flow studies. Said amount was determined to be the City's share two years ago when former Council- man Bruce Crook was the Council' s representative to the Agency. Mr. Crook was of the opinion that the proposal was a good one but that payment should be made at the time said study began. This time has come and the amount is now due and payable. PUBLIC HEARING - WEED AND RUBBISH ABATEMENT PROGRAM Public Hearing was declared open at 8: 14 p.m. on the abatement of weeds, rubbish, refuse and dirt from private property. The City Attorney pointed out that some properties had been cleaned and to allow time to withdraw these properties from the list, recommended the hearing be continued to the meeting of June 9, 1971. There were no persons present in the audience requesting to be heard on the matter of weed abatement. Council determined the public hearing on weed, rubbish, refuse and dirt from private property be continued to the meeting of June 9, 1971. CITY ATTORNEY REPORTS RE CODE REVISION The City Attorney reported revision of the Ukiah City Code has begun and by the first of the year said revision should be complete. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 22 1971 - PAGE 2 AWARD OF BID FOR ASPHALT CONCRETE SURFACING ON CITY STREETS (PARNUM PAVING) The City Manager reported the only bid received for asphalt concrete surfacings on Gibson Street, Park Place, Park Court, Leslie, Magnolia, Helen and South School was from Parnum Paving, Inc. in the total amount of $21,515 and recom- mended the bid be awarded to said company. The engineer's estimate was $21,700. On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani- mously carried the bid from Parnum Paving, Inc. be accepted as recommended. i AWARD OF BID FOR TRANSFORMERS TO INDUSTRIAL ELECTRIC SERVICE CO. On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani- mously carried to award the bid for subject padmount transformers as recommended. AWARD OF BID FOR POLES, FIXTURES, & DIRECT BURIAL CABLE TO MAYDWELL & HARTZELL, CONSOLIDATED ELECTRIC DISTRIBUTORS, & NATIONAL ELECTRIC SUPPLY COMPANY The City Manager reviewed the tabulation of bids received for subject materials and recommended the bids be awarded as circled on the following tabulation: Westinghouse Maydwell & Consoli- Industrial National Hartzell, dated Electric 11 Fixt. & Receptables 89.20 ea. On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unanimously carried to award the bid for poles, fixtures, and direct burial cable as recommended REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR PETROLEUM PRODUCTS On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unanimously carried the Clerk be authorized to call for bids for petroleum products require- ments through June, 1972, with the change in oil specifications as recommended, bids to be received prior to 2:00 p.m. June 22, 1971. REPORT OF NCPA MEETING City Manager reported the following points discussed at the Northern California Power Agency meeting he attended in Healdsburg May 27, 1971: 1) The load flow study which will be done by the Department of Interior, Bureau of Reclamation and by a private engineering firm will require approximately 10 weeks to complete. Said study will determine if the capacity of the lines is capable of transmitting the additional load. 2) Negotiations with Signal Oil Company appears to be the most beneficial for purchase of steam. The option may be signed prior to the 19 week period estimated to complete said study. 3) The City could realize a $200,000 yearly benefit on a continuing basis from reduction in cost of wholesale power. 4) Twelve cities in southern California involved in power generation or distri- bution have expressed their interest in joing NCPA to gain additional mutual benefits. NCPA meetings will continue on a regular monthly basis and the Council will be kept informed. INVITATION TO ELKS JAMBOREE BALL City Manager read a letter from Jim Langton, Exalted Ruler, Elks Lodge inviting the Councilmen to their first annual Jamboree Ball at Carl Purdy Hall, 7:00 p.m. June 5th. The unveiling of the architect's plans for the new lodge builidng will take place this time time. INVITATION TO THIRD CONGRESS FOR COMMUNITY PROGRESS City Manager read a letter from Merle P. Orchard inviting the Council to attend and participate in the Third Congress for Community Progress, June 5th at the High School. PRESENTATION OF 1971-72 PRELIMINARY BUDGET City Manager distributed the 1971-72 Preliminary Budget to the Council, read the Budget Message and briefly summarized the analysis of the budget which is essential for maintaining the present level of service. The net amount of said budget is $3,497,210, with a deficit shown in the amount of $5542100 because of previously budgeted projects using reserve funds. In the explanation of the General Fund which shows $2002000 cash balance, City Manager reported this is the amount required to operate the general fund from July to the end of January which is the time of low revenue. City Manager noted the budget shows salaries on the current level. The position classification study will be discussed with the G-K repre- sentative tomorrow after which meet and confer sessions will begin with the union representatives to establish their position within the time set to adopt the budget.
