JULY 142 1971
The City Council of the City of Ukiah convened in regular session at 8:04 p.m.
with Councilman Scotto, Simpson, Pearson, aid Mayor pro tempore Buxton present.
Mayor Norgard was absent.
PLEDGE OF ALLEGIANCE
Councilman Scotto led in the pledge of allegiance.
APPROVAL OF MINUTES
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani-
mously carried the minutes of the meeting of July 7, 1971, be approved as sub-
mitted by the Clerk.
SPECIAL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Pearson, it was unani-
mously carried Special Warrants #4031 to #4037 inclusive in the amount of
$20,957.57 be approved and ordered paid.
RESOLUTION NO. 72-3 GRANTING
VARIANCE TO CHARLES MAGOWAN
(WASHINGTON SQUARE)
The City Attorney reported the resolution granting subject variance has been
prepared as directed. Council action at the July 7th meeting was read recom-
mending approval as recommended by the Planning Commission.
RESOLUTION NO. 72-4 APPOINTING
MEMBER TO PLANNING COMMISSION
(AL NORRIS)
On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani-
mously carried Resolution No. 72-4 be adopted and the Mayor and Clerk be author-
ized to sign same, "Resolution Of the City Council Of The City of Ukiah Appointing
A Member To the Planning Commission".
REPORT ON 1971-72 BUDGET AS RELATED
TO SALARIES & SALARY RELATED COSTS
The Griffenhagen-Kroeger, Inc. report setting forth the position classification
and pay plan for City employees was distributed to the Council for their review
and study. City Manager reported conversation this date with union representa-
tives resulted in possible agreement on the one point of difference of opinion.
This information will be channeled through the employee representatives by the
union representative prior to it being finalized. Meet and confer session with
union representatives should be completed at this point. A memorandum has been
released from the City Manager to each employee advising of his privilege of
being heard individually if he so desires. After meeting with department heads,
the report regarding salary recommendations will be prepared for Council considera-
tion. Said report should be completed in two to three weeks.
PROPOSED REVISION OF BOUNDARIES
OF SUPERVISORIAL DISTRICTS
City Manager reviewed a map of the City and outlying areas showing one of the
proposals being considered by the Board of Supervisors in the current revision
of boundaries of supervisorial districts. Said proposal divides the City
generally north and south and would result in City representation, in part, by '�
two Supervisors instead of one. City Manager reported said proposal presents
an equitable distribution of population and would accomplish the results the
City attempted to gain five years ago at the time of redistricting. It was
recommended Council consider advising the Board of Supervisors of their thinking
on the matter.
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was unani-
mously carried to instruct the City Manager to request the Board of Supervisors
to consider the proposal for revision of supervisorial district as explained
by the City Manager.

REDWOOD EMPIRE LEAGUE MEETING
The Council was reminded of subject meeting in Eureka on July 24th and the
City Manager took additional reservations of those planning to attend.
INFORMATION DISTRIBUTED BY POLICE DEPARTMENT
City Manager reported the Police Department has circulated material to local
merchants setting forth workable suggestions to reduce burglaries, robberies,
and shoplighting. An offer to provide a security check, upon request, is part
of the program.
NORTHERN CALIFORNIA POWER AGENCY
City Manager read a clipping from a current issue of the Press Democrat stating
the California Supreme Court annulled a decision of the State Public Utilities
Commission regarding geothermal power. City Manager indicated this action will
strengthen the position of the NCPA.
COUNCILMAN SIMPSON
Ona motion by Councilman Simpson, seconded by Councilman Pearson, it was unani-
mously carried to accept the salvage vehicle presented to the City this date from
the Volunteer Fire Department and directed the City Manager to forward a letter
of commendation to the group expressing thanks and appreciation and notifying
them an appropriate plaque will be placed on the unit.
MAYOR PRO TEM BUXTON
Mayor pro tem Buxton proposed consideration of two Council meetings per month and
indicated special meetings could be scheduled for items where time is a critical
factor.
Mayor pro tem Buxton extended a welcome to the people in the audience and expressed
appreciation of their interest in attending the meeting.
ADJOURNMENT
There being no further regular business, the meeting was adjourned to a closed
personnel session at 9:06 p.m.
