MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH

The City Council of the City of Ukiah convened in regular session at 8:04 p.m.
with Councilmen Simpson, Pearson, and Mayor Norgard present. Councilmen Scotto
and Buxton were absent.
PLEDGE OF ALLEGIANCE
Councilman Simpson led in the pledge of allegiance.
APPROVAL OF MINUTES
On a motion by Councilman Simpson, seconded by Councilman Pears n, it was unani-
mously carried the minutes of the meeting of July 21, 1971, be approved as
submitted by the Clerk.
SPECIAL WARRANTS
On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unani-
mously carried Special Warrants #4223 to #4227 inclusive in the amount of
$19,309.07 be approved and ordered paid.
ORDINANCE NO. 616 CHANGING NUMBER
OF TIMES COUNCIL MEETS
The City Attorney read subject ordinance for introduction which changes the times
of Council meetings to the first and third Wednesdays of every month. Councilman
Simpson introduced the ordinance.
LEGISLATIVE REPORT
The City Attorney reviewed current legislation as it effects cities:
1) Ecology - Water pollution control restrictions have been tightened.
More stringent rules regarding contaminents from automobiles to
provide cleaner air. -
Open space and shore line control.
Solid waste treatment and the handling of garbage - attempts to make
its collection mandatory.
2) Retirement benefits increased - State retirement system formula changed
for miscellaneous employees from 1/60 per year of ending salary to
1/50th. Vast difference between retirement bill for miscellaneous vs.
safety employees.
3) Reduction of voting age - lowering age for other things.
4) Subdivision Map Act - deals with recordation of same, Consolidation of
code sections is helpful.
5) Planned community development.
RESOLUTION NO. 72-11 DECLARING WEEDS &
RUBBLE TO BE PUBLIC NUISANCE & ORDER-
ING ABATEMENT OF SAME (SUPPLEMENTAL
LIST OF PROPERTIES)
On a motion by Councilman Pearson, seconded by Councilman Simpson, it was
unanimously carried Resolution No. 72-11 be adopted and the Mayor and Clerk
be authorized to sign same, "Resolution Declaring Weeds and Rubble Upon Private
Property To Be Public Nuisance And Ordering Abatement Of Same".
REPORT RE FUTURE PROGRAM FOR
MENDOCINO STATE HOSPITAL
City Manager reported a group selected by the State Hospital administration and
state mental health officials met this date with representatives from governmental
agencies in the immediate area to discuss a future program for said hospital.
The combined suggestions for its proposed use resulted in a wide variety of
possible uses of the facility and personnel. An analysis of the proposals submitted
will be made. One proposal which appears to have merit is use of the facility
as a treatment center for the mentally retarded from the four county division of
Northern California. Such a proposal would have no detrimental effect to the city,

hospital or the employees. Dr. Waldo Cook, Hospital Superintendent, asked that
subject matter be brought to the Council for consideration in the form of a
resolution since, in his opinion, political contact regarding this subject
is more effective by resolution than from the administration level.
RESOLUTION NO. 72-12 RE
STATE HOSPITAL
On a motion by Councilman Simpson, seconded by Councilman Pearson, it was
unanimously carried to authorize the preparation of Resolution No. 72-12 stating
its intent to encourage the use of hospital facilities for a mental retardation
program and authorize the Mayor and Clerk to sign same.
This action was taken on the basis that statistical information furnished by
the hospital indicated that the patient potential of the service area for this
hospital would justify the expansion of the program.
COMMUNIQUE FROM SENATOR
CRANSTON RE REVENUE SHARING
City Manager read a July 19th communique from Senator Alan Cranston regarding
revenue sharing proposal now before Congress. Features expected to be included
in the bill were read and prospects seem bright that Congress will enact a
sound and sizable revenue sharing measure in time to assist in meeting
the financial problems of communities in the fiscal year beginning July 1,
1972.
PROPOSAL TO INCREASE TAXICAB RATES
City Manager reported the request to increase taxicab rates within the City
will be considered at the next meeting. The operator' s current proposal sets
forth a radical change in rate which will require additional discussion with
the operator in order to make necessary adjustments.
BID OPENING BY STATE DIVISION OF HIGHWAYS
(MASTER CONTROLLER FOR SIGNAL SYSTEM ON STATE ST.)
Subject bid amounted to $63,000 which was $14,000 under the next higher bid.
It appears now that it will be October before any construction work can start and
possibly a delay until next spring due to a large amount of trenching
and paving necessary to complete the work.
SMOKE TEST SEWER LINES
City Manager reported non toxic smoke tests in sewer lines are being conducted
in areas selected at random throughout the City. The purpose is to locate and
eliminate illegal sewer connections.
NEW BADGES & EMBLEMS FOR FIRE DEPARTMENT
On a motion by Councilman Pearson, seconded by Councilman Simpson, it was unani-
mously carried to purchase new badges and cap emblems for the Fire Department.
MAYOR NO RGA RD
Mayor Norgard stated there soon will be much activity on Brush Street and
requested that the hedge at the corner of Brush and State be trimmed to allow
proper vision from vehicles entering State Street. Councilman Pearson reported
a similar problem exists on the southeast corner of Oak anu Gibson. The City
Attorney will take care of the problem in the absence of the City Engineer who
was attending a NCPA meeting this date.
COUNCILMAN SIMPSON
Councilman Simpson asked the status of the library project. City Manager
stated we have received the first billing for progress payment and that

next month we will be eligible for the first increment of grant money.
ADJOURNMENT
There being no further regular business, Mayor Norgard declared the meeting
adjourned at 9:03 p.m.
