AUGUST 25, 1971
The City Council of the City of Ukiah convened in regular session at 8:07 p.m.
with Councilmen Scotto, Simpson, Pearson, and Mayor Norgard present. Councilman
Buxton was absent.
PLEDGE OF ALLEGIANCE
Councilman Pearson led in the pledge of allegiance.
APPROVAL OF MINUTES
On a motion by Councilman Simpson, seconded by Councilman Scotto, it was unani-
mously carried the minutes of the meeting of August 18, 1971, be approved as
submitted by the Clerk.
SPECIAL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Simpson, i t was
unanimously carried Special Warrants #4349 in the amount of $200.00 be approved
and order paid.
PAYROLL WARRANTS
On a motion by Councilman Scotto, seconded by Councilman Pearson, it was unani-
mously carried Payroll Warrants #1312 and #1271 to #1414 inclusive for the
period of August lst to August 15, 1971, inclusive, be approved in the total
amount of $49,182.09.
RESOLUTION NO. 72-16 APPOINTING
MEMBER TO RECREATION AND PARKS
COMMISSION (MICHAELA HOWARD)
On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unani-
mously carried Resolution No. 72-16 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Appointing Member To Recreation and
Parks Commission".
ISSUANCE OF CARNIVAL BUSINESS
LICENSE APPROVED (BUTLER AMUSE-
MENT SHOWS)
City Manager reported the Butler Amusement Shows has requested a business
license to operate a carnival at the 12th District Fairgrounds August 26-29,
1971. Police investigation at the last four locations of operation resulted
in satisfactory reports. The City Manager recommended issuance of said
business license.
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was
unanimously carried to approve the issuance of a business license to Butler
Amusement Shows as recommended.
PUBLIC HEARING DATE SET - ZONE
CHANGE (E. PERKINS TO E. GOBBI
& FROM NWPRR TO ORCHARD AVENUE)
City Manager pro tem read Planning Commission report of findings and recommenda-
tions dated July 20, 1971, recommending amendment to the zoning ordinance for
changing zones in the area bounded by East Perkins Street, Orchard Avenue,
East Gobbi Street and the Northwestern Pacific Railroad excepting the major
portion of Orchard Village Subdivision. It was recommended the transmittal
from the Planning Commission be accepted and the public hearing for subject
matter be set for October 6, 1971.
On a motion by Councilman Simpson, seconded by Councilman Pearson it was unani-
mously carried to set October 6, 19712 8:00 p.m. for public hearing of subject
matter as recommended.
The Council will be provided with maps of the area for review prior to said
public hearing.

RECOMMENDATIONS FOR SALARY & FRINGE BENEFITS
City Manager reported interviews with individual employees have been completed.
A memorandum dated August 25, 1971, setting forth recommendations for salaries
and fringe benefit adjustments for all city employees was distributed to the
Council. It was suggested the Council review said memorandum, the Memorandum
of Agreement between the Union and the City dated July 19, 1971, and the
Griffenhagen-Kroeger report, both of which had previously been distributed
to the Council. There is no specific report on the President's freeze of
salaries and how it effects the City at this time except that salary adjust-
ments cannot be made until said "freeze" is lifted. It was pointed out that
the proposed salary adjustments amount to approximately $70,750, including
$20,000 for the position classification program for correction of inequities
that have occurred over a long period of time since the last study was made
in 1956, and $50,750 for a 5% cost of living increase for all classified
employees based on said Memorandum of Agreement. Council will review the
information and the matter will be brought to the Council for further con-
sideration at the next meeting .
RECOMMENDED ADJUSTMENTS TO 1971-72 PRELIMINARY BUDGET
City Manager distributed to the Council a memorandum dated August 25, 1971,
which included a list of recommended adjustments to the Preliminary Budget
for 1971-72. Said recommendations result in the elimination of the operating
deficit in the General, Water, and Electric funds in the respective amounts of
$64,470, $32,720, and $45,000. This results in the elimination of the operating
deficit in the preliminary budget and a surplus in the operating funds. This
adjustment permits setting the tax rate in the same amount as last year. City
Manager recommended the Council consider adoption of the budget with changes
as recommended and adoption of the tax rate in the same amount as last year.
RESOLUTION NO. 72-18 ADOPTING
1971-72 BUDGET
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was
unanimously carried Resolution No. 72-18 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah
Adopting 1971-72 Budget For The City Of Ukiah".
RESOLUTION NO. 72-17 DETERMINING
TAX RATES FOR FISCAL YEAR 1971-72
On a motion by Councilman Scotto, seconded by Councilman Simpson, it was
unanimously carried Resolution No. 72-17 be adopted and the Mayor and Clerk be
authorized to sign same, "Retolution Of The City Council Of The City Of Ukiah
Determining Amount Of Revenue Necessary From Property Taxes and Fixing Tax
Rates For Fiscal Year 1971-72".
ANNUAL EMPLOYEES BARBEQUE
City Manager reported the annual employees barbeque will be held at the Municipal
Park, 5:00 p.m. , September 14, 1971 for all City employees and their families
and commission members and their families. The Council will do the customary
"carving".
NCPA MEETING IN REDDING
City Manager reported he will be in Redding August 30, 1971, attending the regular
meeting of the Northern California Power Agency at which time some work
program will be established on engineering work to determine capacity of
transmission lines for the agency's future. A detailed report of the meeting
will be made at a later date.
COUNCILMAN SCOTTO
Councilman Scotto requested the status of current legislation pertaining to
Planning Commissions. The City Attorney briefly reviewed said legislation and
stated it is in committee and that repoets will not be coming in until after the

legislation is in session. Councilman Scotto will be advised of information
in this regard as soon as it is available.
MAYOR NO RGARD
Mayor Norgard reviewed the status of the F.A.A. building. The opening of
bids is set for September 14th.
ADJOURNMENT
There being no further regular business, Mayor Norgard declared the meeting
adjourned at 8:58 p.m.
