HomeMy WebLinkAboutMin 09-08-71 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH SEPTEMBER 8, 1971 The City Council of the City of Ukiah convened in special session at 1:35 p.m. with Councilmen Buxton, Simpson, and Mayor Norgard present. Councilman Scotto and Pearson were absent. SPECIAL WARRANTS On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unanimously carried Special Warrants #4350 to #4371 inclusive in the amount of $44,670.01 be approved and ordered paid. COUNCILMAN PEARSON ARRIVED AT THIS POINT - 1:36 P.M. PAYROLL WARRANTS On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unanimously carried Payroll Warrants #L1415 to #L1553 inclusive for the period of August 16, 1971 to August 31, 1971, inclusive, be approved in the total amount of $50,505.35. AWARD OF BID FOR A.C. SURFACINGS ON CITY STREETS TO PARNUM PAVING, INC. City Manager reported only one bid was received for asphalt concrete sur- facings on Highland Drive and Highland Court, North Oak, Ford, Redwood Avenue, North Bush, Airport Parking Lot at Administration Building, and plane- port site at the Airport. The single bid received from Parnum Paving, Inc. was reviewed as follows and it was recommended the Alternate B portion of the bid be awarded. Parnum Paving, Inc. Total bid price for Alternate A - $20,276.25 Total bid price for Alternate B - $28,626.25. i On a motion by Councilman Simpson, seconded by Councilman Buxton, it was unanimously carried to award the bid for asphalt concrete surfacing on city streets to Parnum Paving, Inc. in the amount of $28,626.25 as recommended. AWARD OF BID FOR FLOODLIGHTS AT SOFTBALL DIAMOND AT HIGH SCHOOL TO GRAYBAR ELECTRIC The City Manager reviewed the following tabulation of bids received for subject matter: Graybar Elec. On a motion by Councilman Buxton, seconded by Councilman Pearson, it was unani mously carried to award the bid for subject floodlights to Graybar Electric, San Francisco, as recommended. x: MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH SEPTEMBER 8, 1971 - PAGE 2 EMERGENCY EMPLOYMENT ACT City Manager reported attending a meeting with County officials, school district officials, and representatives from other incorporated cities in the county regarding participation in subject program. Said program would allocate four positions to the city to train personnel for jobs to develop into full time positions. Ninety per cent of the cost for such training would be funded by the federal government. City participation would commit the city to fulfill many requirements for each position created through the program. It appears there is no legal way the City can participate in said program inasmuch as said participation would be in direct violation to the Civil Service ordinance which can be revised only by a vote of the people. ANNUAL BARBEQUE City Manager reported the annual employee barbeque which this year will in- clude all commission members and their families will be held at the Municipal Park Tuesday, September 14th. Serving by the Coumcilmen will begin at 6:30 p.m. LIBRARY BUILDING REPORT City Manager reported the monthly inspection of the construction of the library building resulted in the report of a violation in the wage law. Said violation was rectified immediately. CELEBRATION FOR FORMER COUNCILMAN HARRY HILTS City Manager reported an invitation has been received for Councilmen to attend -,. ._ a party for former Councilman Harry Hilts who will be celebrating his 90th birthday September 19th, at the Methodist Church in Upper Lake. ADJOURNMENT Mayor Norgard declared the meeting adjourned at 1:54 p.m. after which the Council reconvened in closed session. J 4 Mayor ATTEST: City Clerk
