DECEMBER 1 1971
The City Council of the City of Ukiah convened in regular session at 8:01 p.m.
with Councilmen Scotto, Buxton, Simpson, Pearson, and Mayor Norgard present.
PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Councilman Simpson.
INVOCATION AT FUTURE COUNCIL MEETINGS
The Reverend Elmer Schmitt, representing the Ministerial Association was
present in the audience and expressed his appreciation to the Council for
requesting their participation in the Christmas tree lighting ceremony on
Seminary Lane on this date. On behalf of all churches of Ukiah, Reverenc Mr.
Schmitt stated the Association would like to provide for an invocation
at each Council meeting and to offer the additional service of chaplaincy
for the police and fire departments. Details of the program, which will begin in
in January, will be discussed with a member of the Council prior to in-
stitution of said program. Mayor Norgard expressed his appreciation to
Reverend Mr. Schmitt on behalf of the City.
APPROVAL OF MINUTES
On a motion by Councilman Pearson, seconded by Councilman Simpson, it was
unanimously carried the minutes of the regular meeting of November 17, 19711
be approved as. submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Pearson, seconded by Councilman Scotto, it was
unanimously carried Payroll Warrants #1556 to #1674 inclusive for the period of
November 1, 1971, to November 15, 1971, inclusive, be approved in the total
amount of $46,335.64.
SPECIAL WARRANTS
On a motion by Councilman Pearson, seconded by Councilman Buxton, it was unani-
mously carried Special Warrants $4814 to #4838 inclusive in the amount of
$9477.42 be approved and ordered paid.
RESOLUTION NO. 72-25 COMMENDING
THOSE INVOLVED IN ORGANIZED FOOTBALL
IN THE COMMUNITY
On a motion by Councilman Buxton, seconded by Councilman Simpson, it was
unanimously carried Resolution No. 72-25 be adopted and the Mayor and Clerk be
authorized to sign same, "Resolution Of The City Council Of The City Of
Ukiah Commending Those Involved In Organized Football In The Community".
ORDINANCE NO. 619 ADOPTED REZONING
PROPERTY LOCATED AT BEACON LANE &
SOUTH DORA ST. (ZONE CHANGE APPL. NO. 72-2)
On a motion by Ccuncilman Scotto, seconded by Councilman Buxton, it was carried
by the following roll call vote Ordinance No. 619 be adopted and the Mayor
and Clerk be authorized to sign same, "Amending Chapter 2, Of Division 9 Of
The Ukiah City Code By Rezoning Real Property Located At The Northeast - -
Corner Of Beacon Lane And South Dora Streets In The City Of Ukiah, R-1 to
R-3. (Zone Change Application File No. 72-2)".
AYES: Councilmen Scotto, Buxton, Simpson, Pearson, and Mayor Norgard.
NOES: None
ABSENT: None
CLAIM FOR DAMAGES DENIED
(CITY OF HEALDSBURG)
The City Attorney reviewed a claim for damages from the City of Healdsburg
resulting from an incident involving a city vehicle rolling into a City of
Healdsburg vehicle while parked on the city parking lot. The City is insured
against such incidents and it was recommended the claim be denied to be sub-
mitted to the insurance carrier.

On a motion by Councilman Scotto, seconded by Councilman Simpson, it- was
unanimously carried to deny the claim for damages from the City of Healdsburg
as recommended.
PROPOSED PG&E NUCLEAR
POWER PLANT-POINT ARENA
The City Attorney reported there is substantial tax impact upon Mendocino
County and the residents of the City of Ukiah because of the existence of Type I
and Type II agricultural preserves. It was reported that 32.5% of the total
acreage of Mendocino County is located in agricultural preserves. It is the
opinion of Mendocino County Assessor's office as contained in correspondence
received by the City Attorney from said office "that had there been no restrictive
conditions in Mendocino County in 1971-72 the tax roll for land only would
have been $20,028.560 in assessed value more than it is now". Removal of
this amount of assessed value from the taxable base within the County means
that those land owners who are ineligible to apply for and be granted
agricultural preserve status are bearing an increased load with respect to
county taxes. The significance of the proposed Pacific Gas and Electric
Nuclear Power Plant located in the Point Arena area as it would effect the
tax base of Mendocino County becomes apparent when the agricultural preserve
figures are looked at. An in depth study will be made as to the effect
the agricultural g preserve will have on the citizens of this community.
ACCEPTANCE OF IMPROVEMENTS - OAK
MANOR SUBDIVISION UNIT NO. 2B
City Manager read a memorandum from the City Engineer dated November 16, 1971,
regarding subject subdivision. In March 1971 Council authorized the filing
of the final map on the condition the subdivider enter into an agreement
with the city for construction of subdivision improvements and posting of
securities. The developer however proceeded to construct the improvements and
not file the map until improvements were completed. All work meets the
requirements of the city and is in conformance with approved plans and speci-
fications. It was recommended the Council consider acceptance of the improve-
ments in subject subdivision and authorize the Mayor and Clerk to execute
the final map upon receipt of a guarantee security to be held for one year
from date of acceptance.
On a motion by Councilman Simpson, seconded by Councilman Buxton it was
unanimously carried to accept the improvements in Oak Manor Subdivision
Unit No. 2B as recommended and authorize the Mayor and Clerk to sign same.
PUBLIC AUCTION OF SURPLUS
CITY VEHICLES AND EQUIPMENT
City Manager reviewed the results of subject auction. The total, in excess
of $5100, was 50% to 75% more than anticipated.
PROPOSED ADDITIONAL DOWNTOWN PARKING
City Manager requested Council consideration of possible course of action to
take since the purchase of the Bromley property for parking purposes. The
matter has been discussed with some of the downtown merchants to obtain their
preference for the procedure to obtain additional parking. Their preference
is to develop additional parking on the Bromley property with a second level
of parking over the entire City-owned lot which will result in a gain of 125
spaces. The least desirable alternative to obtain additional parking would
be the change of parking on School Street to parallel. There was no objection to
the proposal to reduce a minimum number of diagonal parking spaces for
beautification purposes. The Pacific Telephone and Telegraph Company has been
contacted for their opinion on the matter since they have 30% of the total assessed
valuation in said district. Their formal determination has not been received and
specific questions asked by them are being answered. City Manager recommended:
1) The Council include parking fines in the parking district debt service funds
since a great majority of the fines levied are for violations within the
parking district.
2) Continue to obtain opinions from the merchants
3) Obtain more factual information regarding construction costs of the proposed
second level parking for the development of a feasibility report with all

costs and effects on tax rate projected with current and accurate information.
The recommendation was approved and the City Manager was instructed to proceed.
DISCUSSION OF PROGRESS IN
CAPITAL IMPROVEMENT PROGRAM
City Manager reported each commission has thoroughly considered subject program
as it pertains to their commission and has devised a basic coordinated plan
whichshould be completed shortly after the first of the year for Planning
Commission consideration and recommendation. City Manager reported the
requested information regarding City Hall project has been obtained for
Council review and suggested the project be included in the recommendation
to the Planning Commission as part of the total capital improvement
program.
REPORT OF PURCHASE OF ENGINE PERFORMANCE ANALYZER
City Manager reported subject purchase has been made as authorized by the
Council when all bids received were rejected. The purchase was in the amount
of $2362.08, Sun Electric Company, Cotati.
MENDOCINO COUNTY CHAMBER OF COMMERCE
City Manager reported the Council has been invited to subject meeting at
Noyo Inn, December 4, 1971.
ORR STREET BRIDGE
City Manager reported the County has completed the construction of subject
bridge. It is a well built one-way bridge which can be widened at a future
date. _---
BEACON LANE
City Manager reported the County has graded and paved subject street with
AC pavement from Dora Street, east.
FEDERAL AID PROGRAMS
City Manager reported a complete catalogue of federal aid programs was re-
ceived last year. A 100% revision of the programs was received this week
which consists of 800 pages setting forth 1069 grant programs involving 62
independent federal agencies.
ADVANCED CERTIFICATE IN FIRE
SERVICE TRAINING-FIRE CHIEF DONOHUE
City Manager reported subject award is the first certificate to be awarded
in recognition of Fire Department personnel. The Fire Chief' s certificate
was issued on his possession of the A.A. degree in AlUnScience. The City
Manager reported another Fire Department employee,/Russell Shields, has
qualified for the Intermediate Certificate.
COUNCILMAN SCOTTO
Councilman Scotto asked the plans for repair of the parking lot at Giorno
Park. It is not scheduled for repair this year - only to patch holes.
Councilman Scotto asked that the Traffic Committee consider establishment
of bike lanes in the vicinity of Pomolita School.
COUNCILMAN BUXTON
Councilman Buxton suggested Councilman Simpson be the Council representative
to the Mendocino County Chamber of Commerce. Council concurred.
Councilman Buxton commended the Police Department for the absence of
loitering on Seminary Avenue.

COUNCILMAN SIMPSON
Councilman Simpson reported while he was in the southern part of the state
recently he noted the lettering on a library just completed. It was simple,
effective, and tastefully done.
MAYOR NO RGARD
Mayor Norgard referred to City participation in the scoreboard at Giorno
Stadium stating the Council was wise in its decision in this regard.
FINANCIAL REPORT
City Manager reported subject report which was distributed to the Council gives
an up to date comparison of budget accounts with expenditures. The entire
budget is in good condition with only minor problems.
ADJOURNMENT
There being no further regular business, Mayor Norgard declared the meeting
adjourned at 9: 16 p.m.
