HomeMy WebLinkAboutmin 06-07-72 A MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 72 1972 The City Council convened in regular session in the Council Chambers at 8:00 p.m; with Councilmen Weinkauf, Norgard, Simpson, Pearson and Mayor Buxton present. City Manager was absent, and A. S. Kruth acted as City Manager pro tem. PLEDGE OF ALLEGIANCE Councilman Weinkauf led in the Pledge of Allegiance. APPROVAL OF MINUTES Upon a motion by Councilman Norgard, seconded by Councilman Pearson, it was unani- mously carried the minutes of the meetings of May 3, 1972 and May 22, 1972 be approved as submitted by the Clerk. PAYROLL WARRANTS Upon a motion by Councilman Simpson, seconded by Councilman Pearson, it was unani- mously carried Payroll Warrants #830 thru #967 inclusive for the period of May 1st thru May 15, 1972, be approved in the total amount of $51,865.56. SPECIAL WARRANTS On a motion by Councilman Norgard, seconded by Councilman Weinkauf, it was unanimously carried Special Warrants #5853 thru #5878 inclusive in the total amount of $45,871. 18 be approved and ordered paid. CHAMBER OF COMMERCE - CLEAN-UP WEEK Mr. Frank Wolfe was present to express the appreciation of the Chamber to the City employees, news media and the citizenry for the excellent cooperation received in the Cleanup Week sponsored by the Chamber of Commerce. Mr. Wolfe suggested consideration of making this an annual project and possibly a leaf pick-up campaign in the Fall. ORDINANCE NO. 623 ADOPTED SPECIFIC VEHICLE CODE PROVISIONS APPLICABLE TO YOKAYO SHOPPING CENTER Upon a motion of Councilman Norgard, seconded by Councilman Weinkauf, it was unani- mously carried Ordinance No. 623 be adopted and the Mayor and Clerk be authorized to sign same, "Ordinance Of The City of Ukiah Adding Article 4 to Chapter 3 of Division 8, Establishing Certain Private Parking Areas as Being Subject to Specific Provisions of the Vehicle Code of the State of California". RESOLUTION NO. 72-37 APPROVING ANNEXATION OF AIRPORT PARCELS DESIGNATED "ANNEXATION NO. 72-3" Upon a motion by Councilman Simpson, seconded by Councilman Pearson, it was unanimously carried Resolution No. 72-37 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Approving the Annexation to the City of Ukiah of Certain Uninhabited Territory Designated "Annexation No. 72-3" (Airport Parcels) . RESOLUTION NO. 72-38 WITHDRAWING TERRITORY OF ANNEXATION NO. 72-3 FROM UVFPD Upon a motion by Councilman Pearson, seconded by Councilman Simpson, it was unanimously carried Resolution No. 72-38 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Withdrawing Territory of Annexation No. 72-3 from The Ukiah Valley Fire Protection District". MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 73, 1972 - PAGE 2 R-PNHxgxn :LtHHxmfxeoxHxz:imgHxatmpxo€* AGREEMENT OF ASSIGNMENT FOR OPERATION OF SANITARY LANDFILL Upon a motion by Councilman Simpson, seconded by Councilman Weinkauf, it was unanimously carried to accept formalization of Agreement of Assignment for operation of sanitary landfill and related agreement of that portion of the ci contract which results in the City of Ukiah, as assignee, becoming the sole operator of the sanitary landfill operation as well as the billing and collecting' agency for residential garbage accounts. APPROVAL OF EIGHTH AMENDMENT TO UKIAH VALLEY FIRE PROTECTION DISTRICT AGREEMENT On a motion by Councilman Norgard, seconded by Councilman Pearson, it was unanimously carried the Eighth Amendment to the Ukiah Valley Fire Protection District-City of Ukiah Agreement be approved and the Mayor and Clerk be authorized to sign same. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR PETROLEUM PRODUCTS On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unanimously carried the Clerk be authorized to call for bids for petroleum products requirements through June, 1973. Bids to be received prior to 2:00 p.m. June 20, 1972. REQUEST FOR CITY WATER SERVICE PROPERTY OUTSIDE CITY LIMITS Letter from Mr. Vern Parducci was read by City Manager pro tem requesting city water service to property outside city limits. Request was discussed by Council and On a Motion of Councilman Norgard, seconded by Councilman Pearson, it was unanimously carried that city water service be granted to Mr. Vern Parducci as requested subject to the following conditions: 1. That the entire cost be borne by the property owner. 2. Until such time the property be annexed to the City, out of city water rates apply. 3. Property owner would agree to annex when the property is contiguous to the City. UKIAH ROTARY CLUB FLY-IN UKIAH AI RPO RT - JULY 16, 1972 On a motion of Councilman Pearson, seconded by Councilman Weinkauf, it was unanimously carried that the request of the Ukiah Rotary Club for a Fly-In at the Ukiah Municipal Airport on July 16, 1972 be granted. RESOLUTION NO. 72-39 DECLARING WEEDS & RUBBLE UPON PRIVATE PROPERTY TO BE PUBLIC NUISANCE & ORDERING ABATEMENT Director of Public Works presented a supplemental weed abatement list of an additional 17 property owners. �M- On a motion by Councilman Pearson, seconded by Councilman Simpson, it was unanimously carried Resolution No. 72039 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Declaring Weeds and Rubble Upon Private Property to be Public Nuisance and Ordering Abatement of Same". Wednesday, July 19, 1972 at 8:00 p.m. is fixed as the time and place for hearing any property owners having any objection to the proposed removal of weeds, rubbish, refuse and dirt. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JUNE 71 1972 - PAGE 3 NUCLEAR POWER PLANT - POINT ARENA A letter from Congressman Don H. Clausen, dated May 31, 1972, was read in which he reaffirmed his support of the contruction of a Nuclear Power Plant at Point Arena and thanking the City for its expression of support for the project. NEIGHBORHOOD YOUTH CORPS PROJECT City Manager pro tem repoeted that City may participate in the National Youth Corps Job Program. A letter from Catherine T. Golden, NYC Coordinator, was introduced in which she briefly outlined the program which stresses vocational exposure and on-the-job training. The federally funded work project aids dis- advantaged youth who are still attending some form of High School Curriculum. There would be no costs to the city in the program. FESTIVAL PARADE Council extended compliments to the parade officials and participants for a very colorful and enjoyable Festival parade held on June 3, 1972. EXPIRATION OF TERMS OF COMMISSION MEMBERS City Manager pro tem distributed a list of vacancies occurring on various commissions in the near future to Council members for their consideration and recommendations. COUNCILMAN WEINKAUF Councilman Weinkauf inquired as to what negotiations the City is making with the County regarding the Sanitary Disposal Area. A meeting was held May 30, 1972, and another meeting is scheduled for the 20th of June at which time a joint committee proposal should be formulated. COU NCILMAN NORGARD Councilman Norgard inquired into what the current figures are county wide for acreage and assessed value in agricultural preserves under the Williamson Act. It was also further inquired as to what has been formulated with regard to establishing the impact agricultural preserves have on land which is not eligible for preserve status. The City Attorney stated that he would secure current figures and attempt to formulate a statement of impact. COUNCILMAN SIMPSON Councilman Simpson stated that he had attended the Junior Chamber Awards night representing the City. He stated that the meeting was most interesting. Councilman Simpson inquired as to the status of Annexation No. 72-4, East Gobbi Street (Levaggi Lane) . City Manager pro tem reported that it is in the process of being prepared for presentation at the next Council meeting. Councilman Simpson, in commenting on the League of California Cities' New Mayors and Councilmen' s Institute held in San Diego, stated that the attendance was excellent and the speakers were interesting and informative. Council members, who attended, were pleased with the Institute's program and execution. COUNCILMAN PEARSON Councilman Pearson inquired regarding status of City' s Master Plan. City Manager pro tem stated the staff is working on proposed agreement to provide Traffic plan using State Highway Planning Funds. TOPICS study is in final draft stage and will be presented soon. Status of other segments of Master Plan was reported to Planning Commission recently and copies of that report by City Attorney will be forwarded to Council.
