JULY 5, 1972
The City Council convened in regular session in the Council Chambers at 8:00 p.m.
with Councilmen Weinkauf, Simpson, Pearson and Mayor Buxton present. Councilman
Norgard and City Manager Lyell C. Cash were absent. City Manater pro tempore
A. S. Kruth was present.
INVOCATION & PLEDGE OF ALLEGIANCE
The invocation was given by the Reverend Father Kish and Councilman Weinkauf
led in the pledgeof allegiance.
APPROVAL OF MINUTES
On a motion by Councilman Pearson, seconded by Councilman Simpson, it was unani-
mously carried the minutes of the meeting of June 21, 1972, be approved as
submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Simpson, seconded by Councilman Weinkauf, it was unani-
mously carried Payroll Warrants #1123 to #1268 inclusive for the period of June 1
through June 30, 1972 be approved in the total amount of $54,358.24
SPECIAL WARRANTS
On a motion by Councilman Pearson, seconded by Councilman Simpson, it was unani-
mously carried Special Warrants #6012 to #6029 inclusive in the total amount of
$282886.36 be approved and ordered paid.
WELCOME TO VISITORS
Mayor Buxton welcomed the visitors in the audience and expressed his thanks for
their interest in attending the meeting.
CLAIM FOR DAMAGES APPROVED

The City Attorney reviewed subject claim for damages in the amount of $25. Said
claim alleges damage occurred at the time a wire fell on her automobile when fire
department personnel was rewinding overhead wire, causing scratches and deep
rubber marks on the hood of the vehicle. A memorandum from the Fire Chief dated
June 22, 1972, substantiated statements set forth in said claim. The City Attorney
recommended payment of the claim.
On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unani-
mously carried to approve the claim for damages in the total amount of $25
filed by Mrs. Denise C. Frary, 175 Park Place.
PRESENTATION IN SUPPORT OF BUDGET REQUEST
UKIAH CHAMBER OF COMMERCE)
Mr. Bob Axt, representing the Ukiah Chamber of Commerce, was present in the
audience to present their proposed budget as set forth on pages 31-34 inclusive,
of the 1972-73 Preliminary Budget. The proposal requested city participation to
the extent of $25,200. Council took no action. The request will be considered
as budget hearings proceed.
R NOTICE OF COMPLETION
(BAY AREA CONSTRUCTION
A memorandum dated July 5, 1972, from the Director of Public Works stated all
work for the construction of the Highland Avenue storm drain has been completed
according to plans and specifications and recommended its acceptance.
On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unani-
mously carried to accept the work of Bay Area Construction, Santa Rosa, as complete
and direct the City Clerk to file the necessary Notice of Completion.

GRANT OF EASEMENT TO PG&E
DISPOSAL SITE PROPERTY
City Manager pro tem reported the need to move a power pole and relocate a power
line belonging to Pacific Gas & Electric Company because of the work under way
at the disposal site property.
On a motion by Councilman Pearson, seconded by Councilman Weinkauf, it was unani-
mously carried to grant said easement to Pacific Gas & Electric Company
at the disposal site and the Mayor and Clerk be authorized to sign same.
REQUEST & AUTHORIZATION TO CALL
FOR BIDS FOR POLICE RADIO EQUIPMENT
(CALIFORNIA COUNCIL ON CRIMINAL JUSTICE)
City Manager pro tem reviewed subject specifications and C.C.C.J. program
which provides a portion of the funds for purchase of said equipment. The bid call
was recommended for August 2, 1972, 2:00 p.m.
On a motion by Councilman Pearson, seconded by Councilman Weinkauf, it was unani-
mously carried the Clerk be authorized to call for bids for Police Department-
radio equipment, bids to be received prior to 2:00 p.m. August 2, 1972.
PEDESTRIAN SAFETY CITATION AWARD
A letter dated June 29, 1972 from the California State Automobile Association
was read congratulating the City of Ukiah for winning subject award. As soon as
the appropriate plaque is ready, arrangements will be made for its presentation.
LAFC MEETING
Subject meeting will be held July 17, 1972, 2:00 p.m. in the Board of Supervisors
Chambers. Councilman Simpson is the Council's representative to this commission.
APPA MEETING
City Manager pro tem gave a report of subject meeting he and the Distribution
Engineer recently attended in San Francisco. A large portion of the meeting
dealt with problems of providing electrical energy for the future, concern of
ecological effect of power generation, and the inevitable rising costs.
A committee meeting of the Northern California Power Agency was held. A
meeting is scheduled later this month.
REPAIR OF SEATS AT ANTON STADIUM
City Manager reported all materials are on hadn for subject project, but the
necessary manpower to do the work is not available at this time. Mr. Frank Wolfe, Cha
Chamber of Commerce Manager and Committee Action Officer for the local army
reserve unit volunteered the necessary manpower needed to complete the project.
Details will be worked out through the Assistant City Manager.
LEAGUE OF CALIFORNIA CITIES
MEETING IN HEALDSBURG & ANAHEIM
The program for subject Redwood Empire Division Quarterly Meeting was distributed --_
to the Council. Commission members will be extended an invitation to attend
said meeting. Notice has also been received of the annual League meeting
October 15-18 in Anaheim.
SPORTS EVENTS
Glenn ericksen, Ukiah Daily Journal, reported on the excellent attendance at the
swim meet held at the Municipal Park the past weekend. Swimmers from Novato,
north to Eureka attended.

REQUEST ON BEHALF OF TEEN CENTER
Mrs. Agnes Doughterey, 2390 Rancherita Road, Redwood Valley, was present in the
audience to ask the following questions:
1) Could the old library building be used for subject center at a reasonable
_..__. rental rate?
2) Could a full time director be obtained through the Recreation and Parks
program?
City Manager pro tem reported other uses have been considered for the old
library building, but nothing definite has been developed to date. Mayor
Buxton suggested the formation of a recreation district could solve the
problems Mrs. Doughtery enumerated. The question of the formation of such
a district is before the voters of Fort Bragg at the present time.
COUNCILMAN SIMPSON
Councilman Simpson referred the matter of possible replacement of grates over
gutter drains to the Traffic Committee to eliminate the hazard of small wheeled
bikes getting caught in said grates. Some of the grates have been replaced.
Location of the one to which Councilman Simpson referred was noted.
ADJOURNMENT
Mayor Buxton adjourned the meeting at 8:55 p.m. to continue budget hearings,
after which the Council reconvened in Closed Executive Session.
