HomeMy WebLinkAboutmin 02-21-73 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH FEBRUARY 21, 1973 The City Council convened in regular session in the Council Chambers at 8:02 p.m. with Councilmen Weinkauf, Norgard, Simpson, Pearson, and Mayor Buxton present. INVOCATION AND PLEDGE OF ALLEGIANCE The invocation was given by the Reverend Mr. Elmer Schmitt and Councilman Weinkauf led in the pledge of allegiance. APPROVAL OF MINUTES On a motion by Councilman Norgard, seconded by Councilman Pearson, it was unanimously carried the minutes of the meeting of February 7, 1973, be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unanimously carried Payroll Warrants #3321 to #3478 inclusive for the period of January 16th to January 31, 1973, inclusive be approved in the total amount of $60,860.16. GENERAL WARRANTS On a motion by Councilman Weinkauf, seconded by Councilman Norgard, it was unanimously carried General Warrants #1273 to #1419 inclusive, in the total amount of $150,855.88 be approved and ordered paid. ORDINANCE NO. 629 AMENDING CODE (ZONE CHANGE APPLICATION NO. 73-112 DANIEL MCCURRY) . On a motion by Councilman Norgard, seconded by Councilman Pearson, it was carried by the following roll call vote Ordinance No. 629 be adopted and the Mayor and Clerk be authorized to sign same, "Ordinance Amending Chapter 2, OF DIVISION 9, OF THE UKIAH CITY CODE BY REZONING A PRESENT R-1 ZONE TO R-2 (ZONE CHANGE APPLICATION NO. 73-11, DANIEL MCCURRY)". AYES: Councilmen Weinkauf, Norgard, Simpson, Pearson, Mayor Buxton. NOES: None ORDINANCE NO. 630 AMENDING CODE ABSENT: None (ZONE CHANGE APPLICATION NO. 73-12, JOE FOUTZ) On a motion by Councilman Simpson, seconded by Councilman Pearson, it was carried by the following roll call vote Ordinance No. 630 be adopted and the Mayor and Clerk be authorized to sign same, "Ordinance Amending Chapter 2, Of Division 9, Of The Ukiah City Code By Rezoning A Present R-2 Zone To R-3 (Zone Change Application No. 73-12, Joe Foutz)" . AYES: Councilmen Weinkauf, Norgard, Simpson, Pearson, Mayor Buxton. NOES: None ABSENT: None ORDINANCE NO. 631 AMENDING CODE (ZONE CHANGE APPLICATION NO. 73-16, RAWLES, GOLDEN, HINKLE) On a motion by Councilman Pearson, seconded by Councilman Simpson, it was carried by the following roll call vote Ordinance No. 631 be adopted and the Mayor and Clerk be authorized to sign same, "Ordinance Amending Chapter 2 Of Division 9 Of The Ukiah City Code By Rezoning A Present R-3 Zone To C-1 (Zone Change Application No. 73-16, Rawles, Golden & Hinkle)". AYES: Councilmen Weinkauf, Norgard, Simpson, Pearson, Mayor Buxton. NOES: None ABSENT: None MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH FEBRUARY 21, 1973 - PAGE 2 ORDINANCE NO. 63.2 INTRODUCED AMENDING DIV. 1, CHAP. 4, ARTICLE 4, SECTION 1151 OF CODE (MEMBERSHIP OF PLANNING COMMISSION) On a motion by Councilman Pearson, seconded by Councilman Weinkauf, it was unanimously carried to introduce by title Ordinance No. 632, "Ordinance Amending Division 1, Chapter 4, Article 4, Section 1151 Of The Ukiah City Code (Membership of Planning Commission)" . ORDINANCE NO. 633 INTRODUCED AMENDING DIV. 1, CHAP. 4, ARTICLE 3, SECTION 1101 OF THE CODE (AIRPORT COMMISSION MEMBERSHIP) On a motion by Councilman Norgard, seconded by Councilman Simpson, it was unanimously carried to introduce by title Ordinance No. 633, "Ordinance Amending Division 1, Chapter 4, Article 3, Section 1101 Of The Ukiah City Code (Airport Commission Membership)" . RESOLUTION NO. 73-32 AUTHORIZING CITY MANAGER'S SIGNATURE TO GRANT APPLICATION (AIRPORT DEVELOPMENT AID PROGRAM) On a motion by Councilman Simpson, seconded by Councilman Pearson, it was carried by the following roll call vote Resolution No. 73-32 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Authorizing The City Manager's Signature T,% ('_rnrn1- A n n 1 i r+nf-ti r%vi (Ai rnr% llo�rn1 r%r%mo»t A i el prrNrrrnml ti CLAIM FOR DAMAGES DENIED one (ANN BRIGHAM, 1660 JAMES ST.) one The City Attorney reviewed subject claim in the amount of $30,000. Claimant alleges injuries sustained in a fall at the Fire House. It was recommended the claim be denied and referred to the insurance carrier. in On a motion by Councilman Simpson, seconded by Councilman Pearson, it out- was unanimously carried claim by Ann Brigham in the amount of $30,000 Spring be denied and the matter referred to the insurance carrier. FLUORIDATION REPORT Subject report which had been requested at a recent meeting was distributed to the Council for their review and further consideration at a later meeting. Submitted to the Council with the report were copies of a current article from the American Water Works Magazine which set forth different ways fluoridation can be established and excerpts of Council Minutes in 1954 at which time subject matter was discussed. The Director of Public Works briefly reviewed subject report stating that fluoridation is not a difficult control procedure and the cost to integrate the new machinery into the present system would be approximately $27,000. The Council will give the matter further consideration at a subse- quent meeting. COUNCILMAN WEINKAUF Councilman Weinkauf referred to Commission vacancies and requested an Executive Session at the conclusion of this meeting. COUNCILMAN NORGARD Councilman Norgard reported the committee appointed to examine City property has met and after another meeting will have a report for Council consideration. COUNCILMAN PEARSON Redwood Division of the Councilman Pearson gave a report of the recent/League of California Cities meeting in Rohnert Park. During the session, Councilman Pearson was appointed to the Commission for Revenue and Taxation for this section and subsequent to this meeting was appointed to the Revenue and Taxation Committee for the State. Councilman Pearson stressed the importance of the smaller cities keeping current on this subject. MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH FEBRUARY 21, 1973 - PAGE 3 RESOLUTION NO. 73-33 SUPPORTING THE CONTINUATION OF THE ARMY RESERVE UNIT IN UKIAH On a motion by Councilman Simpson, seconded by Councilman Weinkauf, it was unanimously carried Resolution No. 73-33 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Supporting The Continuation Of The Army Reserve Unit In Ukiah". l AWARD TO FRANK WOLFE I CHAMBER OF COMMERCE MANAGER Mr. Bob Axt reported the Chamber of Commerce Manager, Frank Wolfe was presented with an award at the recent State Convention of Chambers of Commerce for outstanding"freshman" manager of the year. Mr. Axt commended Mr. Wolfe for the work he has done for Ukiah. COUNCILMAN PEARSON displayed a Councilman Pearson reported a California city/ banner across the street indicating,with aiarrow,the direction of the Chamber of Commerce office.
