HomeMy WebLinkAboutmin 03-07-73 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH MARCH 7, 1973 The City Council convened in regular session in the Council Chambers at 8:03 p.m. with Councilmen Weinkauf, Simpson, Pearson, and Mayor Buxton present. Councilman Norgard was absent. INVOCATION AND PLEDGE OF ALLEGIANCE The invocation was given by the minister of the Christian Science Church and Councilman Simpson led in the pledge of allegiance. APPROVAL OF MINUTES On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unanimously carried the minutes of the meeting of February 21, 1973, be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Pearson, seconded by Councilman Weinkauf, it was unanimously carried Payroll Warrants #3479 to #3606 inclusive for the period of February 1st to February 15, 1973, inclusive be approved in the total amount of $56,257.25. SPECIAL WARRANTS On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unanimously carried Special Warrants #1420 to #1443 inclusive, in the total amount of $20,575.58 be approved and ordered paid. PROCLAMATION - SPRING AND FALL COMMUNITY ACT10N WEEKS Mayor Buxton read subject Proclamation which will be sponsored jointly by the City and the Chamber of Commerce and proclaimed April 29 - May 6, and October 28 - November 4, 1973, be observed as Spring And Fall Community Action Weeks. RESOLUTION NO. 73-34 APPOINTING MEMBER TO PLANNING COMMISSION (IRENE HICKEY) On a motion by Councilman Simpson, seconded by Councilman Weinkauf, it was unanimously carried Resolution No. 73-34 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Appointing A Member To The Plnaning Commission (Irene Hickey)". RESOLUTION NO. 73-35 APPOINTING A MEMBER TO THE AIRPORT COMMISSION (DONALD DITTUS) On a motion by Councilman Simpson, seconded by Councilman Weinkauf, it was unanimously carried Resolution No. 73-35 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Appointing A Member To The Airport Commission (Donald Dittus)". ORDINANCE NO. 632 ADOPTED AMENDING CODE(MEMBERSHIP OF PLANNING COMMISSION) On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unanimously carried Ordinance No. 632 be adopted and the Mayor and Clerk be authorized to sign same, "Ordinance Amending Division 1, Chapter 4, Article 4, Section 1151 Of The Ukiah City Code (Membership Of Planning Commission)". ORDINANCE NO. 633 ADOPTED AMENDING CODE (AIRPORT COMMISSION MEMBERSHIP) On a motion by Councilman Pearson, seconded by Councilman Weinkauf, it was unanimously carried Ordinance No. 633 be adopted and the Mayor and Clerk be authorized to sign same, "Ordinance Amending Division 1, Chapter 4, Article 3, Section 1101 Of The Ukiah City Code (Airport Commission Membership)". ORDINANCE NO. 634 INTRODUCED ADDING TO CODE PROVIDING FOR THE UNDERGROUNDING OF UTILITIES ON NEW CONSTRUCTION On a motion by Councilman Simpson, seconded by Councilman Pearson it was unanimously carried to introduce Ordinance No. 634 by title, "An Ordinance MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH MARCH 7, 1973 - PAGE 2 Of The City Of Ukiah, Adding Article 6 To Chapter 3, Division 4 Of The Ukiah City Code Providing For The Undergrounding Of Utilities On New Construction And For Remodel Or Repair Construction, And Providing Exemptions Therefrom" . RESOLUTION NO. 73-36 AUTHORIZING CITY MANAGER TO SIGN CONTRACT AMENDMENT (CCCJ CONTRACT) On a motion by Councilman Pearson, seconded by Councilman Simpson, it was unanimously carried Resolution No. 73-36 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Authorizing The City Manager To Sign Contract Amendment #1 CCCJ Contract A-515-7211. AWARD OF BID FOR PICKUP TRUCK TO UNDERWOOD FORD Council had been pE?9ided with the following tabulation of bids received for subject truck and/recommended the award be made to Underwood Ford in the amount of $2906.44. Underwood Ford $2768.04 plus $138.40 tax = $2906.44 Groves Motors $2828.41 plus $141.42 tax = $2969.83. On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unani- mously carried the bid for 2 ton truck chassis, cab and pickup body be awarded to Underwood Ford as recommended. AWARD OF BID FOR POWER POLES TO KOPPERS COMPANY, INC. Council had been provided with the following tabulation of subject bids. City Manager recommended the bid be awarded to Koppers Company, Inc. Due to additional projects that have come to the attention of the Electrical Division, there was a further recommendation that the bid to Industrial Electric Service Company be doubled, rather than the two each called for in the specifications for the 75 KVA and 150 KVA transformers. On a motion by Councilman Simpson, seconded by Councilman Pearson, it was unanimously carried to award the bid for 2 - 25 KVA, 4 - 37.-;KVA, & 2 - 50 KVA be awarded to Consolidated Electric Distributors and the bid for 4 - 75KVA and 4 - 150 KVA be awarded to Industrial Electric Service Company. AWARD OF BID FOR STREET SWEEPER TO WESTERN TRACTION COMPANY The Council had been provided with the following tabulation of bids and a summary of bids indicating that the gas powered sweeper from Western Traction Company was the low bid. Alternate bid on a diesel powered unit was also obtained. MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH MARCH 7, 1973 - PAGE 5 Councilman Simpson brought up a point of concern pertaining to the location of the filter on the vehicle which was clarified by the representative of the company who was in the audience. On a motion by Councilman Simpson, seconded by Councilman Weinkauf, it was unanimously carried the bid for street sweeper be awarded to Western Traction Company for one Wayne Model 1-993 Diesel Street Sweeper in the amount of $163578.45. REQUEST FOR USE OF.THE OLD LIBRARY BUILDING Council had been provided with a letter and a proposal from the Women's Center Committee for use of subject building. The matter was referred to the committee currently studying the city's surplus property. COMMUNICATION FOR E. P. SAILOR Council had been provided with a letter from Mr. Sailor requesting a burning permit. The City Manager and Mr. Phil Ward will handle the matter. COUNCILMAN WEINKAUF Councilman Weinkauf asked if the street sweeping had been increased. The City Engineer explained the sweeping procedure and schedule. COUNCILMAN SIMPSON Councilman Simpson cited a problem he experienced with the signal system on State Street and inquired as to the problem. The City Engineer explained the extent of the problems and stated that some of the equipment is being replaced and that all of it is still under guaranty by the manufacturer. -- Councilman Simpson reported concerning the County-Cities Planning Committee he recently attended. The discussion was concerning the gas tax monies and how it may be utilized for cities. Decisions concerning the studies currently underway will be made at the next meeting. COUNCILMAN PEARSON Councilman Pearson clarified erroneous information concerning Senior Citizens which had been called to her attention. MAYOR BUXTON Mayor Buxton reported his concern with bike riders who do not stop at the stop signs. The program currently underway through the Traffic Committee was explained and Councilman Simpson reported what was underway through the school program. Issuance of citations appear to be in order if the problem continues. ADJOURNMENT Mayor Buxton adjourned the meeting at 9:14 p.m. ATTEST: Mayor 0 City Clerk
