MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
JUNE 20, 1973
The City Council convened in regular session in the Council
Chambers at 8 : 05 p.m. with Councilmen Weinkauf, Norgard, Buxton,
Pearson, and Mayor Simpson present.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was given by the Reverend Mr. Elmer Schmitt and
Councilman Buxton led in the Pledge of Allegiance.
APPROVAL OF MINUTES
On a motion by Councilman Norgard, seconded by Councilman Pearson,
it was unanimously carried the minutes of the meeting of June 6,
1973 be approved as corrected and the minutes of the special
meeting of June 13, 1973, be approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Weinkauf, seconded by Councilman
Norgard, it was unanimously carried Parroll Warrants #4461 to
#4610 inclusive for the period of May 16, 1973, to May 31, 1973,
inclusive be approved in the total amount of $58 , 969 . 79.
GENERAL WARRANTS
On a motion by Councilman Pearson, seconded by Councilman Buxton
it was unanimously carried General Warrants #1960 to #2087
inclusive, in the total amount of $118 , 646. 51 be approved and
ordered paid.
ORDINANCE NO. 637 ADOPTED
PROVIDES THAT BUSINESS LICENSE
RATES MAY BE ADOPTED BY RESOLUTION
On a motion by Councilman Norgard, seconded by Councilman Buxton
it was unanimously carried Ordinance No. 637 be adopted and the
Mayor and Clerk be authorized to sign same, "An Ordinance Of The
City Of Ukiah Amending Section 2152 Of Article 4 , Chapter 1,
Division 2 Of The Ukiah City Code" .
ORDINANCE NO. 638 ADOPTED PROHIBITING
PARKING OF VEHICLES ON CITY STREETS
UNDER CERTAIN CONDITIONS
On a motion by Councilman Pearson, seconded by Councilman Weinkauf
it was unanimously carried Ordinance No. 638 be adopted and the
Mayor and Clerk be authorized to sign same, "An Ordinance Of The
City Of Ukiah Prohibiting The Parking Of Vehicles On City
Streets Under Certain Conditions, Thereby ADDING SECTION 7154
To Article 10, Chapter 1, Of Division 8 , Of The Ukiah City Code" .
ORDINANCE NO. 639 INTRODUCED AMENDING
CODE WHICH DESIGNATES PRIVATE PARKING
AREAS SUBJECT TO SPECIFIC PROVISIONS
OF THE VEHICLE CODE
On a motion by Councilman Norgard, seconded by Councilman Pearson
it was unanimously carried to introduce Ordinance No. 639 ,
"Ordinance Of The City Of Ukiah Amending Section 7386 Which Desig-
nates Private Parking Areas Subject To Specific Provisions Of The
Vehicle Code Of The State Of California" .

RESOLUTION NO. 73-56 APPOINTING
MEMBERS TO PLANNING, RECREATION
& PARKS, & AIRPORT COMMISSIONS
On a motion by Councilman Pearson, seconded by Councilman Weinkauf,
it was unanimously carried Resolution No. 73-56 be adopted and the
Mayor and Clerk be authorized to sign same, "Resolution Of The
City Council Of The City Of Ukiah Appointing Commission
Members To The Planning Commission, Recreation & Parks Commission,
And the Airport Commission" .
RESOLUTION NO. 73-57 DECLARING PROPERTY
A PUBLIC NUISANCE & STATING INTENTION
TO ABATE SAME
On a motion by Councilman Norgard, seconded by Councilman Pearson
it was unanimously carried Resolution No. 73-57 be adopted and the
Mayor and Clerk be authorized to sign same, "Resolution Of The
City Council Of The City Of Ukiah Declaring Property A Public
Nuisance And Stating Intention To Abate Same" .
RESOLUTION NO. 73-58 URGING
EXTENSION OF CRIME CONTROL ACT, PART I
On a motion by Councilman Pearson, seconded by Councilman Buxton
it was unanimously carried Resolution No. 73-58 be adopted and the
Mayor and Clerk be authorized to sign same, "Resolution Of The
City Council Of The City Of Ukiah Urging Extension Of Crime
Control Act, Part I" .
RESOLUTION NO. 73-59 APPROVING
FINAL MAP FOR OAK MANOR SUBD. NO. 2C
On a motion by Councilman Buxton, seconded by Councilman Pearson
it was unanimously carried Resolution No. 73-59 be adopted and
the Mayor and Clerk be authorized to sign same, "Resolution
Of The City Council Of The City Of Ukiah Approving The Final
Map For Oak Manor Subdivision" .
CLAIM FOR DAMAGES DENIED

The City Attorney reviewed subject claim in the amount of $15. 21.
Claimant alleged damage to a plastic shield on the house by a
golf ball. It was recommended the claim be denied, not to be
referred to the insurance carrier.
On a motion by Councilman Buxton, seconded by Councilman Norgard,
it was unanimously carried the Claim for Damages be denied as
filed by Sarah J. Dunning, 977 Dominican Way, in the amount of
$15. 21, as recommended by the City Attorney.
NOTICE OF COMPLETION-A.C. SURFACINGS
ON CITY STREETS (PARNUM PAVING)
On a motion by Councilman Norgard, seconded by Councilman Pearson
it was unanimously carried the asphalt concrete surfacings .on
Todd Road, Wabash Avenue, Observatory Avenue, Maple Avenue, Oak
Manor Drive, West Standley and Mill Street be accepted as complete
and the City Clerk be authorized to file the required Notice of
Completion.
LEASE OF LIBRARY BUILDING
by Joseph Scherf
The lease of the old library building/for a period of four months
was not considered by the Council inasmuch as the offer was with
drawn.

RELEASE OF SECURITY GUARANTEEING
IMPROVEMENTS IN OAK MANOR SUBD. UNIT 2B
On a motion by Councilman Buxton, seconded by Councilman Norgard
it was unanimously carried that the surety in the amount of $6000
now held by the City for subject subdivision be released and
returned to the developer.
Prior to Council action, it was reported the developer has
completed all required subdivision improvements and made
corrections required under his warranty of workmanship in subject
subdivision.
REQUEST FROM SENIOR CITIZENS GROUP APPROVED
The City Manager reported Mr. Duana Hill from the local NCO
office and representing the Greater Ukiah Senior Citizens
had submitted an Agreement as their proposal for the City' s
support for fiscal 1973-74 and requested Council consideration
of said support. Said agrreement provides that the City
contribute $3000 during the 1973-74 fiscal year to assist in
the operation of the Senior Citizens Center. City Manager
reported that in the event the Council concurs with the sub-
stance of the agreement, that it be referred to staff to
redraft for presentation to the Council at a subsequent meeting.
Mr. Duane Hill was present in the audience and reviewed the
objectives of the Center. He reported the NCO office is apply-
ing to the California Commission on Aging for a grant in the
amount of $24, 918. In order to receive this amount there must
be a 25% local contribution. Mr. Hill also pointed out that the
County has contributed a portion of their revenue sharing monies
to the program.
On a motion by Councilman Weinkauf, seconded by Councilman Pearson
it was unanimously carried to approve a $3000 contribution to the
Senior Citizens program for the 1973-74 fiscal year, the details of
which will be set forth in an agreement for review at a subsequent
meeting.
BID CALL FOR MISCELLANEOUS
EQUIPMENT RELATED TO UNDERGROUND WIRING
Subject bid opening was June 19, 1973, 2 : 00 p.m. City Manager
reported the total amount of the bid is so small, Council
approval is not required.
AWARD OF BID FOR SERVICE PULL BOXES
(WESTERN POWER P&NDUCTS, INC. )
City Manager reported only one bid was received for subject
bid:
Western Power Products, Inc. , Burlingame - $4275. 48 incl. tax.
On a motion by Councilman Norgard, seconded by Councilman Pearson
the bid for service pull boxes be awarded to Western Power
Products, Inc. in the total amount of $4275.48 .
BID CALL FOR PETROLEUM PRCDUCTS
City Manager recommended the bids for petroleum products for
1973-74 be held over until the next Council meeting.

AWARD OF BID FOR AIRPORT IMPROVEMENTS
TO PARNUM PAVING UNDER CERTAIN CONDITION
The City Manager reviewed a tabulation of bids received for
subject project as follows:
Wagner Construction $53,737 . 25
Parnum Paving $45, 929. 20
Joseph LaMalfa $48 ,048 . 00. '
City Manager reported the anticipated grant offer has not
been made at this point intime. It was recommended the bid
be awarded to the low bidder, Parnum Paving, subject to
acceptance of the grant offer prior to June 30, 1973.
On a motion by Councilman Pearson, seconded by Councilman Buxton
it was unanimously carried the bid for airport improvements
be awarded to Parnum Paving, Inc. in the total amount of $45,929. 20
conditioned on receipt of subject grant.
MEETING ADJOURNED TO JUNE 29
Council determined this meeting would be adjourned to June 29,
1973, 11: 00 a.m.
RESOLUTION NO. 73-60 APPROVING
TENTATIVE MAP FOR KENNEDY HOMES
CONDOMINIUM PROJECT
®n a motion by Councilman Pearson, seconded by Councilman Buxton
it was carried by the following roll call vote Resolution No.
73-60 be adopted and the Mayor and Clerk be authorized to sign -
same, "A Resolution Of The City Council Of The City Of Ukiah
Approving The Tentative Map For Kennedy Homes Condominium
Project Adjacent To San Jacinta Drive" .
AYES: Councilmen Weinkauf, Norgard, Buxton, Pearson, & Mayor
Simpson.
NOES: None
ABSENT: None
REQUEST AND AUTHORIZATION TO CALL
FOR BIDS FOR CONSTRUCTION OF
BUSH STREET BRIDGE
Council had been furnished with specifications for subject
project. City Manager recommended bids be received July 17,
1973, 2: 00 p.m.
On a motion by Councilman Buxton, seconded by Councilman Weinkauf
it was unanimously carried the Clerk be authorized to call for
bids for the construction of Bush Street Bridge acrost Orr Creek,
bids to be received prior to 2: 00 p.m. July 17, 1973.
COUNCILMAN BUXTON
Councilman Buxton referred to the Bush Street Bridge project
and expressed his concern and disgust with the excessive
amount of paper work required with each federally funded
project.
COUNCILMAN NORGARD
Councilman Norgard referred to the alleyway which runs by
Kraft Auto Parts and high speed traffic thereon. City Attorney
reported what had been done to date and reported the problem
is not a static situation.

MAYOR SIMPSON
Mayor Simpson reported two matters he had recently reported
to the Traffic Committee for consideration - Low Gap Road
near Juvenile Hall and Frank Zeek School and the intersection
of Magnolia and North Oak.
ADJOURNMENT
Mayor Simpson adjourned the meeting at 9: 20 to June 29, 1973,
11: 00 a.m. , after which the Council reconvened in Executive
Session.

MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY
OF UKIAH - JUNE 29, 1973
The City Council convened in adjourned session in the Council
Chambers at 11: 04 a.m. with Councilmen Norgard, Pearson and
Mayor Simpson present. Councilmen Weinkauf and Buxton were
absent.
PAYROLL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman
Pearson, it was unanimously carried Payroll Warrants #4611
to #4754 inclusive for the period of June 1, 1973, to June 15,
1973, inclusive be approved in the total amount of $56, 748 . 07 .
GENERAL WARRANTS
On a motion by Councilman Pearson, seconded by Councilman
Norgard, it was unanimously carried General Warrants #2088 to
#2095 inclusive, in the total amount of $13,135. 62 be approved
and ordered paid.
RESOLUTION NO. 73-61 ACCEPTING
GRANT OFFER RELATING TO PROJECTS
AT MUNICIPArL AIRPORT
City Manager reported the grant offer has been confirmed from
F.A.A. for subject project. Said grant will be approximately
80% of the total project.
On a motion by Councilman Norgard, seconded by Councilman
Pearson'it was unanimously carried Resolution No. 73-61 be
adopted and the Mayor and Clerk be authorized to sign same,
"Resolution Of The City Council Of The City Of Ukiah Accepting
Grant Offer Relating To Developmental Projects At The Ukiah
Municipal Airport" .
