MAYOR SIMPSON
Mayor Simpson reported two matters he had recently reported
to the Traffic Committee for consideration - Low Gap Road
near Juvenile Hall and Frank Zeek School and the intersection
of Magnolia and North Oak.
ADJOURNMENT
Mayor Simpson adjourned the meeting at 9: 20 to June 29, 1973,
11: 00 a.m. , after which the Council reconvened in Executive
Session.

MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY
OF UKIAH - JUNE 29, 1973
The City Council convened in adjourned session in the Council
Chambers at 11: 04 a.m. with Councilmen Norgard, Pearson and
Mayor Simpson present. Councilmen Weinkauf and Buxton were
absent.
PAYROLL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman
Pearson, it was unanimously carried Payroll Warrants #4611
to #4754 inclusive for the period of June 1, 1973 , to June 15,
1973, inclusive be approved in the total amount of $56, 748 . 07 .
GENERAL WARRANTS
On a motion by Councilman Pearson, seconded by Councilman
Norgard, it was unanimously carried General Warrants #2088 to
#2095 inclusive, in the total amount of $13, 135. 62 be approved
and ordered paid.
RESOLUTION NO. 73-61 ACCEPTING
GRANT OFFER RELATING TO PROJECTS
AT MUNICIPAcL AIRPORT
City Manager reported the grant offer has been confirmed from
F.A.A. for subject project. Said grant will be approximately
80% of the total project.
_ .M On a motion by Councilman Norgard, seconded by Councilman
Pearson it was unanimously carried Resolution No. 73-61 be
adopted and the Mayor and Clerk be authorized to sign same,
"Resolution Of The City Council Of The City Of Ukiah Accepting
Grant Offer Relating To Developmental Projects At The Ukiah
Municipal Airport" .

ADOPTION OF ORDINANCE NO. 640
AMENDING & REPEALING PORTIONS OF
ARTICLE 2, CHAPTER 1, DIVISION 6
OF UKIAH CITY CODE: URGENCY MEASURE
On a motion by Councilman Norgard, seconded by Councilman
Pearson it was unanimously carried Ordinance No. 640 be adopted
and the Mayor and Clerk be authorized to sign same, "An
Ordinance Of The City Of Ukiah Amending And Repealing Portions
Of Article 2, Chapter 1, Division 6 Of The Ukiah City Code" .
APPROVAL OF AGREEMENT BETWEEN CITY
& GREATER UKIAH SENIOR CITIZENS,
INC. PROVIDING FUNDS FOR CENTER
On a motion by Councilman Weinkauf, seconded by Councilman
Pearson, it was unanimously carried to approve the subject
agreement and the Mayor and Clerk be authorized to sign same,
"Agreement Between the City of Ukiah And The Greater Ukiah
Senior Citizens, Inc. Providing Funds For The Operation Of The
Greater Ukiah Senior Citizens Center" .
APPROVAL OF RETENTION OF R. W. BECK
& ASSOCIATES TO PREPARE UNDERGROUNDING
MASTER PLAN
Subject project was budgeted in the fiscal 1972-73 budget.
Since R. W. Beck has been selected to do the engineering design
on the substation and since there is some overlap between
the undergrounding master plan and the substation planning
and design agreement, it is reasonable to employ R. W. Beck
for the purpose of doing the underground master plan. The
work is estimated not to exceed $8750 on the condition the
work proceed simultaneously with the substation agreement.
On a motion by Councilman Norgard, seconded by Councilman
Pearson it was unanimously carried to retain R. W. Beck and
Associates for the purpose of preparing an undergrounding
master plan at a cost not to exceed $8750 and authorize the
City Manager to negotiate and execute an agreement for the
work.
APPROVAL OF ENGINEERING CONTRACT
FOR ELECTRIC SUBSTATION
(R. W. BECK AND ASSOCIATES)
On a motion by Councilman Norgard, seconded by Councilman
Wei.nkauf, it was unanimously carried 'to approve the Agreement
for Engineering Services for Substation Planning and Design
with R. W. Beck and Associates and the Mayor and Clerk be
authorized to sign same.
REQUEST & AUTHORIZATION TO CALL FOR
BIDS FOR EMERGENCY STANDBY ENGINE DRIVE
The City Manager reported subject equipment is budgeted in the
current budget in the amount of $12, 000.

On a motion by Councilman Norgard, seconded by Councilman
Pearson, it was unanimously carried the Clerk be authorized
to call for bids for emergency standby engine drive for the
Municipal Water Supply, bids to be received prior to 2 : 00 p.m.

APPROVAL OF RETENTION OF
RENATO G. MARTINEZ FOR
SPEED ZONE SURVEY
City Manager reported a recent state law requires that in order
for the City to utilize radar for speed enforcement, that a
speed zone survey be conducted by a registered traffic engineer
for the purpose of establishing speed limits that are designed
for traffic control purposes and not for the purpose of raising
revenue. City Manager recommended Mr. Renato G. Martinez be
retained for subject project in accordance with his proposal
in an amount not to exceed $2800.
On a motion by Councilman Norgard, seconded by Councilman
Weinkauf, it was unanimously carried that Mr. Renato G. Martinez
be retained to prepare a speed zone survey as recommended by
the City Manager.
PROPOSED LOW GAP PARK
City Manager reported the County has approved their share of
the funding for the purchase of five acres adjacent to the
proposed Low Gap Park and is ready to proceed under previous
Council approval.
AGREEMENT WITH GOLF PRO
On a motion by Councilman Norgard, seconded by Councilman
Pearson, it was unanimously carried to extend the current
contract agreement with the Golf Pro for a period of 30
days.
ADJOURNMENT
Mayor Simpson adjourned the meeting at 12 : 01 p.m. after which
the Council reconvened in Executive Session.
