HomeMy WebLinkAboutmin 09-05-73 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH SEPTEMBER 5, 1973 - PAGE 1 The City Council convened in regular session in the Council Chambers at 8: 00 p.m. with Councilmen Weinkauf, Norgard, Pearson and Mayor Simpson present. Councilman Buxton was absent. City Attorney was absent. INVOCATION AND PLEDGE OF ALLEGIANCE The invocation was given by the Reverend Mr. Elmer Schmitt and Councilman Weinkauf led in the Pledge of Allegiance. APPROVAL OF MINUTES On a motion by Councilman Pearson, seconded by Councilman Weinkauf it was unanimously carried the minutes of the meeting of August 15, 1973, be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Norgard, seconded by Councilman Weinkauf it was unanimously carried Payroll Warrants #206 to #348 inclusive for the period of August 1st to August 15, 1973 , inclusive be approved in the total amount of $61, 575. 95. GENERAL WARRANTS On a motion by Councilman Pearson, seconded by Councilman Norgard it was unanimously carried General Warrants #2470 to #2503 inclusive in the total amount of $63 , 041. 83 be approved and ordered paid. INTRODUCTION OF ORDINANCE NO. 649 DESIGNATING PRIVATE PARKING AREA SUBJECT TO PROVISIONS OF VEHICLE CODE (SAFEWAY) On a motion by Councilman Norgard, seconded by Councilman Weinkauf, it was unanimously carried to introduce Ordinance No. 649, "Ordinance Of The City Of Ukiah Amending Section 7386 Of The Ukiah City Code Which Designates Private Parking Areas Subject To Specific Provisions Of The California Vehicle Code" . INTRODUCTION OF ORDINANCE NO. 650 REPEALING & AMENDING CODE BY RE-LETTERING SECTION (LOADING ZONE REGULATIONS) On a motion by Councilman Pearson, seconded by Councilman Norgard, it was unanimously carried to introduce Ordinance No. 650, "An Ordinance Of The City Of Ukiah Repealing Section 7180b Of The Ukiah City Code And Amending Section 7180 By Re-Lettering SAid SEction (Loading Zone Regulations) " . INTRODUCTION OF ORDINANCE NO. 651 ESTABLISHING EMERGENCY ORGANIZATION On a motion by Councilman Pearson, seconded by Councilman Weinkauf, it— was unanimously carried to introduce Ordinance No. 651, "An Ordinance Of The City Of Ukiah Establishing An Emergency Organization And Setting Forth Its Functions And Repealing Conflicting Ordinances" . MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH SEPTEMBER 5, 1973 - PAGE 2 CLAIM FOR DAMAGES DENIED (LAVERNE BAKER & BILL LAWTON) City Manager reviewed subject claims filed by Laverne E. Baker, 841 South Dora and Bill Lawton, 837 South Dora, alleging a sewer stoppage created a backup into the residences causing damage. It was recommended the claim be denied and referred to the insurance carrier. On a motion by Councilman Norgard, seconded by Councilman Pearson it was unanimously carried the claim for damages filed by Laverne E. Baker in the amount of $227 . 00 and the claim for damages filed by Bill Lawton in the amount of $1548. 80 be denied and referred to the insurance carrier. CLAIM FOR DAMAGES DENIED (GEORGE H. LANG, JR. ) City Manager reviewed subject claim filed by George H. Lang, Jr. 1207 West Clay Street, alleging damage to claimant' s television when a tiansformer located at West Clay Street and Eastlick Street failed. It was recommended the claim be denied and referred to the insurance carrier. On a motion by Councilman Pearson, seconded by Councilman Weinkauf it was unanimously carried the claim for damages filed by George H. Lang, Jr. in the amount of $71. 69 be denied and referred to the insurance carrier. APPROVAL OF RENTAL AGREEMENT FOR OFFICE SPACE IN AIRPORT ADM. BLDG. (RICHARD SARBER) Airport Commission had reviewed subject agreement and recommended Council consideration of its approval. Councilman Norgard made a motion, seconded by Councilman Pearson to approve said agreement. Under the question, page 3, paragraph 9 was referred to wherein a hold harmless clause was provided but no provision was made for insurance. Councilman Norgard amended his motion as set forth in the following action. AYES: Councilmen Weinkauf, Norgard, Pearson, Mayor Simpson. NOES : None ABSENT: Councilman Buxton REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR SEWAGE SCREENING AND CUTTING MACHINE On a motion by Councilman Pearson, seconded by Councilman Norgard it was unanimously carried to authorize the Clerk to call for bids for a sewage screening and cutting machine, bids to be received prior to 2: 00 p.m. September 25, 1973 . MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH SEPTEMBER 5, 1973 - PAGE 3 REPORT OF BID OPENING - OAK MANOR PARK IMPROVEMENTS City Manager reviewed bids received for subject project as follows: Hand and Hawkins, Cotati Phase 1 - (Site Work) $27 , 140. 00 Phase 2 - (Undergrd. work & Landscaping 26, 501.70 Phase 3 - (Restroom Bldg. ) 20, 000. 00 Parnum Paving Phase 1 $26, 946. 00 Phase 2 No Bid Phase 3 No Bid City Manager recommended that the award be held over to allow time for further investigation. City Manager stated, in his opinion, Phase 1 and 2 should be completed simultaneously to avoid problems of coordination. In any event, further funding is needed for subject project. On a motion by Councilman Norgard, seconded by Councilman Pearson T- it was unanimously carried to hold over the bid award for Oak Manor Park improvements for two weeks. LEAGUE VOTING DELEGATE AND ALTERNATE SELECTED Council designated Mayor Simpson to be the voting representative at the Annual League of California Cities Conference and Mayor pro tem Pearson to be the alternate voting representative. COUNCILMAN NORGARD Councilman Norgard reported the committee appointed at the last meeting to discuss the proposed development ordinances has met. MAYOR SIMPSON Mayor Simpson reported it was good to see the Bush Street Bridge construction underway. Mayor asked if the Traffic Committee has considered the problem he reported that exists at State Street and Magnolia. The City Engineer reported the committee has met and discussed the matter. ADJOURNMENT Mayor Simpson adjourned the meeting at 8 : 42 p.m. after which the Council reconvened in Executive Session. M*yor ATTEST: ' City Clerk
