MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
OCTOBER 17 , 1973 - PAGE 1
The City Council convened in regular session in the Council
Chambers at 8 : 03 p.m. with Councilmen Weinkauf, Norgard,
Buxton, Pearson, and Mayor Simpson present.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was given by the Reverend Mr. Elmer Schmitt and
the City Manager led in the Pledge of Allegiance.
APPROVAL OF MINUTES
On a motion by Councilman Norgard, seconded by Councilman
Weinkauf, it was unanimously carried the minutes of the
meeting of October 3 , 1973 , be approved as corrected.
PROCLAMATION-NATIONAL
BUSINESS WOMEN'S WEEK
Mayor Simpson read subject Proclamation declaring October 21
through 27 , 1973, as National Business Women' s Week and urged
all citizens in the City of Ukiah to join in the annual salute
to working women by encouraging and promoting the celebration
of the achievements of all business and professional women as
they contribute daily to our civic and cultural development.
A representative from the organization was present in the audience
to accept the Proclamation from the Mayor.
PROCLAMATION-UNICEF DAY
Mayor Simpson read subject Proclamation declaring Wednesday,
October 31, 1973 as "UNICEF DAY" in Ukiah and urge every citizen
to participate in Trick or Treat for UNICEF and to welcome
properly identified Trick or Treaters at the door to collect
money which will be used for food or medicine for the sick and
hungry children of the world. Miriam Johnson was present in
the audience to accept the Proclamation from the Mayor..
PAYROLL WARRANTS
On a motion by Councilman Weinkauf, seconded by Councilman
Norgard, it was unanimously carried Payroll Warrants #632
to #784 inclusive for the peiord of September 16, to September
30, 1973, be approved in the total amount of $63 , 449. 53 .
GENERAL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman Buxton
it was unanimously carried General Warrants #2677 to #2817
inclusive in the total amount of $157 , 977 . 30 be approved and
ordered paid.
ADOPTION OF ORDINANCE NO. 652
SALES & USE TAX PROVISIONS
On a motion by Councilman Norgard, seconded by Councilman
Pearson, it was carried by the following roll call vote to
adopt Ordinance No. 652 and the Mayor and Clerk be authorized
to sign same, "An Ordinance To Amend Various Sections Of
Chapter 8, Division 1 Of The Ukiah City Code Setting Out
The Sales And Use Tax Provisions Of The City Of Ukiah" .

CLAIM. FOR DAMAGES DENIED
BRAD SHEAR, 459 EASTLICK
The City Attorney reported subject claim alleged damage to
a color television due to improper functioning of a trans-
former at West Clay and Eastlick Street. It was recommended
subject claim be denied and referred to the insurance carrier.
On a motion by Councilman Norgard, seconded by Councilman
Pearson it was unanimously carried to deny the Claim for Damages
filed by Bradford M. Sher, 459 Eastlick Street, in the amount of
$216. 69 as recommended by the City Attorney.
UKIAH VALLEY TRAP CLUB
The City Attorney reported progress made to date regarding
subject matter. Since the September 19th meeting, at which time
subject matter was continued to this date, Attorney James Luther
has been kept informed of the efforts being made to locate a
parcel of property suitable for relocation of said club. An
area at the Sanitary Land Fill site is again being considered and
it appears that this location will be settled on. Progress has
been made and the matter is moving toward a resolution. City
Attorney stated it would be in order to continue the public
hearing to a time Mr. Luther might suggest. Councilman Buxton
stated having spent time this date on subject matter. It appears
there may be a reasonable possibility of relocating at the
Sanitary Land Fill site, however, a location south of town is now
being explored as well as the Vichy Road location.
Mr. Luther stated his appreciation to the Council and staff for
their cooperation to work out solution to the problem and suggested
the matter be continued to November 21, 1973 .
On a motion by Councilman Buxton, seconded by Councilman Pearson
it was unanimously carried to continue public hearing of the
Ukiah Valley Trap Club lease to November 21, 1973 .
APPROVAL OF VARIANCE APPLICATION
NO. 74-3 (FLORENCE ZIMMERMAN -
778 N. OAK ST. & 761 N. PINE)
City Manager reviewed Planning Commission action concerning
subject application which recommended that Council consider
granting same. Subject application requests a variance from
the required frontage and site area for a building site as
prescribed by Section 9014 of the Municipal Code. The subject
parcel is located at 761 North Pine Street. There was no one
present in the audience to speak concerning subject matter.
On a motion by Councilman Norgard, seconded by Councilman Buxton
it was unanimously carried to approve Variance Application No. 74-3
filed by Florence Zimmerman to permit reduction of required
building site requirements from 60 foot frontage to 50 feet and a
reduction of parcel area from required 6000 square feet to 5010
square feet at 778 North Oak, zoned R-2 and 761 North Pine Street,
zoned R-1, as recommended by the Planning Commission.
APPROVAL OF VARIANCE APPLICATION
NO. 74-6 (ROBERT G. TURNER,
442 NORTH BUSH STREET)
City Manager reviewed Planning Commission action concerning
subject application to permit an over height fence at 442 North
Bush Street. Planning Commission Findings of Fact set forth
its determinations and recommended the variance be granted.
There was no one present in the audience to speak concerning
subject matter.

On a motion by Councilman Norgard, seconded by Councilman Buxton
it was unanimously carried to approve Variance Application
No. 74-6 filed by Robert G. Turner to permit a five foot fence
along Walnut Avenue, frontage of parcel located at 442 North
Bush Street, zoned R-1, as recommended by the Planning Commission.
APPROVAL OF VARIANCE APPLICATION
NO. 74-7 (DONALD R. RITCHEY, 152 PARK PLC. )
City Manager reviewed Planning Commission action concerning
subject application which recommended Council consideration of
it approval. Said application requests a variance from the fence
height limits as prescribed by Section 9162 of the Ukiah
Municipal Code. The Planning Commission determined in their
Findings of Fact that subject request is in harmony with the
character of the neighborhood and the existing development of the
parcel that special circumstances are applicable to the subject
parcel due to its existance as a corner lot and that granting
does not constitute a grant of special privilege inconsistent
with the limitations of other parcels in the vicinity. There
was no one present in the audience to speak concerning subject
application.
On a motion by Councilman Weinkauf, seconded by Councilman
Buxton, it was unanimously carried to approve Variance Appli-
cation No. 74-7, filed by Donald R. Ritchey as recommended by
the Planning Commission.
AWARD OF BID FOR SEWAGE SCREENING
AND CUTTING MACHINE TO E. C. COOLEY CO.
City Manager reported only one bid was received for subject --
machine as follows:
E. C. Cooley Company, San Francisco $12, 918 .72
1 set of spare parts for unit 808 .78
On a motion by Councilman Buxton, seconded by Councilman Norgard
it was unanimously carried to award the bid for the sewage
screening and cutting machine to E. C. Cooley Company, San
Francisco, deleting a portion of the bid to a total of
$12, 055. 05 and rejecting the bid for spare parts as recommended
by the City Manager.
AWARD OF BID FOR 1974 3/4T PICKUP
TRUCK TO UNDERWOOD FORD-MERCURY
City Manager reviewed tabulation of bids received for subject
vehicle as follows:
Groves Motors, Ukiah $5, 800. 00 + $290. 00 tax = $6, 090. 00
Underwood Ford-Mercury $4 , 436. 18 + 221. 81 tax = $4, 657 . 99
Cox Motors, Ukiah $4, 700. 39 + 235. 02 tax = $4, 935. 41
Bid #2 41765. 39 + 238 . 27 tax = $5, 003 . 66
City Manager recommended the bid be awarded to the low bidder,
Underwood Ford-Mercury.
On a motion by Councilman Norgard, seconded by Councilman
Buxton, it was unanimously carried to award the bid for
one 1974 3/4 ton pickup truck with service body to Underwood
Ford-Mercury in the amount of $4436 . 18 plus tax as recommended.

C ity Manager reviewed subject bids as follows :
Cab and Chassis
Groves Motors $16, 000 . 00 + 800. 00 tax = $16, 800. 00
Underwood Ford-Mercury $13, 386 . 87 + 669. 34 tax = $14, 056. 21
Utility Body Company $14,115. 87 + 705. 79 tax = $14 , 821. 66
Body & Derrick
Utility Body Company $35, 424 . 60 +1771. 23 tax = $37 , 195. 83
City Manager recommended the bid for the cab and chassis be awarded
to the low bidder, Underwood Ford-Mercury and the bid for the
body and derrick to Utility Body Company.
On a motion by Councilman Pearson, seconded by Councilman Buxton
it was carried by the following roll call vote to award the bid
for the electrical line construction and equipment truck to
Underwood Ford-Mercury for the cab and chassis in the total amount
of $14, 056. 21 and to Utility Body Company for the body and derrick
in the total amount of $37 , 195. 83 .

APPROVAL OF SENIOR CITIZENS
GOLF DAY AS RECOMMENDED BY
RECREATION COMMISSION
City Manager reported the Recreation Commission has proposed, for
Council consideration, a Senior Citizens Golf Day each Tuesday
at a reduced rate of $1. 00 for nine holes . Said proposal was
presented to the Recreation Commission from the Golf Pro.
On a motion by Councilman Pearson, seconded by Councilman Buxton
it was unanimously carried to approve the Recreation Commission' s
recommendation for a Senior Citizens Golf Day each Tuesday afternoon
at a reduced rate of $1. 00 for nine holes.
GENERAL PLAN CITIZENS ADVISORY COMMITTEE
The City Manager reported subject committee has requested the Council,
Planning Commission and County Administrator meet for a joint study
session. Council determined the meeting would be held November 5,
1973, 7 : 00 p.m.
COUNCILMAN WEINKAUF
Councilman Weinkauf asked the status of the traffic lites at Brush
Street and State. City Engineer explained the detectors were re-
moved by the Telephone Company and the situation will not be in
normal operation until they are replaced.
COUNCILMAN BUXTON
a_ Councilman Buxton asked if there is a real need for the traffic lights
at the Norton Street offset. The City Engineer explained the manner
in which the situation could be improved.
The matter of "no left turn" signs on State Street at certain hours
was again mentioned. City Manager reported the Traffic Committee
will be giving it serious consideration.
A brief discussion of the proposed extension of Main Street followed.
The City Engineer stated one of the problems was property acquisition.

COUNCILMAN PEARSON
Councilman Pearson preferred to the Gobbi and State Street inter-
section and stated vehicles are still parking by the drug store
at this location and backing into the traffic. The City Attorney
pointed out that the city has no control over parking on private
property.
MAYOR SIMPSON
Mayor Simpson inquired as to the completion date for the Bush
Street Bridge and the City Engineer stated it could be 1-1-74.
Mayor Simpson stated Oak Manor Park development is looking good.
ADJOURNMENT
Mayor Simpson adjourned the meeting at 8: 47 p.m. after which
the Council reconvened in Executive Session.
