HomeMy WebLinkAboutmin 11-05-73 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH NOVEMBER 5 , 1973 The City Council convened in special session in the Council Chambers at 7 : 09 p .m. The Clerk called the roll . Councilmen Norgard, Buxton, Pearson and Mayor Simpson were present . Councilman Weinkauf was absent . On a motion by Councilman Norgard , seconded by Councilman Pearson it was unanimously carried to adjourn to a study session at this time . JOINT STUDY SESSION RE GENERAL PLAN STUDY The City Manager reported this as being the time for a joint study session with the General Plan Advisory Committee for the purpose of reviewing the status of the General Plan Study and to bring all concerned up to date on the work of the committee. Inasmuch as the planning area under consideration is more than 50% County territory the Council had asked that the Board of Supervisors , the County Planning Commission, and County staff attend and partici- pate in subject discussion. Mr . Richard Tammen, Lampman and Associates , has provided the technical staff to work with the General Plan Citizens Advisory Committee . COUNCILMAN WEINKAUF ARRIVED AT THIS POINT - 8 : 13 p .m. Mr . Tammen reviewed individual maps of the Ukiah Valley which designated, by various colors , the soils , vegal cover , slope, geology and fault , agricultural land capability, and community facilities . A composite of the individual maps was reflected in a single map - the open space conservation element . The concensus and goals established by the committee at their previous meetings was reflected in a sketch plan of the Valley, which was also reviewed by Mr . Tammen. The following persons were present in the audience to speak con- cerning subject matter : Ray Hudson, 7600 Uva Drive, Redwood Valley Bob Axt , 2600 Oak Crt . Rd . Michaela Howard , 501 Plum Duane Wells , 413 Hillview Avenue Dean DeVries , San Jacinta Drive Pat Gein, 1815 South Dora Larry Campbell Areas of major interest were protection and enhancement of the prime agricultural land in the Valley, development of downtown to the east or west , restrictions for the future development of the freeway, future disposition of the Municipal Airport , implica- tions for Main and Dora Streets , potential civic center in the area of the new library building , whether County offices should be located downtown, and whether the Jr . College should be located in the planning area . The following representatives from the County were present to speak concerning subject matter : Supervisor Ernie Banker County Administrator Albert P . Beltrami Planning Director Ron Hall. Their questions were need for assurance that the plan meets the needs of the small towns in the immediate outlying areas , possi- bility of joint use of the courthouse if a portion is vacated , and the question of where responsibilities lie in the matter of annexations . MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH NOVEMBER 5, 1973 Council indicated general approval of progress made to date and expressed thanks and appreciation to the committee for its work and study. It was pointed out that the economic feasibility to accomplish some of the goals has not been mentioned . It was also pointed out that some of the questions posed have not been answered . Mr. Tammen stated the committee has more work to do and suggested that the group meet at a subsequent time with the Council prior to public hearings on the matter .
