MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
DECEMBER 19, 1973 - PAGE 1
The City Council convened in regular session in the Council Chambers at 8:04 p.m.
with Councilmen Weinkauf, Buxton, Pearson, Mayor Simpson present. Councilman
Norgard was absent.
INVOCATION & PLEDGE OF ALLEGIANCE
The invocation was given by The Reverend Mr. Elmer Schmitt and Councilman
Weinkauf led in the pledge of allegiance.
APPROVAL OF MINUTES
On a motion by Councilman Pearson, seconded by Councilman Buxton, it was
unanimously carried the minutes of the meeting of December 5, 1973, be
approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Weinkauf, seconded by Councilman Buxton, it was
unanimously carried Payroll Warrants #1200 to #1337 inclusive for the period
of November 16th to November 30, 1973, inclusive, be approved in the total
amount of $62,911.73
GENERAL WARRANTS
On a motion by Councilman Pearson, seconded by Councilman Buxton, it was
unanimously carried General Warrants #3044 to #3203 inclusive in the total
amount of $134,701.47 be approved and ordered paid.
CONTINUATION OF PUBLIC HEARING
UKIAH VALLEY TRAP CLUB
Public hearing on subject matter was declared open at 8:08 p.m. The City
Attorney reported progress is being made at the present time in relocation
of the club site. Club representatives are currently negotiating with a
land owner who has 30 acres off Highway 20. The City Attorney suggested
that because of the necessity to discuss the matter with adjacent land owners,
the matter be continued until the second meeting in January.
Attorney Jim Luther, representing the opposition, stated he was prepared to
ask the Council to impose a deadline on the club; however, in light of the
current efforts being made, he would agree that the matter continue another
month.
On a motion by Councilman Buxton, seconded by Councilman Weinkauf, it was
unanimously carried to continue the public hearing regarding the Ukiah Valley
Trap Club to January 16, 1974.
INTRODUCTION OF ORDINANCE NO. 654
AMENDING SECTION 3513 OF THE CODE
MINIMUM CHARGE FOR UTILITY SERVICE
On a motion by Councilman Pearson, seconded by Councilman Buxton, it was
unanimously carried to introduce Ordinance No. 654 by title, "An Ordinance Of
the City Of Ukiah Amending Section 3513 Of The Ukiah City Code; Minimum Charge
For Utility Service".
RESOLUTION NO. 74-35 ESTABLISHING
SYSTEM OF BI-WEEKLY PAYROLL PAYMENTS
On a motion by Councilman Pearson, seconded by Councilman Buxton, it was
unanimously carried Resolution No. 74-35 be adopted and the Mayor and Clerk
be authorized to sign same, "Resolution Of The City Council Of The City
Of Ukiah Establishing The System Of Bi-Weekly Payroll Payments For The City
Of Ukiah".

CLAIM FOR DAMAGES DENIED
(LLOYD LASWELL FOR STEPSON)
The City Attorney reviewed subject claim in the amount of $48.00.
Claimant alleges the child sustained a knee injury after striking a
sprinkler head in Vinewood Park. It was recommended the claim be
denied and referred to the insurance carrier.
On a motion by Councilman Weinkauf, seconded by Councilman Pearson, it
was unanimously carried the claim for damages filed by Lloyd Laswell
be denied and referred to the insurance carrier.
AWARD OF BID FOR FENCING AT ANTON STADIUM

City Manager recommended the bid be awarded to the low bidder, U. S. Steel Co.
with the deletion of the :f encing in order to stay within the amount budgeted.
The city crews could accomplish removal of the existing fence for an
estimated amount of $1250.00.
On a motion by Councilman Buxton, seconded by Councilman Pearson, it was
unanimously carried to award the bid for fencing at Anton Stadium to
U. S. Steel in the total amount of $8386.64, deleting Item No. 1 in the
bid as recommended.
REQUEST & AUTHORIZATION TO CALL FOR
BIDS FOR TRANSFORMERS
On a motion by Councilman Buxton, seconded by Councilman Pearson, it was
unanimously carried the Clerk be authorized to call for bids for 1-300 KVA
and 1-225 KVA transformer, bids to be received prior to 2:00 p.m. , January
15, 1974.
PUBLIC HEARING DATE SET FOR ZONE
CHANGE APPLICATION NO. 74-12
On a motion by Councilman Pearson, seconded by Councilman Weinkauf, it was
unanimously carried the set the public hearing date to consider Zone Change
Application No. 74-12 (H. A. Madden) for January 16, 1974,

COUNCILMAN PEARSON
Councilman Pearson asked what has occurred as far as the old library building
is concerned. The City Manager reported an appraisal report is in the process
of preparation, after which the matter will be ready for going to bid.
ADJOURNMENT
Mayor Simpson adjourned the meeting at 8:37 p.m. after which the Council reconvened
in Executive Session.
