HomeMy WebLinkAboutmin 1974-02-20 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH FEBRUARY 20, 1974 - PAGE 1 The City Council convened in regular session in the Council Chambers at 8: 00 p.m, with Councilmen Norgard, Pearson, Weinkauf and Mayor Simpson present. Councilman Buxton was absent. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Councilman Norgard. M � APPROVAL OF MINUTES On a motion by Councilman Pearson, seconded by Councilman Weinkau it was unanimously carried the minutes of the meeting of February 6, 1974, be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Weinkauf, seconded by Councilman NOrgard, it was unanimously carried Payroll Warrants #1758 to #1909 inclusive for the period of January 16th to January 31, 1974, inclusive be approved in the total amount of $64,350. 10. GENERAL WARRANTS On a motion by Councilman Norgard, seconded by Councilman Pearson, it was unanimously carried General Warrants #3409 to #3560 inclusive in the total amount of $147, 179. 49 be approved and ordered paid. PROCLAMATION - SICKLE CELL ANEMIA Mayor Simpson read and signed a proclamation declaring the period of February 24 through March 2, 1974, to be Sickle Cell Anemia Week. CONTINUATION OF PUBLIC HEARING UKIAH VALLEY TRAP CLUB The public hearing on the subject matter was declared opened at 8 : 04 p.m. City Attorney reported that the Trap Club has scheduled a shoot for Sunday morning, February 24th at the prospective new site to see if the sound in the new location raises any particular problems with land owners in the area. Some adjoining property owners have been notified and the County Planning Department has been advised and will have a representative present at the shoot. If negotiations on this prospective site are successful, it will re- quire the obtaining of a use permit from the County. James Luther, attorney representing the property owners in Rogina Heights, the area adjacent to the present Trap Club site, ex- plained that his clients have been most cooperative, but feel now that the delay is unwarranted and noted that the lease expired in July and want the shooting to cease. Mr. Luther noted that while this hearing has been continued from meeting to meeting, the shooting continues at the present site. Mr. Luther made the following request of the City Council : "That the City Council immediately obtain the Trap Club' s agreement to stop shooting immediately, or if Trap Club is unwilling to so agree that the City tender the Trap Club thirty days written notice to vacate the City property" . Mike Paoli, representing the Trap Club, asked Council ' s indulgence to one more meeting; since, by that time, they will have the results of the test shoot and, consequently, know more about the agreement with the landlords of the proposed site. Mr. Paoli felt that at that time, plans would move more speedily. Discussion by Council followed. On a motion by Councilman Weinkauf, seconded by Councilman Pearson it was carried by the following roll call vote to continue the public hearing regarding the Ukiah Valley Trap Club to March 6, 1974 . AYES: Councilmen Weinkauf, Norgard, Pearson, Mayor Simpson NOES : None ABSENT: Councilman Buxton MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH FEBRUARY 20, 1974 - PAGE 2 RESOLUTION NO. 74-38 ESTABLISHING POLICY WITH REGARD TO STORM DRAINAGE SYSTEM OF THE CITY OF UKIAH Resolution No. 74-38 was introduced and read by the City Manager M outlining a four point program for taking action in order to provide the best feasible control of storm watrs in the City of Ukiah. On a motion by Councilman Norgard, seconded by Councilman Pearson, it was unanimously carried Resolution No. 74-38 be adopted and the Mayor and Clerk be authorized to sign same, "A Resolution Of The City Council Of The City Of Ukiah Establishing Policy With Regard To Storm Drainage System Of The City Of Ukiah" . Jeanne Jackson was present to represent the residents of the Apple Avenue, Cherry Street area, an area of particular concern. Miss Jackson directed questions to the Council. It was recommended to Miss Jackson that she make arrangements to meet with the City Engineer to discuss the Doolin Creek Drainage area in which Apple and Charry are located and was assured of the City' s continued efforts to develop a coordinated program of improve- ments. City Manager reviewed for Council the Capital Improvement Program for financing drainage improvements and a detailed outline of the costs of a drainage project to alleviate flooding problems in the Apple-Cherry area and to update costs of the city-wide drainage program. RESOLUTION NO. 74-39 COMMENDING CITY CREWS FOR EFFORT DURING FLOOD City Manager introduced Resolution No. 74-39 Commending City Crews for their efforts during the recent flood. On a motion by Councilman Pearson, seconded by Councilman Weinkauf, it was carried by the following roll call vote that Resolution No. 74-39 be adopted and the Mayor and Clerk be authorized to sign same, "A Resolution Of The City Council Of The City Of Ukiah Commending City Workers For Their Efforts During The Storm On January 15, 16, 1974" . PUBLIC HEARING DATE SET FOR ZONE CHANGE APPLICATION NO. 74-17 STANDARD OIL COMPANY OF CALIFORNIA On a motion by Councilman Weinkauf, seconded by Councilman Norgard, it was unanimously carried to set the public hearing date to consider Zone Change Application No. 74-17 of the Standard Oil Company of California for March 6 , 1974 . PUBLIC HEARING DATE STE FOR VARIANCE APPLICATION NO. 74-20 PACIFIC TELEPHONE COMPANY On a motion by Councilman Norgard, seconded by Councilman Pearson it was unanimously carried to set the public hearing date to consider Variance Application No. 74-20 of the Pacific Telephone Company for March 6, 1974 . REQUEST FOR PERMISSION TO APPLY FOR TRAFFIC SAFETY GRANT FOR PEDESTRIAN SAFETY AND BICYCLE PATH STUDY City Manager presented a request for permission to apply for approval to conduct a bicycle path study along with a study of pedestrian safety needs. In order to provide funds for this study, City wishes to apply for a Federal grant administered by the Office of Traffic Safety. MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH FEBRUARY 20, 1974 - PAGE 3 On a motion by Councilman Norgard, seconded by Councilman Weinkauf, it was carried by the following roll call vote that permission be given to apply for Traffic Safety Grant for Pedestrian Safety and Bicycle Path Study administered by the Office of Traffic Safety. AYES: Councilmen Weinkauf, Norgard, Pearson and Mayor Simpson. NOES: None ABSENT: Councilman Buxton REPORT ON COUNCILMAN BUXTON City Manager reported that Councilman Buxton is progressing very satisfactorily from his recent heart attack, and will be able to resume his activities in approximately one month. GOLF COURSE GREEN FEES FOR 18 YEAR OLDS The Parks and Recreation Commission has requested that City Council extend the "no charge" privilege to members of the High School golf team until such time a rate structure can be determined. Suggested dates were February 1 to June 15, 1974 . The problem arose when 18 year olds were being charged adult rates, as they no longer are eligible under the family ticket. Following discussion, Council determined to wait until official action is taken by the Parks and Recreation Commission regarding rate structure at the golf course. BUSH STREET BRIDGE DEDICATION Dedication of the recently completed Bush Street Bridge was set for 9: 30 a.m. Thursday, February 21, 1974 . Mayor Simpson noted that the new bridge is much safer and a project well done. COUNCILMAN WEINKAUF Councilman Weinkauf inquired as to the status of the newsletter. City Manager reported that Department Heads will submit copy and the mastheads are in the process of being prepared.
