The City Council convened in regular session on the Council Chambers
at 8: 01 p.m, with Councilmen Weinkauf, Norgard, Wood, Simpson and
Mayor Pearson present.
INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation was given by the REverend Mr. Elmer Schmitt and
Councilman Norgard led in the pledge of allegiance.
APPROVAL OF MINUTES
On a motion by Councilman Norgard, seconded by Councilman Simpson
it was unanimously carried the minutes of the regular meeting of
March 20, 1974, be approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Weinkauf , seconded by Councilman Norgard
it was unanimously carried Payroll Warrants #2195 to #2332 inclusive
for the period of March lst to March 15, 1974 , inclusive, be approved
in the total amount of $59, 179. 02.
GENERAL WARRANTS
On a motion by Councilman Wood, seconded by Councilman Simpson,
it was unanimously carried General Warrants #3757 to #3792 inclusive
in the total amount of $26, 099. 75 be approved and ordered paid.
PROCLAMATION-EMPLOYER SUPPORT OF THE
GUARD AND RESERVE WEEK"
Mayor Pearson read subject proclamation declaring the week of
April 1-6 "Employer Support of the Guard and Reserve Week" and
enjoining the citizens of Ukiah to support their Guardsmen and
Reservists to insure this nation the security necessary to pre-
serve the American way of life. Pictures were taken and subject
proclamation presented to representatives of the local reserve
unit.
RESOLUTION NO.. 74-49 APPLYING FOR
CERTIFICATION OF ELIGIBILITY TO
DECLARE SURPLUS FEDERAL PROPERTY
FOR CIVIL DEFENSE PURPOSES
On a motion by Councilman Norgard, seconded by Councilman Weinkauf
it was unanimously carried to adopt Resolution No. 74-49 and the
Mayor and Clerk be authorized to sign same, "Resolution Of The
City Council Of The City Of Ukiah Applying For Certification Of
Eligibility To Declare Surplus Federal Property For Civil Defense
Purposes. "
RESOLUTION NO. 74-50 DECLARING WEEDS
ON PRIVATE PROPERTY TO BE PUBLIC NUISANCE
On a motion by Councilman Simpson, seconded by Councilman Weinkauf
it was unanimously carried to adopt Resolution No. 74-50 and the
Mayor and Clerk be authorized to sign same, "Resolution Declaring
Weeds and Rubble Upon Private Property To Be Public Nuisance And
Ordering Abatement Of Same" .
APPROVAL OF DIVISION OF FORESTRY
REQUEST FOR USE OF AIRPORT
DURING 1974 FIRE SEASON
Subject request is for permission to utilize the Ukiah Airport to
base two aircraft, Super PBY and an F7F, during the 1974 fire
season. Airport Commission recommendations as set forth in the
March 19, 1974, minutes were read as follows:

It was moved, seconded, and carried by unanimous vote to recommend
to the City Council that the request be approved, providing there.
is no alternate airport available, and with the following conditions :
1) All aircraft operating from Ukiah must be able to meet
the "Start-Stop" test within 5000 feet, or less, at the current
ambient temperature.
2) No single wheel aircraft that has a gross weight in
excess of 28, 000 pounds is to be permitted to operate from
Ukiah.
3) No single engine aircraft will be permitted to operate
from Ukiah.
4) A Waiver of Liability, as specified by City Attorney and
City Council, is to be furnished in writing to City of Ukiah
by all parties involved in the fire fighting oeprations prior to
start of operations.
A letter from the Division of Forestry dated April 2, 1974, re-
sponded individually to the Airport Commission recommendations,
and was reviewed in detail by the City Manager.
Mrs. Dorothy Barber was present in the audience, referred to a
letter she had received from the FAA and read a portion therefrom
which referred to safety measures being met and asked if tests
had been performed to meet the safety measures . Mr. Bud Davis,
Sis-Q Flying Service who was present in the audience explained
that commercial planes have performed the "start-stop" tests
On a motion by Councilman Simpson seconded by Councilman Weinkauf
it was unanimously carried to approve the Division of Forestry request
under the same conditions which the operation functioned for fire
season 1973-74 with the additional conditions that a waiver of
liability, as specified by City Attorney and City Council, is to
be furnished in writing to City of Ukiah by all parties involved in
the fire fighting operations prior to start of operations and that
proof be submitted that the aircraft used meet the required start stop
ADi test as set forth in FAA regulations.
The Airport Commission has completed its study for a set of stand-
ards to apply to evaluations of potential fixed base operators
at the Airport and recommends Council consider adoption of same.
Said standards have been reviewed by the City Manager and City
Attorney and their adoption is recommended.
On a motion by Councilman Wood, seconded by Councilman Weinkauf
it was unanimously carried to adopt the fixed base operator
standards at the Airport.
AWARD OF BID FOR POLICE
VEHICLES TO COX MOTORS
City Manager reported only one bid was received for subject vehicles.
The bid was from Cox Motors for three vehicles in the total amount
of $12, 180. 90 plus tax. He pointed out the bid from Cox Motors
is higher than anticipated when budgeted last year and pointed out
five options available to the Council in the award of the bid,
one of which was to reject the bid and purchase through the
State of California. By utilizing the facilities of the State,
subject vehicles can be obtained to meet our specifications at
a savings of approximately $300 per vehicle.
Mr. Jim Smith, Cox Motors, was present in the audience and stated
his firm has met all requirements of the bid, that the State is
not in the automobile business but orders from a local Dodge dealer
in Sacramento, and stated reasons which, in his opinion, warranted
Council purchasing locally.

Councilman Wood pointed out the potential savings to the City by
purchasing through the State. General consensus was in favor of
purchasing locally, if a reasonable bid is received.
On a motion by Councilman Simpson, seconded by Councilman Norgard
it was carried by a majority voice vote to award the bid for three
police vehicles to Cox Motors in the total amount of $12,180. 90,
plus tax.
REQUEST & AUTHORIZATION TO CALL
FOR BIDS FOR 1500 KVA TRANSFORMER
On a motion by Councilman Norgard, seconded by Councilman Wood
it was unanimously carried the Clerk be authorized to call for
bids for one 1500 KVA transformer, bids to be received prior to
2: 00 p.m. April 23, 1974.
DISCUSSION OF CONTRACT FOR
AMBULANCE SERVICES
City Manager reported subject contract expires on the 5th of
April, 1974. Efforts to insure that both City and County approaches
to the city ambulance company are coordinated, have not be completed
because of County staff shortages. It was therefore recommended
that the Council approve an extension of the existing agreement
for 90 days to allow time to review subject matter in more detail
with the County.
On a motion by Councilman Simpson, seconded by Councilman Norgard
it was unanimously carried to grant a 90 day extension to the
agreement with the Ukiah Ambulance Service from the expiration
date, April 5, 1974.
FEASIBILITY OF UTILITY
DISCOUNTS FOR SENIOR CITIZENS
Council had been furnished with a report of the impact of a
utility discount for senior citizens. Said report raised the
question of determination of eligibility, techniques to establish
eligibility, and the budgetary impact. Councilman Wood stated
it was his understanding a special census will be taken in May
which should provide a means by which some of the questions may
be answered. It was determined that subject matter will again
appear on the June agenda accompanied with a follow-up report.
APPROVAL TO APPLY FOR TRANSPORTATION
DEVELOPMENT ACT FUNDS
City Manager reported the City' s allocation from subject program was
financed by levying the state sales tax on gasoline at the time the
Transportation Development Act was passed in 1971. By the end of
1974 it is anticipated that the City' s allocation will be $209, 000.
It was recommended that said amount be used for construction of
the Ford Street Bridge, South Main Street construction, and side-
walk construction.
On a motion by Councilman Weinkau$ seconded by Councilman Simpson
it was unanimously carried to authorize the City Manager to apply
for Transportation Development Ac t Funds.
COMPLAINT REGISTERED - RALPH RAINS
Mr. Ralph Rains, 1001 Helen Avenue was present in the audience to
register a complaint to the city' s requirement for the construction
of curb, gutter, and sidewalk as part of his minor subdivision.
He stated his willingness to meet the requirements if the other
property owners in the neighborhood constructed curb, gutter, and
sidewalk in front of their property. Council determined that Mr.
Rains work out the problem with the City Manager and City Engineer.

COMPLAINT REGISTERED-HIGHLAND AVENUE RESIDENTS
The following persons were present in the audience to register a
complaint regarding the alleged damage, nuisance, and hazard
to their property that the mudslides have caused after the two
most recent storms:
1) George Hunter, 22 Highland Drive. _. ._
2) Mrs. Rita Drivell, 38 Mill Court
3) Jack C. Hamson, Highland Drive
4) Barry Wood, 51 Highland Court
It was pointed out that the clean up after the storms has cost
the City money, yet the problem still exists and has resulted
in a nuisance that must be abated. The problem exists not only
on upper and lower levels of Highland. Avenue but on Mill Court
and Mill Street.
Council discussed subject matter, asked what is involved in clean
up work after each storm and what constructive preventative
maintenance could be accomplished to prevent a recurrence of the
problem.
Councilman Simpson made a motion City staff investigate the matter,
talk to property owners, and if no results, go to court.
Motion died for lack of a second.
On a motion by Councilman Simpson seconded by Councilman Norgard
it was unanimously carried to direct the appropriate city
official to visit the site to ascertain the extent of the
problem and have the necessary drawings for Council consideration
at the next meeting.
COMPLAINT REGISTERED - MR. L.M. DAIL
Mr. L. M. Dail, Rancho del Rey, registered a complaint regarding
alleged improper notification to the mobile home owners of a
change in method of billing. Mr. Dail was advised to contact
the City Manager at his office to discuss the matter in detial.
COUNCILMAN WEINKAUF
Councilman Weinkauf reported he has received his first newsletter
and appreciated getting it.
COUNCILMAN NORGARD
Councilman Norgard reported the fire season is not far away and
the brush in the mountains is very thick and consideration should be
given to its treatment.
Councilman Norgard referred to the drainage water as it leaves
the City, reducing capacity in the streams and river. City Manager
reported the City and County will be meeting on subject matter.
COUNCILMAN WOOD
Councilman Wood referred to the projected date of May for Council
consideration of the General Plan and stated the possibility of
there not being a full Council at this time. City Manager re-
ported subject matter may be considered at a special meeting.
MAYOR PEARSON
Mayor Pearson suggested that consideration be given to establish-
ing fire trails in the mountains.

PUBLIC INTEREST & NECESSITY IN
ACQUISITION OF PRIVATE PROPERTY
FOR PUBLIC USE
On a motion by Councilman Norgard, seconded by Councilman Wood,
it was carried by the following roll call vote Resolution No. 74-51
be adopted and the Mayor and Clerk be authorized to sign same,
"Resolution Of The City Council Of The City Of Ukiah Declaring
The Public Interest And Necessity In the Acquisition Of Private
Property For Public Use" . AYES : Councilmen Weinkauf, Norgard, Wood,
Simpson, Mayor Pearson. NOES: None ABSENT: None
ADJOURNMENT
Mayor Pearson adjourned the meeting at 9: 53 p.m.
