The City Council convened in regular session in the Council Chambers
at 8: 03 p.m. with Councilmen Weinkauf, Norgard, Wood, Simpson, and
Mayor Pearson present.
INVOCATION & PLEDGE OF ALLEGIANCE
The invocation was given by the Reverend Mr. Elmer Schmitt and
Councilman Simpson led in the Pledge of Allegiance.
APPROVAL OF MINUTES
On a motion by Councilman Weinkauf, seconded by Councilman Simpson
it was unanimously carried the minutes of the May 29 , 1974 , special
meeting be approved as submitted by the Clerk.
On a motion by Councilman Norgard, seconded by Councilman Weinkauf
it was unanimously carried the minutes of June 51 1974 , regular
meeting be approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Weinkauf, seconded by Councilman Norgard
it was unanimously carried the Payroll Warrants #2904 to #3079
inclusive for the period of May 16, 1974 to May 31, 1974 , inclusive
be approved in the total amount of $66, 985. 25 .
GENERAL WARRANTS
On a motion by Councilman Simpson, seconded by Councilman Wood
it was unanimously carried the General Warrants #4121 to #4290
inclusive in the total amount of $147, 837 . 26 be approved and
ordered paid.
PUBLIC HEARING TO CONSIDER ELECTRIC RATE INCREASE
Mayor Pearson introduced Mr. Bill Moore, Pacific Gas and Electric
representative. Mr. Moore spoke concerning the rate increases
his company has experienced which has necessitated passing a
portion of said increase on to the customer. Since the City
purchases power from PG&E, said increase has effected the City
also. At the time the cost of wholesale power to the City was
increased 22% in 1972, only a 14% rate increase was passed along
to the City' s customers. This has proved to be insufficient.
Inflation has increased costs of materials and supplies, expenses
have risen 30% over the last two years, and personnel costs continue
to increase due to the impact of inflation. Based on these facts
and the fact that funding for electric service improvements is
necessary, the City Manager recommended an increase in electric
rates by adding 3 mills per kwh to all rate blocks .
Public hearing was declared open at 8 : 20 p.m.
There was no one present in the audience to speak in favor of or
in opposition to the proposed increase.
Councilman Simpson asked if the proposed increase is the minimum the
City can afford. City Manager stated the proposed rate increase
will allow approximately $15, 000 in the reserve fund at the end of
the year and this amount is considered to be quite low. City Manager
also pointed out the proposed rates will be 4% to 13% below rates
charged by PG&E to the customers in the outskirts of the City.
Public hearing was declared closed at 8 : 25.

RESOLUTION NO. 74-66 ADOPTING
RATES FOR ELECTRIC SERVICE
On a motion by Councilman Norgard, seconded by Councilman Simpson
it was unanimously carried Resolution No. 74-66 be adopted and
the Mayor and Clerk be authorized to sign same, "Resolution Of
The City Council Of The City Of Ukiah Adopting Rates For Electric
Service" . '
ADOPTION OF ORDINANCE NO. 658
REZONING PROPERTY (ZONE CHANGE
APPLICATION NO. 74135-PLANNING COMMISSION)
On a motion by Councilman Norgard, seconded by Councilman Simpson
it was carried by the following roll call vote Ordinance No. 658
be adopted and the Mayor and Clerk be authorized to sign same,
"An Ordinance Of The City Council Of The City Of Ukiah, Amending
Chapter 2, Division 9 Of The Ukiah City Code By Rezoning
Property From Existing R-1 Zone and C- 1 Zone To C-N Zone (Zone
Change Application No. 74-35, City of Ukiah Planning Commission)

RESOLUTION NO. 74-67 APPOINTING MEMBERS
TO PLANNING COMMISSION & RECREATION & PARKS

On a motion by Councilman Simpson, seconded by Councilman Weinkauf,
it was unanimously carried Resolution No. 74-67 be adopted and
the Mayor and Clerk be authorized to sign same, "Resolution Of
The City Council Of The City Of Ukiah Appointing Commission Members
To The Planning Commission & Recreation and Parks Commission
(Sam Ray, Joe Mayfield, Bob Cannon, Al Norris) " .
RESOLUTION NO. 74-68 AMENDING
CITY PAY PLAN
On a motion by Councilman Norgard, seconded by Councilman Simpson
it was unanimously carried Resolution No. 74-68 be adopted and
the Mayor and Clerk be authorized to sign same, "A Resolution
Of The City Of Ukiah Amending The City Of Ukiah Pay Plan" .
RESOLUTION NO. 74-69 AMENDING
CITY CLASSIFICATION PLAN
On a motion by Councilman Wood, seconded by Councilman Weinkauf
it was unanimously carried Resolution No. 74-69 be adopted and
the Mayor and Clerk be authorized to sign same, "Resolution Of The
City Council Of The City Of Ukiah Amending The Classification
Plan" .
RESOLUTION NO. 74-70 ESTABLISHING
INCENTIVE PAY PROGRAM FOR TREATMENT
PLANT EMPLOYEES
On a motion by Councilman Norgard, seconded by Councilman Simpson
it was unanimously carried Resolution No. 74-70 be adopted and
the Mayor and Clerk be authorized to sign same, "A Resolution Of
The City Council Of The City of Ukiah Establishing An Incentive Pay
Program For The Positions Of Public Works Superintendent, Chief
Treatment Plant Operator, and Treatment Plant Operator" .

On a motion by Councilman Simpson, seconded by Councilman Weinkauf,
the Clerk be directed to call for bids for water main construction to
the Hospitality House. _
it was unanimously carried
REQUEST & AUTHORIZATION TO
CALL FOR BIDS FOR 12" WATER PIPE
On a motion by Councilman Simpson, seconded by Councilman Norgard
it was unanimously carried the Clerk be directed to call for bids for
1370 feet 12" Class 150 AC pipe.
AWARD OF BID TO UKIAH AIR CONDITIONING
& REFRIGERATION FOR AIRPORT ADMINISTRATION
BUILDING AIRCONDITIONING/HEATING UNIT
City Manager reviewed the tabulation of bids received for subject
bid as follows :
5 Ton Unit Ukiah Air Cond. & Refrig. $3200. 00
5 Ton Unit Wegesser Refrigeration* 4250. 00
*Alternate Bid
4 Ton Unit 3195. 00
On a motion by Councilman Wood, seconded by Councilman Norgard
it was unanimously carried to award the bid for one 5 ton unit
to Ukiah Air Conditioning & Refrigeration Company in the total
amount of $3200. 00.
RESOLUTION NO. 74-71 ESTABLISHING
GREENS FEES FOR MUNICIPAL GOLF COURSE
A tie vote at the previous Council meeting resulted in subject
matter being brought back to the Council for consideration.
Councilman Simpson indicated his approval of the proposed rates
as recommended by the Recreation and Parks Commission. The opinion
of the remainder of the Council was the same as set forth in the
June 5th meeting and was so stated by each Councilman.
On a motion by Councilman Norgard, seconded by Councilman Simpson
it was carried by the following roll call vote Resolution No. 74-71
be adopted and the Mayor and Clerk be authorized to sign same,
"Resolution Of The City Council Of The City Of Ukiah Establishing
Greens Fees For The Municipal Golf Course" .

FURTHER DISCUSSION OF USE
OF GIORNO PARK FACILITIES
The use of the old softball diamond which had been abandoned several
years ago because of complaints from adjoining property owners was a
matter of discussion at the June 5th meeting and was brought back to
the Council for further discussion at this time. The property owners
in the immediate area had been contacted concerning subject matter.
Mrs. Snyder and Mr. Brodie were present in the audience and stated
they were in agreement with the use of the field for Pop Warner football
but stressed the fact that this be the only activity allowed.
On a motion by Councilman Norgard, seconded by Councilman Simpson
it was unanimously carried the old softball field at G iorno Park be
used for Pop Warner football only.

REFERRAL OF GENERAL PLAN TO PLANNING COMMISSION
Subject matter was continued for Council discussion from the
public hearing June 12th to formulate specific recommendations for
referral to the Planning Commission along with the recommendations
set forth in the City Manager' s memorandum dated June 12, 1974 .
Council discussion resulted in the following recommendations
for Planning Commission consideration and study prior to
public hearings the Commission schedules:
1) Grandfather in all existing non-conforming uses.
2) Referral to Page 76 of the Plan regarding gravel harvestin the
creek areas - not opposed to that occurrence for new facilities .
3) Definition of downtown core in conjunction with section on
scenic highway. If a downtown core is proposed to continue to
the freeway, the result will be strip development along the
freeway.
4) There appears to be misunderstanding of the concept of the
greenbelt. There is a need for more explanation for future
development of home sites.
5) Clarification of review of the plan three time per year.
6) Treatment of creeks is a problem and needs clarification.
7) Where is the low cost housing proposed to be.
8) Further explanation is needed as to the reason for the plan
encompassing such a vast area.
9) The plan speaks to the problem of banishing farms, but it
appears there is contradiction of this in the plan.
10) Agricultural landowners cannot survive with the proposed
trails. This proposal is in need of clarification.
11) Some of the area in the plan is beyond the scope of the
Council.
12) Council has to come to grips with cleanup of the hills in
the winter and the fire hazard in the summer.
13) The idea of the plan is to keep the local control here.
14) The public should be advised of public hearings the
Planning Commission schedules with an advertisement in the
local paper.
On a motion by Councilman Wood, seconded by Councilman Simpson
it was unanimously carried to refer the General Plan to the
Planning Commission for study and consideration of recommendations.
DISCUSSION OF 1974-75 PROPOSED BUDGET
City Manager reviewed the changes Council had requested at the
budget hearing June 18, 1974 as set forth in a memorandum dated
June 19, 1974 . With one exception - Item Number 3 for a Dolphin
"B" Coach - the adjustments were as previously discussed.
Councilman Norgard made a motion to adopt Resolution No. 74-72
Adopting the 1974-75 Budget for the City of Ukiah. Councilman
Simpson seconded the motion. Prior to the question, Councilman
Norgard withdrew the motion.
A proposal from the Tin Center for a paid director through the
City' s Parks and Recreation budget was presented for Council
consideration. Council recognized the work done to date by pri-
vate individuals for the ongoing of the Teen Center and recognized
the need for a director, but determined the Council may consider
augmenting the program at a later date.
RESOLUTION NO. 74-72 ADOPTING

On a motion by Councilman Norgard, seconded by Councilman Simpson
it was carried by the following roll call vote Resolution No.
74-72 be adopted and the Mayor and Clerk be authorized to sign
same, "Resolution Of The City Council Of The City Of Ukiah Adopting
1974-75 Budget For The City Of Ukiah" .

Councilman Simpson suggested that/the Planning Commission gets
the report concerning the General Plan, that the planning
consultants also be provided with the information.
ADJOURNMENT
Council adjourned to personnel session at 9: 42 to consider
commission appointments. Council action is set forth in the
following resolution.
