The City Council convened in regular session in the Council Chambers at 8:04 p.m.
with Councilmen Weinkauf, Norgard, Wood, Simpson, and Mayor Pearson present.
City Manager was absent.
PLEDGE OF ALLEGIANCE
Councilman Norgard led in the Pledge of Allegiance.
APPROVAL OF MINUTES
On a motion by Councilman Weinkauf, seconded by Councilman Simpson, it was unani-
mously carried the minutes of the regular meeting of October 2, 1974, be approved
as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman Wood, it was unanimously
carried Payroll Warrants #4214 to #4365 inclusive for the period of September 22
to October 5, 1974, inclusive in the total amount of $62,117.25 be approved.
GENERAL WARRANTS
On a motion by Councilman Simpson, seconded by Councilman Wood, it was unanimously
carried the General Warrants #4818 to #4963 inclusive in the total amount of
$267,967.77 be approved and ordered paid.
RESOLUTION NO. 75-35 APPOINTING MEMBER TO
CIVIL SERVICE BOARD (BRUCE CROOK)
On a motion by Councilman Norgard, seconded by Councilman Simpson it was unani-
mously carried Resolution No. 75-35 be adopted and the Mayor and Clerk be authorized
to sign same, "Resolution Of The City Council Of The City Of Ukiah Appointing Member
To Civil Service Board".
Resolution No. 75-36 AUTHORIZING AGREEMENT
TO PURCHASE TAX DEEDED PROPERTY
On a motion by Councilman Simpson, seconded by Councilman Wood, it was unanimously
carried Resolution No. 75-36 be adopted and the Mayor and Clerk be authorized to
sign same, "Resolution Authorizing Mayor and Clerk To Sign Agreement To Purchase
Tax Deeded Property".
RESOLUTION NO. 75-37 AUTHORIZING AGREEMENT
WITH UKIAH VALLEY TEEN CENTER, INC.
On a motion by Councilman NOrgard, seconded by Councilman Simpson it was unanimously
carried Resolution No. 75-37 be adopted and the Mayor and Clerk be authorized to
sign same, "Resolution Of The City Council Of The City Of Ukiah Authorizing Execution
Of Agreement With Ukiah Valley Teen Center, Inc.".
NOTICE OF COMPLETION - OAK MANOR PARK, A.C.
SURFACINGS, TALMAGE WATER LINE EXTENSION,
PARTITION AT POLICE HEADQUARTERS
On a motion by Councilman Simpson, seconded by Councilman Norgard, it was unanimously
carried the Oak Manor Park improvements, the asphalt concrete surfacings on city
streets, the construction of Talmage Road water line extension, and the office
partition at Police Headquarters be accepted as complete and the Clerk be authorized
to file the required Notice of Completion.
REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR
CHAIN & SPROCKETS FOR SEDIMENTATION TANK
On a motion by Councilman Wood, seconded by Councilman Simpson, it was unanimously
carried the Clerk be authorized to call for bids for chain and sprockets for
sedimentation tank , bids to be received prior to November 4, 1974.

BID AWARD GOBBI STREET WIDENING
(PARNUM PAVING)
pro tempore Al Kruth
City Manager/reviewed the bids received for subject work and recommended the
bid be awarded to the low bidder, Parnum Paving, subject to state and federal
approvals:
Parnum Paving, Ukiah $135,331.60
Lin W. Ford, Ukiah $1899,432.00
On a motion by Councilman Simpson, seconded by Councilman Norgard, it was
unanimously carried the bid for construction of Gobbi Street Widening between
Leslie Street and State Street be awarded to Parnum Paving, Inc, in the total
amount of $135,331.60, subject to approval of the governmental agencies.
BID AWARD TURF SWEEPER
H.B. CARTER CO. , OAKLAND
City Manager pro tempore reported only one bid was received for subject
sweeper, it complies with specifications and meets the budget allocation.
On a motion by Councilman Norgard, seconded by Councilman Weinkauf, it was
unanimously carried the bid for the turf sweeper be awarded to H. B. Carter Co.
in the total amount of $3158.80.
CITIZENS COMMITTEE
Council discussed the need for formation of subject committee. Publicity has
been given for volunteers to serve on said committee and Council had been provided
with the names of volunteers resulting from said publicity. Councilman Norgard
indicated a need to generate more interest and enthusiasm. Councilman Wood
stated he had names of people interested in serving on the committee. The
formation of the committee and appointments thereto was held over.
JOHN DURKIN
John Durkin was present in the audience, referred to the bad condition of Porzio
Lane, and asked what the city could do about its repair. Mr. Kruth explained
the street is not a public road; it is owned by private parties and businesses.
Council determined the matter could be brought to the attention of the
property owners in an effort to persuade them to blacktop the area.
COUNCILMAN NORGARD
Councilman Norgard asked if the drainage problem at Airport Road and the
railroad has been corrected. City Manager pro tempore stated he will check
the matter, but was of the opinion the matter has been taken care of.
COUNCILMAN WEINKAUF
Councilman Weinkauf stated he has received a letter from a citizen alleging
problems with the telephone company. The matter will be referred to Mr. Ed
Bean, Pacific Telephone for handling.
COUNCILMAN SIMPSON
Councilman Simpson reported the Transportation Committee has requested the
County to speed up the execution of the Joint Powers Agreement to expedite
matters of the committee. Documents have been made available to the City
Manager and City Planner for feedback, after which public hearings will be '
scheduled.
COUNCILMAN WOOD
Councilman Wood referred to a request Mayor Pearson had received from a citizen
for a community garden. Mayor Pearson stated the request was for the use of
city property,where water is available,for interested citizens to plant vegetable
gardens similar to Victory Gardens planted in years past.

Councilman Weinkauf brought up the subject of the planting of wild flower
seeds on city properties. It was suggested such an accomplishment may
interest the Garden Club.
Councilman Wood called the Council's attention to the Folklore Ballet from
Mexico City, sponsored by the Mendocino Community College, which is scheduled to
appear in Ukiah October 23rd. Councilman Wood stated the concert is well worth
seeing.
MAYOR PEARSON
Mayor Pearson reported Ukiah is happy to have a new FM station in Ukiah - Radio
Station KKTU.
Mayor Pearson reported she has received very favorable comments from a citizen
concerning the streets in the city.
Mayor Pearson requested, in line with the President's recommendation to the
nation concerning fuel conservation, that a member of the Council and the City
Manager meet separately with each department head to cut fuel costs 5% in their
respective departments and 5% inflationary costs.
On a motion by Councilman Simpson, seconded by Councilman Wood, it was
unanimously carried to give the conservation assignment to the City Manager
and report the results to the Council at a later date.
NEW BICENTENNIAL CHAIRMAN
Mayor Pearson reported Mr. Ed Bean replaces Jack Pearson as chairman of
subject committee.
ADJOURNMENT
Mayor Pearson adjourned the meeting at 8:48 p.m. after which the Council re-
convened in Executive Session.
