HomeMy WebLinkAboutmin 1974-11-06 id s� �l MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH NOVEMBER 6, 1974 - PAGE 1 The City Council convened in regular session in the Council Chambers at 8:02 p.m. with Councilmen Weinkauf, Norgard, Wood, Simpson, and Mayor Pearson present. PLEDGE OF ALLEGIANCE Councilman Weinkauf led in the Pledge of Allegiance. APPROVAL OF MINUTES ~' i On a motion by Councilman Wood, seconded by Councilman Simpson, it was unani- mously carried the minutes of the regular meeting of October 16, 1974, be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Norgard, seconded by Councilman Weinkauf, it was unanimously carried Payroll Warrants #4366 to #4492 inclusive for the period of October 6th to October 19, 1974, inclusive in the total amount of $62,129.62 be approved. GENERAL WARRANTS On a motion by Councilman Wood, seconded by Councilman Simpson, it was unanimously carried General Warrants #4964 to #4999 inclusive in the total amount of $114,351.64 be approved and ordered paid. PROCLAMATION-UNITED WAY WEEK Mayor Pearson read subject proclamation proclaiming the week of November 3-9, 1974, as United Way Week in Ukiah and urged all citizens to volunteer their best efforts to the United Way. INTRODUCTION OF ORDINANCE NO. 662 RENUMBERING DUE TO DUPLICATION On a motion by Councilman NOrgard, seconded by Councilman Wood, it was carried by the following roll call vote to introduce by title, Ordinance No. 662, "An Ordinance Of The City Council Of The City Of Ukiah Renumbering Certain Sections Of Ordinance No. 647". AYES: Councilmen Weinkauf, Norgard, Wood, Simpson, Mayor Pearson NOES: None ABSENT: None APPROVAL OF AMENDMENT TO FAIRGROUNDS WATER LINE AGREEMENT On a motion by Councilman Simpson, seconded by Councilman Weinkauf, it was unanimously carried "Amendment #1 Waterline Agreement Between City of Ukiah and 12th District Agricultural Association" be approved and the Mayor and Clerk be authorized to sign same. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR CONDUIT WITH ELLS & COUPLINGS On a motion by Councilman Norgard, seconded by Councilman Simpson, it was unanimously carried the Clerk be directed to call for bids for 6" and 4" PVC conduit and related supplies, bids to be received prior to 2:00 p.m. November 19, 1974. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR 150 KVA TRANSFORMERS On a motion by Councilman Norgard, seconded by Councilman Simpson, it was unanimously carried the Clerk be directed to call for bids for two 150 KVA 3 phase transformers, bids to be received prior to 2:.00 p.m. November 26, 1974. MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH NOVEMBER 6, 1974 - PAGE 2 REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR ELECTRIC CABLE On a motion by Councilman Simpson, seconded by Councilman Weinkauf, it was unanimously carried to direct the City Clerk to call for bids for 15KV shielded cable - concentric neutral, bids to be received prior to 2:00 p.m. November 26, 1974. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR EMERGENCY POWER SUPPLY FOR TELEMETERING EQUIPMENT On a motion by Councilman Wood, seconded by Councilman Simpson, it was unanimously carried to direct the Clerk to call for bids for an emergency power supply for telemetering equipment, bids to be received prior to 2:00 p.m. November 26, 1974. APPROVAL OF SOCIAL ELEMENT PROPOSAL City Manager stated subject proposal is in response to an earlier Council request. Efforts have been made recently to institute changes in California cities to involve local government in a broader range of issues, i.e. social needs as well as physical needs. The city can act as a catalyst in this ares of need. Subject proposal is in response to this need. The City Manager stated the local North Coast Opportunities office has a history of concern in the social service area, is knowledgeable in this field and can develop a social element for the City, in this particular case, better than an outside consulting firm or existing staff. Kathy Munroe, NCO, was present in the audience, stated the assumptions proposed to carry out the program, and answered questions directed by Council. On a motion by Councilman Simpson, seconded by Councilman Wood it was carried by the following roll call vote to approve the proposal of North Coast Opportunities to complete a social element study at a cost not to exceed $5200. AYES: Councilmen Simpson, Wood, Norgard, Weinkauf, Mayor Pearson NOES: None ABSENT: None UTILITY RATE STUDY At the time the proposed senior citizens utility discount was reviewed, Council directed staff to prepare a report on the impact of utility rates on low income persons and to consider alternate rate designs that would promote conservation by inverting the existing rate blocks. With regard to electric rates, City Manager recommended a delay to await the results of an investigation of rates being con- ducted by the Public Utilities Commission. The current city water rate is constructed with a $5.00 minimum regardless of use. Other rate designs for Council to consider were reviewed by the City Manager - 1) Flat rate, 2) Declining rate blocks (the most common used) , 3) ascinding rate block (discouraging use) , 4) Unitary rate block, (5) Daily peak demand metering, 6) seasonal peak demand metering. City Manager suggested that Council consider the uses of water in the process of determining proper rate structures, i.e. domestic consumption and use, commercial use, irrigation and landscape maintenance, and Fire Protection. Use related fees are appropriate for all uses except fire protection which is a large cost to the water system but is a provision of potential rather than use. City Manager suggested Council carefully weigh the impact of any revised rate schedule on city park water needs and the financial load imposed on the General Fund. The primary concern from an administrative viewpoint is that regardless of rate structure, revenues should be adequate and recommended that prior to any major utility rate redesign, the City conduct a study in sufficient detail to insure that revenues will not be adversely affected. The County data processing unit can conduct subject study for an estimated cost of $2,000 for a test of four selected months of data. After Council discussion, the matter was tabled until after the Public Utilities Commission study of electric rates. City Manager reported the EIR has been prepared and scheduled for the next Planning Commission meeting. After its approval, there can be more action on subject matter. COUNCILMAN WEINKAUF Councilman Weinkauf asked the progress of work on Perkins Street. City Engineer reported the specifications should be ready for Council consideration at the next meeting.
