HomeMy WebLinkAboutmin 1975-03-19 r MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH MARCH 19, 1975 - PAGE 2 RESOLUTION NO. 75-56 AUTHORIZING EXECUTION OF JOINT POWERS AGREEMENT (ELECTRIC POWER DEVELOPMENT FUND) On a motion by Councilwoman Pearson, seconded by Councilman Simpson it was carried by a majority voice vote Resolution No. 75-56 be adopted and the Mayor and Clerk be authorized to sign same, "A Resolution Of The City Council Of The City Of Ukiah Authorizing Execution Of A Joint Powers Agreement Creating An Electric Power Development Fund" . RESOLUTION NO. 75-57 APPROVING FINAL MAP FOR WABASH PLACE SUBDIVISION On a motion by Councilman Simpson, seconded by Councilman Wood it was unanimously carried Resolution No. 75-57 be approved and the Mayor and Clerk be authorized to sign same, "A Resolution Of The City Council Of The City Of Ukiah Approving The Final Map For Wabash Place Subdivision" . REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR POLES & CROSS ARMS On a motion by Councilman Simpson, seconded by Councilman Wood it was unanimously carried the Clerk be authorized to call for bids for poles and cross arms, bids to be received prior to 2 : 00 p.m. April 9, 1975. PRESENTATION OF SOCIAL ELEMENT DATA BY NORTH COAST OPPORTUNITIES Kathy Monroe and a portion of the N.C.O. staff gave a detailed progress report of the Social Element the organization is developing for the General Plan. The research work has been completed and is now ready for a plan of action. The research has resulted in the development of the needs expressed by citizens of householdswithin the city limits as well as inventory of the availability of service groups. Public workshops are scheduled to obtain further input after which the Social Element will be completed and presented to the Council prior to the end of May. CORRESPONDENCE: YOKAYO SCHOOL PTA City Manager read a letter from the President of the Yokayo School PTA expressing thanks for construction of sidewalks around the school. Subject project is being completed through the CETA pro- gram. RESOLUTION NO. 75-58 AUTHORIZING EXECUTION OF CETA VI SUBGRANT On a motion by Councilman Simpson, seconded by Councilman Pearson it was unanimously carried Resolution No. 75-58 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council of the City of Ukiah Authorizing The Execution Of A Comprehensive Employment And Training Act Title VI Subgrant" . FLUORIDATION HEARING EXTENDED Correspondence from Dr. Holtzer, Public Health Officer requested that a 30 day notification period be allowed for factual infor- mation to the public prior to subject hearing. On a motion by Councilman Wood, seconded by Councilman Simpson it was unanimously carried to set April 16, 1975, for public hearing on the subject of fluoridation. MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH MARCH 19, 1975 - PAGE 3 COUNCILMAN SIMPSON Councilman Simpson gave a report of the recent Transportation Planning Agency meeting. Job specifications to handle public transportation will go to this committee April 7th. It appears that it will be 6 to 8 months before a system is operating in the County. Councilman Simpson reported he was privileged to witness a. DeMolay installation in Southern California recently. He expressed his appreciation to the local DeMolay group for attending the meeting and wished the group the best in its program. Councilman Simpson requested that explanation be made in the Newsletter regarding the wheel chair ramps that are being con- structed in the current sidewalk project. COUNCILWOMAN PEARSON Councilwoman Pearson referred to a property that was a subject for Planning Commission consideration several months ago, noting the sidewalk requirement had not been complied with. It was re- ported staff is aware of subject property and time for compliance has not expired. Councilwoman Pearson referred to a recent request Council had made to the Board of Supervisors for a combined meeting to resolve some of the mutual problems. The Board of Supervisors had considered subject matter and suggested a yearly meeting . It was pointed out one meeting per year would not be adequate to be effective. Council indicated support of quarterly meetings. FLUORIDATION Jack Pearson suggested Council consider moving to the Veterans Building for subject public hearing. Council determined to use subject facility, if available on that date. Dr. William Vest reported, in his opinion, the city' s water system needs fluoridation.
