MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH

The City Council convened in regular session in the Council Chambers
at 8: 07 p.m. with Councilmen Norgard, Wood, Simpson and Mayor Weinkauf
present. Councilwoman Pearson was absent. City Attorney was absent.
INVOCATION AND PLEDGE OF ALLEGIANCE
The Reverend Dr. Elmer Schmitt led in the invocation and Councilman
Norgard led the Pledge of Allegiance.
PROCLAMATION - BUDDY POPPIES & FLANDERS POPPIES
Mayor Weinkauf read subject proclamation urging the citizens to
contribute generously to support the purchase of Buddy Poppies and
Flanders Poppies.
APPROVAL OF MINUTES
On a motion by Councilman Norgard, seconded by Councilman Simpson
it was unanimously carried the minutes of the regular meeting of
April 2nd and April 16, 1975, be approved as submitted by the Clerk.
PAYROLL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman Wood it
was unanimously carried Payroll Warrants #1352 to #1533 inclusive
for the period of April 6th to April 19, 1975 inclusive in the
total amount of $76, 228. 78 be approved.
GENERAL WARRANTS
On a motion by Councilman Simpson, seconded by Councilman Wood it
was unanimously carried General Warrants #1039 to #1078 inclusive
in the total amount of $73 , 575. 17 be approved and ordered paid.
AT THIS POINT IN THE MEETING MAYOR WEINKAUF ADJOURNED THE COUNCIL
MEETING TO A MEETING OF THE REDEVELOPMENT AGENCY - 8 :15 P.M.
The City Council reconvened in regular session at 9: 45 p.m.
INTRODUCTION OF ORDINANCE NO. 670
ALTERING PROCEDURE FOR BICYCLE LICENSING
On a motion by Councilman Simpson, seconded by Councilman Wood
it was carried by the following roll call vote to introduce Ordinance
No. 670, "An Ordinance Of The City Council Of The City Of Ukiah
Amending Article 1, Chapter 5 Of Division 8 Of The Ukiah City
Code (Bicycle Licensing) "
AYES: Councilmen Norgard, Wood, Simpson, Mayor Weinkauf .
NOES: None
ABSENT: Councilwoman Pearson
CORRESPONDENCE: JACK AND MARIE GOUDGE
City Manager acknowledged letter of thanks from Jack and Marie
Goudge, 628 Grove for the sidewalk program and how it has improved
the looks of the city as well as providing work for the unemployed.
CORRESPONDENCE: TELEPROMPTER CABLE TV
Subject correspondence requested Council adopt a resolution opposing
sports programming blackout. Council determined the City Attorney
should look into the implications involved and see if this action
is necessary.
DISCUSSION OF FORMER BROMLEY PROPERTY FOR
USE AS PARKING FOR POSTAL DEPARTMENT
Attorney Jim Luther, representing Mr. Ted Fiebusch, was present
in the audience to request that the Council reconsider its action of
January 15, 1975, approving a lease agreement with the postal depart-
ment for subject property. Mr. Luther referred to Council action
of 11-17-71 when subject property was purchased for the purpose of

expanding existing parking facilities in the downtown area. Mr.
Luther referred to private parking in the immediate area that could
be made available to the postal department, thus leaving subject
property free to be used as originally intended.
At this point in the meeting, Councilman Norgard raised the question
of the possibility of a conflict of interest. Mr. Luther stated
the question of conflict is totally up to Councilman Wood.
He. and Councilman Wood share office expenses, but each has his
own private practice.
City Manager stated the property was sitting vacant and unused at
the time the post office contacted the city and asked for lease
arrangements. It was agreed that the post office would pave the
lot. This appeared to be a reasonable approach to get the lot
paved and used for parking at the end of the lease. Mr. Luther
stated the concern is that during the term of the lease, the
property will not be available for public parking. Councilman
Wood stated at the end of the lease the city will have a paved
lot plus money f r om the lease. Councilman Simpson raised the question of

CLAIM FOR DAMAGES DENIED - DANIEL C. RICE
On a motion by Councilman Wood, seconded by Councilman Simpson
it was unanimously carried the Claim for Damages for alleged
personal injuries to Daniel C. Rice, 1371 Berkeley Way be denied
and the insurance carrier be notified of Council action.
ELECTRIC RATES REMAIN UNCHANGED
Resolution No. 75-28 adopted 10-2-74 approved an 11% electric rate
increase to be effective May 1, 1975. Council indicated a desire
to review this decision if anticipated PG&E retail rate changes
did not occur. The rate changes have not occured. City Manager
recommended the electric rates remain unchanged.
On a motion by Councilman Norgard, seconded by Councilman Simpson
.it was unanimously carried to withhold action on the electric
rate increase to an indefinite time in the future.
RESOLUTION NO. 75-67 APPROVING
AGREEMENT FOR MAINTENANCE OF STATE HIGHWAY
On a motion by Councilman Simpson, seconded by Councilman NOrgard
it was unanimously carried Resolution No. 75-67 be adopted and
the Mayor and Clerk be authorized to sign same, "Resolution Of The
City Council of The City Of Ukiah Approving Agreement For Maintenance
Of State Highway In The City Of Ukiah" .
RECOMMENDATION OF AIRPORT COMMISSION
TO ESTABLISH AIRCRAFT PARKING FEES
The Airport Commission requested Council adopt a policy authorizing
a $50 per hour fee to aircraft owners/operators having aircraft
based at Ukiah who park aircraft at the fueling area and leave it
parked after fueling. Lack of cooperation in this regard makes
it impossible for airport personnel to service other aircraft.
This practice has been repeated over a period of a year and has
resulted in a problem, making it impossible to offer reasonable
services to pilots desiring fuel. Council asked if the area had
been posted and if the proposal is practical. Council tabled
subject matter.

REQUEST & AUTHORIZATION TO CALL
FOR BIDS FOR 3/4 TON PICKUP TRUCK
On a motion by Councilman Norgard, seconded by Councilman Simpson
it was unanimously carried to authorize the Clerk to call for bids
for one 3/4 ton pickup truck, bids to be received prior to 2: 00 p.m.
May 27, 1975.

FURTHER DISCUSSION OF SALE OF
PROPERTY FOR PROPOSED SOUTHSIDE PARK
Subject matter had been referred to the Parks and Recreation Commission
by the Council at the previous meeting . Said commission recommended
Council consider purchase of a portion of the Johnson property and
all of the Vern Parducci property. The following persons were present
in the audience and spoke in favor of said purchase:
Charles Myers, Chairman, Parks and Recreation Commission
Sally Maxson presented a petition with 250 signatures requesting
purchase of the Johnson property.

Maggie Cooper
The consensus was that a park located on the south side of town
was a part of the master plan concept developed by the Parks and
Recreation Commission, its location adjacent to Nokomis School is
in harmony with the philosophy of joint facilities use, the need
is for a 'park - not a subdivision, subject property is the only
suitable piece of property on the south side, the immediate need
is to purchase - develop later, parks are located on every side of
the city except the south side.
Council pointed out that a large percentage of public property is
devoted to public use and that the City has carried the burden
of availability of parks for the Valley. Council was concerned
with the availability of funds at this time and considered budget
time the opportune time to look at proposed capital improvements
and set priorities at that time. City Manager was directed to present
a definite approach to the matter at the next meeting after discuss-
ing the possibilities with the School District and County.
TOUR OF REDEVELOPMENT AGENCY WORK
IN REDDING, SANTA ROSA, AND NAPA
City Manager reported subject tour will leave City Hall May 14th
at 7: 00 a.m. Arrangements have been made to have a bus take staff ,
Planning Commission, press and any others interested in seeing what
redevelopment has accomplished in these cities.
NOTICE OF COMPLETION - CONCRETE WORK ON W. PERKINS
On a motion by Councilman Simpson, seconded by Councilman Norgard
it was carried by the following roll call vote to accept the concrete
work on West Perkins Street as complete and direct the Clerk to
file the required Notice of Completion.

NO SMOKING ORDINANCE
Councilman Wood suggested a no smoking ordinance be agendaed for
Council consideration.

COUNCILMAN SIMPSON
Councilman Simpson reported the Transportation Planning Agency
approved the three projects requested by the City, one of which
was the dial-a-ride system.
LEAGUE MAYORS ' & COUNCILS ' LEGISLATIVE CONFERENCE
Subject conference will be held in Sacramento May 19-21. Three
members of Council are scheduled to attend.
ADJOURNMENT
Mayor Weinkauf adjourned the meeting at 10: 45 p.m. after which
Council reconvened in Adjourned Executive Session.
RESOLUTION NO. 75-68
HONORING BARBARA COX
On a motion by Councilman Simpson, seconded by Councilman Norgard
it was unanimously carried Resolution No. 75-68 be adopted and
the Mayor and Clerk be authorized to sign same, "Resolution Of
The City Council Of The City Of Ukiah Honoring Barbara Cox For
Her Participation And Support Of The Ukiah Women' s Golf Club" .
RESOLUTION NO. 75-69
HONORING GLADYS STICKNEY
On a motion by Councilman Norgard, seconded by Councilman Wood
it was unanimously carried Resolution No. 75-69 be adopted and
the Mayor and Clerk be authorized to sign same, "Resolution Of
The City Council Of The City Of Ukiah Honoring Gladys Stickney
For Her Pa rticipation And Support Of The Ukiah Women' s Golf
Club" .
