HomeMy WebLinkAboutmin 1975-05-21 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH MAY 21, 1975 - PAGE 1 The City Council convened in regular session in the Council Chambers at 8: 04 p.m. with Councilwoman Pearson, Councilmen Norgard, Wood, Simpson, and Mayor Weinkauf present. PLEDGE OF ALLEGIANCE Councilman Simpson led in the Pledge of Allegiance. APPROVAL OF MINUTES On a motion by Councilman Norgard, seconded by Councilman Wood, it was unanimously carried the minutes of the regular meeting of May 21, 1975, be approved as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilwoman Pearson, seconded by Councilman Norgard it was unanimously carried Payroll Warrants #1534 to #1744 inclusive for the period of April 20th to May 3 , 1975 inclusive in the total amount of $78, 446. 83 be approved. GENERAL WARRANTS On a motion by Councilwoman Pearson, seconded by Councilman Norgard it was unanimously carried General Warrants #1079 to #1257 inclusive in the total amount of $221, 574 . 14 be approved and ordered paid. MAYOR WEINKAUF ADJOURNED THE COUNCIL MEETING TO A MEETING OF THE REDEVELOPMENT AGENCY - 8: 06 P.M. The City Council reconvened in regular session at 8 : 07 p.m. FLUORIDATION-RECONSIDERATION OF MOTION TO AMEND BUDGET TO PROVIDE FUNDS FOR EQUIPMENT City Manager reported subject matter is returned at the direction of the Council in accordance with April 16th minutes. Councilwoman Pearson was not present at the April 16th meeting when the vote on subject matter resulted in a tie vote. Councilwoman Pearson stated that as a citizen and mother she is in favor of fluoridation. As a Councilwoman she has always had the courage of her convictions, has considered the entire matter and has received many calls on the subject. The pros and cons received weigh equally. Councilwoman Pearson made a motion, seconded by Councilman Norgard to place the fluoridation issue on the ballot at the next General Municipal Election March, 1976, and to leave the allowance for purchase of the necessary equipment in the budget until after said election. Under the question, Councilman Simpson expressed the importance of the availability of funds should the issue pass. In his opinion those who wish the matter placed on the ballot should circulate petitions and bring said petitions before the Council for consideration of a special election. This would prevent the possibility of someone seekingelection to the Council on the basis of one point, without the total interest of the city in mind. Mayor Weinkauf expressed agreement with Councilman Simpson' s statements. Councilman Wood stated it would be well to budget $50, 000 as a contingency item in the 1975-76 budget. Councilwoman Pearson' s motion to place the fluoridation issue on the March, 1976 Ballot carried by the following roll call vote: AYES: Councilmen Wood, Norgard, Councilwoman Pearson. NOES: Councilman Simpson and Mayor Weinkauf MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH MAY 21, 1975 - PAGE 2 ADOPTION OF ORDINANCE NO. 668 BUILDING REGULATIONS On a motion by Councilman Wood, seconded by Councilman Simpson it was carried by the following roll call vote to adopt Ordinance No. 668 and the Mayor and Clerk be authorized to sign same, "An Ordinance Of The City Council Of The City Of Ukiah Repealing And Amending Certain Chapters And Sections Of Division 3 Of The Ukiah City Code (Building Regulations) " AYES: Councilmen Simpson, Wood, Norgard, Councilwoman Pearson, and Mayor Weinkauf NOES: None ABSENT: None ADOPTION OF ORDINANCE NO. 669 UNIFORM FIRE CODE On a motion by Councilman Norgard, seconded by Councilwoman Pearson it was carried by the following roll call vote to adopt Ordinance No. 669 and the Mayor and Clerk be authorized to sign same, "An Ordinance Of The City Council Of The City of Ukiah Repealing Chapter 3 Of Division 6 Of The Ukiah City Code And Adding A New Division 6 To The Ukiah City Code Adopting By Reference The 1973 Uniform Fire Code: Also Renumbering Chapter 4 Of Division 6" . AYES: Councilmen Simpson, Wood, Norgard, Councilwoman Pearson, and Mayor Weinkauf NOES: None absent: None ADOPTION OF ORDINANCE NO. 670 BICYCLE LICENSING On a motion by Councilman Wood, seconded by Councilwoman Pearson it was carried by the following roll call vote to adopt Ordinance No. 670 and the Mayor and Clerk be authorized to sign same, "An Ordinance Of The City Council Of The City Of Ukiah Amending Article 1, Chapter 5 Of Division 8 Of The Ukiah City Code (Bicycle Licensing) " . AYES: Councilmen Simpson, Wood, Norgard, Councilwoman Pearson, and Mayor Weinkauf NOES: None ABSENT: None INTRODUCTION OF ORDINANCE NO. 671 NO SMOKING - COUNCIL CHAMBERS) On a motion by Councilman Simpson, seconded by Councilman Wood, it was unanimously carried to introduce by title Ordinance No. 671, "An Ordinance Of The City Council Of The City Of Ukiah Adding Chapter 6 To Division 5 Of The Ukiah City Code (No Smoking - Council Chambers) " . APPROVAL OF AMENDMENT TO SANITARY LAND FILL AGREEMENT On a motion by Councilwoman Pearson, seconded by Councilman ---- Norgard it was unanimously carried to approve Addendum No. 2 + to the Sanitary Land Fill Agreement and the Mayor and Clerk be authorized to sign same. CLAIM FOR DAMAGES DENIED ANNETTE PARKS, 2140 SOUTH STATE On a motion by Councilman Norgard, seconded by Councilwoman Pearson it was unanimously carried to deny the claim filed by Annette Parks, 2140 South State and refer same to the insur- ance carrier.
