HomeMy WebLinkAboutmin 1975-07-02 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH JULY 21 1975 - PAGE 1 The City Council convened in regular session at 8 : 05 p.m. with Councilwoman Pearson, Councilmen Norgard, Wood, Simpson and Mayor Weinkauf present. INVOCATION & PLEDGE OF ALLEGIANCE Councilman Simpson led in the invocation and Councilwoman Pearson led in the Pledge of Allegiance. APPROVAL OF MINUTES On a motion by Councilman Norgard, seconded by Councilman Simpson it was unanimously carried to approve the June 18 , 1975 minutes as corrected. On a motion by Councilwoman Pearson, seconded by Councilman Norgard, it was unanimously carried to approve the adjourned meeting of June 24, 1975, as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Norgard, seconded by Councilman Pearson it was unanimously carried Payroll Warrants #2165 to #2363 inclusive for the period of June lst to June 14 , 1975, inclusive in the total amount of $79, 268 .73 be approved. GENERAL WARRANTS On a motion a onseconded by GQuncilm.an.Sinsara..� it was unanimously carried General Warrants #1503 to #1577 inclusive in the total amount of $72,239. 52 and #1578 to #1591 inclusive in the total amount of $39, 952 . 94 be approved and ordered paid. PUBLIC HEARING - WEED ABATEMENT Public hearing on subject matter was opened at 8 : 09 p.m. There was no one present in the audience who spoke in favor of or in opposition to the matter. Public hearing was closed at 8 :10 p.m. Norgard On a motion by Councilman Hie -, seconded by Councilwoman Pearson it was unanimously carried Resolution No. 76-1 be adopted and the Mayor and Clerk be authorized to sign same, "A Resolution Of The CityCouncil Of The City Of Ukiah Directing The Abatement Of Weeds, Rubbish, Refuse And Dirt On Certain Parcels Of Land In The City Of Ukiah" . RESOLUTION NO. 76-2 APPROVING FINAL MAP FOR OAK MANOR SUBDIVISION UNIT NO. 2F Councilman Norgard expressed concern with the drainage problem as this area becomes fully developed. City Engineer explained that the low area has been modified so that the majority of -the water will go down East Gobbi. On a motion by Councilman Simpson, seconded by Councilwoman Pearson it was unanimously carried Resolution No. 76-2 be adopted and the Mayor and Clerk be authorized to sign same, "A Resolution Of The City Council Of The City Of Ukiah Approving The Final Map For Oak Manor Subdivision Unit 2F" . AT THIS POINT IN THE MEETING MAYOR WEINKUAF ADJOURNED THE COUNCIL MEETING TO A MEETING OF THE REDEVELOPMENT AGENCY - 8 : 20 P.M. The Council reconvened in regular session at 9: 20 p.m. 7 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH JULY 2, 1975 - PAGE 2 RESOLUTION NO. 76-3 ADOPTING 1975-76 BUDGET On a motion by Councilman Pearson, seconded by Councilman Norgard it was unanimously carried Resolution No. 76-3 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Adopting 1975-76 Budget For The City Of Ukiah" AYES: Councilwoman Pearson, Councilman Norgard, Wood, Simpson, Mayor Weinkauf NOES: None ABSENT: None RESOLUTION NO. 76-4 SETTING TAX RATE On a motion by Councilman Norgard, seconded by Councilman Simpson it was carried by the following roll call vote to adopt Resolution No. 76-4 and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Determining Amount Of Revenue Necessary From Property Taxes And Fixing Tax Rates For Fiscal Year 1975-76" . AYES: Councilwoman Pearson, Councilmen Norgard, Wood, Simpson, Mayor Weinkauf NOES: None ABSENT: None RESOLUTION NO. 76-5 (PROMOTIONAL SERVICES WITH UKIAH CHAMBER OF COMMERCE) On a motion by Councilman Norgard, seconded by Councilwoman Pearson it was unanimously carried Resolution No. 76-5 be adopted and the m- Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Authorizing Execution Of An Agreement For Promotional Services With The Greater Ukiah Chamber Of Commerce" . RESOLUTION NO. 76-6 COUNTY CHAMBER OF COMMERCE On a motion by Councilman Simpson, seconded by Councilwoman Pearson it was unanimously carried Resolution No. 76-6 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Authorizing Execution Of An Agreement With The Mendocino County Chamber Of Commerce For The Fiscal Year 1975-76" . AWARD OF BIDS FOR PETROLEUM PRODUCTS City Manager reviewed the following tabulation of bids received and recommended the award as circled on the tabulation: Supplier Reg. V MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH JULY 21 1975 - PAGE 3 On a motion by Councilman Norgard, seconded by Councilwoman Pearson it was unanimously carried to award the bid for petroleum products as recommended by the City Manager. COUNCILMAN WOOD Councilman Wood made favorable comments on the small but adequate sign listing 6-7 offices located in the new John Maudlin office building complex. COUNCILMAN SIMPSON Councilman Simpson reported he has received calls concerning proper notification to the property owners in the area and the objectionable noise that could result if the proposed gazebo at the park is permitted to be constructed. It was suggested that the operating hours fall within a given time frame. COUNCILWOMAN PEARSON Councilwoman Pearson asked the possibility of painting a white line in the center of the bridge going to Oak Manor. City Engineer stated he would work with the County on the matter. COUNCILMAN NORGARD Councilman Norgard referred to the announcement of the appointment of the new Golf Pro and stated he is pleased with his qualifications and happy with the developments. JACK PEARSON Jack Pearson reported, in his opinion, the signs in the area of the Chamber of Commerce office on East Perkins are objectionable. The possibility of the drafting of a sign ordinance was dis- cussed. CHAMBER OF COMMERCE Mr. Lu McRee, representing the Chamber of Commerce expressed appreciation to the Council for its cooperation. He stated the Chamber is doing an effective job and that business has increased. ADJOURNMENT Mayor Weinkauf adjourned the meeting at 9:36 p.m. after which the Council reconvened in Executive Session. In Executive Session the Council made appointments to the following commissions: RESOLUTION NO. 76-7 APPOINTING COMMISSION MEMBERS On a motion by Councilman Wood, seconded by Councilwoman Pearson it was unanimously carried Resolution No. 76-7 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Appointing Commission Members To The Airport, Planning, And Recreation Commissions (Dan Cohen, Carolyn Cleland, Gail Monpere; Lee Sandelin; Henry Brooks, Billie Smith) ATTEST: ayo City Clerk
