HomeMy WebLinkAboutmin 1975-10-01 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH OCTOBER 1, 1975 - PAGE 1 The City Council convened in regular session at 8: 01 p..m. with Councilwoman Pearson, Councilmen Wood, Simpson, and Mayor Weinkauf present. Councilman Norgard was absent. City Manager was absent. INVOCATION AND PLEDGE OF ALLEGIANCE Councilman Simpson led the invocation and Councilwoman Pearson led in the Pledge of Allegiance. PROCLAMATION - WHITE CANE DAYS Mayor Weinkauf read subject proclamation and declared October 16, 17 , and 18, 1975 to be White Cane Days and urged all citizens to join in sharing with all Lions in their concern for the best sight possible for our citiznes in need, and for friendly help for the blind in need, by giving to the Lions White Cane Days. APPROVAL OF MINUTES On a motion by Councilwoman Pearson, seconded by Councilman Simpson it was unanimously carried to approve the September 17 , 1975, minutes as submitted by the Clerk. PAYROLL WARRANTS On a motion by Councilman Simpson, seconded by Councilman Wood, it was carried Payroll Warrants #3349 to #3538 inclusive in the amount of $87, 027. 62 for the period of August 24, 1975 to September 6, 1975, be approved and ordered paid. GENERAL WARRANTS On a motion by Councilwoman Pearson, seconded by Councilman Simpson it was unanimously carried General Warrants #2108 to #2134 inclusive in the total amount of $35, 560.35 be approved and ordered paid. MAYOR WEINKAUF ADJOURNED THE COUNCIL MEETING TO A MEETING OF THE UKIAH REDEVELOPMENT AGENCY - 8: 05 P.M. The Council reconvened in regular session at 8 :35 p.m. RESOLUTION NO. 76-19 APPOINTING MEMBER TO PLANNING COMMISSION (MRS. MARTHA E. HARMON) On a motion by Councilman Wood, seconded by Councilman Simpson it was unanimously carried Resolution No. 76-19 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City Of Ukiah Appointing Member To Planning Commission (Martha E. Harmon) " . RESOLUTION NO. 76-20 PROVIDING GUIDELINES GOVERNING CONFLICTS OF INTEREST On a motion by Councilman Simpson, seconded by Councilwoman Pearson it was carried by the following roll call vote Resolution No. 76-20 be adopted and the Mayor and Clerk be authorized to sign same, "A Resolution Prov iding Guidelines Governing Conflicts of Interest" AYES: Councilwoman Pearson, Councilmen Wood, Simpson, Mayor Weinkauf NOES: None ABSENT: Councilman Norgard MEETING CONTINUED TO OCTOBER 8 TO CONSIDER A PUBLIC HEARING DATE On a motion by Councilman Simpson, seconded by Councilman Wood it was unanimously carried to continue the meeting to October 8, 1975, to consider a resolution requesting a public hearing date. MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH OCTOBER 1, 1975 - PAGE 2 N0. 6-21 RESOLUTION/GRANTING VARIANCE TO PAUL & DOROTHY HANSEN, 106 S. STATE Subject application is a request for a waiver of off street parking requirements for a proposed store and office building to be located at 106 South State in an area zoned C-1, Light Commercial District. Planning Commission recommended the request be granted. On a motion by Councilman Simpson, seconded by Councilman Wood, it was unanimously carried Resolution No. 76-21 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Granting Variance To Paul & Dorothy Hansen" . CLAIM FOR DAMAGES DENIED BEN TROEDEL, JR. City Attorney reported claimant is representing plaintiff in class action and representing the class claiming City of Ukiah water is not palatable. It was recommended the claim be denied and referred to the insurance carrier. On a motion by Councilman Wood, seconded by Councilman Simpson it was unanimously carried to deny the claim filed by Ben Troedel, Jr. and refer same to the insurance carrier. HILLSIDE HOSPITAL REQUEST FOR CITY PARTICIPATION IN HOSPITAL FINANCING REJECTED City Manager pro tempore reported the City Manager had met with Hillside Hospital staff and counsel as directed at the last meeting to discuss specifics of subject proposal. The hospital has cooperated in supplying information requested, including payment for attorney fees. The recommendation of the City Manager was not to sponsor the venture and that Mr. Coomes be directed to stop his analysis and the unexpended amount be returned to the hospital car defer subject matter for detailed legal review by legal counsel, Mr. Coomes. On a motion by Councilman Wood, seconded by Councilman Simpson it was carried by the following roll call vote to reject Hillside Hospital' s request for City participation in hospital financing and that Mr. Coomes be directed to stop his analysis of the docu- ments and that unexpended portion of the legal fees deposit be returned to Hillside Hospital. AYES: Councilwoman Pearson, Councilmen Wood, Simpson, and Mayor Weinkauf NOES: None ABSENT: Councilman Norgard VOTING DELEGATE AND ALTERNATE TO LEAGUE On a motion by Councilman Simpson, seconded by Councilman Wood, it was unanimously carried Mayor Weinkauf to be the voting delegate to the League of California Cities Conference October 20-22, 1975. On a motion by Councilman Simpson, seconded by Councilwoman Pearson it was unanimously carried Vice Mayor Wood to be the alternate voting delegate to the League of California Cities Conference October 20-22, 1975. REQUEST & AUTHORIZATION TO CALL FOR BIDS FOR ELECTRICAL WIRING On a motion by Councilman Simpson, seconded by Councilwoman Pearson it was unanimously carried the Clerk be directed to call for bids for 10, 000 feet 2/o alum. str. D.B. wiring, 20, 000 feet alum. str. D.B. wiring, and 10, 000 feet 300 MCM alum. str. D.B. wiring , bids to be received prior to October 21, 1975, 2 : 00 p.m. MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH OCTOBER 1, 1975 - PAGE 3 COUNCILMAN SIMPSON Councilman Simpson requested that arrangements be made for the maps to be displayed in the Council Chambers in an area where the audience can see the various subjects considered by the Council.
