MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH
OCTOBER 15, 1975 - PAGE 1
The City Council convened in regular session at 8 : 05 p.m. with
Councilwoman Pearson, Councilmen' Norgard, Wood, Simpson, and
Mayor Weinkauf present.
PLEDGE OF ALLEGIANCE
Councilwoman Pearson led in the Pledge of Allegiance.
APPROVAL OF MINUTES
On a motion by Councilwoman Pearson, seconded by Councilman Simpson
it was unanimously carried to approve the minutes of October 1, 1975,
as submitted by the Clerk.
On a motion by Councilwoman Pearson, seconded by Councilman Simpson
it was unanimously carried to approve the minutes of the adjourned
meeting of October 8, 1975, as corrected.
PAYROLL WARRANTS
On a motion by Councilwoman Pearson, seconded by Councilman Norgard
it was unanimously carried Payroll Warrants #3539 to #3716 inclusive
in the amount of $83 , 228. 29 for the period of September 7 , 1975,
to September 20, 1975, be approved.
GENERAL WARRANTS
On a motion by Councilman Norgard, seconded by Councilman Pearson
it was unanimously carried General Warrants #2135 to #2273 inclusive
in the total amount of $407, 237. 96 be approved and ordered paid.

The City Council reconvened in regular session at 8 : 51 p.m.
CLAIM FOR DAMAGES DENIED

City Attorney reviewed subject claim which alleged that injuries were
sustained due to a defective sidewalk in the 200 block of North
Pine Street. It was recommended the claim be denied.
On a motion by Councilman Wood, seconded by Councilwoman Pearson
it was unanimously carried the claim for damages filed by Flora
Mendez be denied and referred to the insurance carrier.
PUBLIC HEARING DATE SET FOR
CABLE TV RATE INCREASE
On a motion by Councilman..Wood, seconded by Councilman Simpson it
was unanimously carried to set the public hearing date for December 3 ,
1975, for the proposed cable television rate increase.
VARIANCE APPLICATION NO. 76-13
GILBERT SNYDER, SW CORNER OF
HORTENSE & CHURCH STREETS
Subject application is for variance from yard requirements as pre-
scribed by Section 9037 of the Ukiah City Code. Planning Commission
findings dated October 8, 1975, were reviewed in detail. It was the
opinion of the Planning Commission that by virtue of their study
and from evidence and arguments heard that the duplex, as proposed,
does not comply with the restrictions of the code; is not in harmony
with the character and development of the neighborhood and the subject
parcel; that special circumstances are not applicable to the subject
parcel due to its existence as a corner lot in an older developed
area and that granting of the requested Variance does constitute a
grant of special privilege inconsistent with the limitations on other
properties in the vicinity. The Planning Commission recommended denial
of subject variance.

There was no one present in the audience who spoke in favor or
in opposition to the application.
Councilman Norgard stated that he had not had an opportunity to look
at subject parcel and requested that the matter be delayed two weeks
if Council had no objections.
On a motion by Councilman Wood, seconded by Councilman
Simpson, it was unanimously carried to delay for two weeks further
consideration of Variance Application No. 76-13 filed by Gilbert
Snyder.
REQUEST TO CALL FOR BIDS
4 DOOR SEDANS FOR POLICE DEPT.
City Manager reported three vehicles are due for replacement,
however due to budget allowance, the recommendation is for
two vehicles at this time. It was recommended that the Clerk
be authorized to call for bids for two four door -sedans, bids
to be received prior to 2: 00 p.m. October 28, 1975.
Councilman Norgard asked the number of police cars in operation.
City Manager stated the department maintains six vehicles at the
present time. Councilman Norgard indicated his recollection was
four vehicles.
On a motion by Councilman Wood, seconded by Councilman Norgard,
it was unanimously carried to extend for two weeks consideration
of the call for bids for vehicles for the police department.
AB 700 & AB 1793
City Manager reported AB 700, Lifetime tenure for Peace Officers
and AB 1793, Mandatory One Year Leave for peace officers, both
of which were opposed by the City and the League were vetoed.
COUNCILMAN SIMPSON
Councilman Simpson reported on the current status of the proposed
dial a ride system in the County. He stated different types of
buses were on exhibit recently. Questionaires were distributed to
those interested to determine the type vehicle best for this
purpose. City Manager reported efforts made by the City to
discuss the possibilities of a joint venture with the County.
COUNCILWOMAN PEARSON
Councilwoman Pearson referred to the proposed resolution the City
of Los Altos Hills will offer to the League for its considera-
tion during the forthcoming conference. Subject resolution urges
the State Legislature to provide for equalization in the distribution
of the costs of support services provided community and state colleges.
On a motion by Councilwoman Pearson, seconded by Councilman Simpson
it was carried by a majority voice vote to support the resolution
proposed by the City of Los Altos Hills.
ADJOURNMENT
The meeting was adjourned at 9: 15 p.m. and reconvened in Executive
Session to consider Planning Commission vacancy.
