MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH

The City Council of the City of Ukiah convened as required by law
and in special session to canvass the ballots cast at the General
Municipal Election held on March 2 , 1976 . The meeting was called to
order at 7 : 02 p.m. in the Council Chambers with Councilwoman Pearson
Councilmen Wood, Simpson, and Mayor Weinkauf present. Councilman
Norgard was absent.
INVOCATION & PLEDGE OF ALLEGIANCE
Councilman Wood gave the invocation and Councilwoman Pearson
led in the pledge of allegiance.
RESOLUTION NO. 76-43
DECLARING RESULTS OF ELECTION
WHEREAS, it appears that Notice of Election was fully and legally given,
that voting precincts were properly established, and that in all
respects said election results were received and canvassed, and the
returns thereof made, determined, and declared in time, form and
manner as required by the laws of the State of California providing
for and regulating Municipal Elections in cities of the General Law
Class, and
WHEREAS, the City Council of said City of Ukiah met in the Council
Chambers thereof on Tuesday, the 9th of March, 1976 to canvass returns
of said election and install the newly elected officers, and
WHEREAS, the City Council finds as a result of said canvass, the number
of votes cast, the names of the persons voted for, and other matters as
required by law to be as hereinafter stated,
NOW, THEREFORE, it is hereby resolved, determined and declared as follows :
That said General Municipal Election was held and conducted in the
City of Ukiah on Tuesday, March 2, 1976, in time, form and manner pre-
scribed by law;
That there were eight (8) voting precincts established in said City
for the purpose of holding said election and that said precincts are
described in the Exhibit "A" attached hereto and incorporated herein
by reference.
That the matters enumerated in Section 22933 of the Elections Code are
contained in the Statement of Election which statement is attached
hereto and incorporated herein by reference.
RESOLVED THEREFORE, that at said General Municipal Election held in
the City of Ukiah, March 2, 1976, the following persons were elected to
the following offices respectively:
IRA N. BRANNON was elected a member of the City Council for the full
term of four years from and after March 2, 1976 and until his successor
is elected and qualified.
THEODOR S. K. FEIBUSCH was elected a member of the City Council for
the full term of four years from and after March 2, 1976 , and until
his successor is elected and qualified.
JACK SIMPSON was elected a member of the City Council for the full
term of four years from and after March 2, 1976 and until his successor
is elected and qualified.
HATTIE M. TILLOTSON was elected City Clerk for the full term of four
years from and after March 2, 1976 and until her successor is elected
and qualified.
RUBY ORR was elected City Treasurer for the full term of four years from
and after March 2, 1976 and until her successor is elected and qualified.
BE IT FURTHER RESOLVED that the measure "Should the City of Ukiah Water
System be Fluoridated" failed.
PASSED AND ADOPTED this 9th day of March, 1976 .

OATH OF OFFICE & CERTIFICATE
OF ELECTION
The three newly elected Councilmen, Ira Brannon, Ted Feibusch,
and Jack Simpson and the newly elected Treasurer, Ruby Orr were
given the Constitutional oath of Office by the Clerk and presented
with official certificates of election. Councilman Simpson gave
the Constitutional oath of office to the newly elected Clerk,
Hattie Tillotson.
ELECTION OF MAYOR AND MAYOR PRO TEMPORE
On a motion by Councilwoman Pearson, seconded by Councilman Feibusch
it was unanimously carried Councilman Wood be elected Mayor.
On a motion by Councilman Feibusch, seconded by Councilwoman Pearson
it was unanimously carried Councilman Simpson be elected Mayor
pro tempore.
Mayor Wood took the chair.

On a motion by Councilman Feibusch, seconded by Councilman Brannon
it was unanimously carried Councilman Simpson be assigned to serve
on the Local Agency Formation Commission, the Mendocino City-
County Planning Agency, and the Transportation Planning Agency.
On a motion by Councilman Brannon, seconded by Councilman Feibusch
it was unanimously carried Councilwoman Pearson be assigned to
serve as League of California Cities Liaison and County Chamber
of Commerce representative, and City Chamber of Commerce,representative
On a motion by Councilwoman Pearson, seconded by Councilman
Simpson it was unanimously carried Councilman Brannon be appointed
to the City Selection Committee and Councilman Feibusch as Alternate
to said committee.
On a motion by Councilwoman Pearson, seconded by Councilman
Brannon it was unanimously carried to appoint Councilman Simpson
to serve as the representative to the Ukiah Valley Sanitation
District.
On a motion by Councilman Simpson, seconded by Councilman Feibusch
it was unanimously carried Councilman Wood be appointed to
be representative on the Northern California Power Agency and
City Manager Swayne be the Alternate.
MAYOR WOOD
Mayor Wood stated this is the first time the City has had a Council
where its members were independent in their occupations . There
may be more time for standing committees and time to move into
standing budget committee on revitalization and urban planning.
We have the people power and the time to do it.
COUNCILMAN SIMPSON
Councilman Simpson referred to a Letter to the Editor wherein
the garbage condition by the Palace Hotel is unsightly and
should be remedied.
Councilman Simpson requested staff to look into the problem
reported on Oak Park concerning undergrounding requirements.
COUNCILMAN FEIBUSCH
Councilman Feibusch related a human interest occurrence. People
had congratulated him on his recent election to the Council and
asked when he would be "indoctrinated" to which he answered he
did not think that would ever happen.
COUNCILMAN BRANNON
Councilman Brannon stated it is a pleasure to be a part of this
group and he is looking forward to working with the Council.
MAYOR WOOD
Mayor Wood reported the National League of Cities meeting in
Washington, March 17th had been budgeted and he would be
attending the meeting.
JIM HOLLAND
Mr. Holland, representing the Fire District extended his congratula-
tions to Councilman Brannon and Councilman Feibusch and invited
them to visit the Fire Department at any time. ;/)
ADJOURNMENT
Mayor Wood adjourned the meeting at 8: 31 p.m. /
