The City Council convened in regular session at 8 : 00 p.m. with
Councilmen Brannon, Simpson, Councilwoman Pearson, and Mayor Wood
present. Councilman Feibusch was absent.
INVOCATION & PLEDGE OF ALLEGIANCE
Councilman Simpson gave the invocation and Councilman Brannon led
in the Pledge of Allegiance.
PAYROLL WARRANTS
On a motion by Councilman Simpson, seconded by Councilwoman Pearson
it was carried by the following roll call vote to approve Payroll
Warrants #6050 to #6215 inclusive in the amount of $74 , 945 . 50
for the period of March 21, 1976 to April 3 , 1976,-

GENERAL WARRANTS
On a motion by Councilwoman Pearson, seconded by Councilman Simpson
it was carried by the following roll call vote to approve General
Warrants #3407 to #3523 inclusive in the total amount of $242 , 583 . 32 .

ABSENT: Councilman Feibusch
APPROVAL OF MINUTES
On a motion by Councilman Simpson, seconded by Councilman Brannon
it was unanimously carried to approve the Minutes of the regular
meeting of April 7, 1976 , as submitted by the Clerk.
WRITTEN COMMUNICATION - KUKI
Subject communication requested Council participation in Radio
Station' s Feedback program. The purpose would be to report on
Council meeting results and the agenda for the following week.
Rules of conduct were listed in the letter and discussed by Council .
General Council consensus was in opposition to the proposal ,bas.ed

the Council and the request that the program be an exclusive of
KUKI. City Manager was directed to so notify KUKI but to feel
free to call Councilmembers any time to discuss any matter of interest.
ADOPTION OF ORDINANCE NO. 681
ZONE CHANGE APPLICATION NO. 76-41
EAST SIDE OF LESLIE STREET
On a motion by Councilman Simpson, seconded by Councilwoman Pearson
it was unanimously carried to adopt Ordinance No. 681 by title and
waive the reading of same.
On a motion by Councilman Simpson, seconded by Councilman Brannon
it was carried by the following roll call vote to adopt Ordinance
No. 681 by title only, "Ordinance Of The City Council Of The
City Of Ukiah Amending Chapter 2, Division 9 Of The Ukiah City
Code By Rezoning Property From Existing R-2 and R-3 Zones , To
C-1 Zone (Zone Change Application 76-41, Planning Commission) " .

ADOPTION OF ORDINANCE NO. 682
SUBDIVISION
On a motion by Councilwoman Pearson, seconded by Councilman Brannon
it was unanimously carried to adopt Ordinance No. 682 by title and
waive the reading of same.
On a motion by Councilman Brannon, seconded by Councilwoman Pearson
it was carried by the following roll call vote to adopt Ordinance
No. 682 by title only, "Ordinance Of The City Council Of The City Of
Ukiah Revising Chapter 1 Of Division 9 Of The Ukiah City Code
(Subdivisions) And Establishing Park And REcreation Dedication And
Fee Schedule"

RESOLUTION NO. 76-49 ESTABLISHING
AGENDA ORDER FOR COUNCIL MEETINGS
On a motion by Councilman Simpson, seconded by Councilwoman Pearson
it was carried by the following roll call vote to adopt Resolution
No. 76-49 and the Mayor and Clerk be authorized to sign same, "A
Resolution Of The City Council Of The City Of Ukiah Establishing
The Agenda Order For Council Meetings In Accordance With The
Requirements Of Resolution No. 76-45" .

RESOLUTION NO. 76-50 ESTABLISHING

On a motion by Councilwoman Pearson, seconded by Councilman Simpson
it was carried by the following roll call vote to adopt Resolution
No. 76-50 and the Mayor and Clerk be authorized to sign same, "Reso-
lution Of The City Council Of The City Of Ukiah Establishing
Subdivision Filing Fees" .

RESOLUTION NO. 76-51 SETTING PUBLIC
HEARING DATE FOR WEED ABATEMENT
On a motion by Councilman Simpson, seconded by Councilwoman Pearson
it was carried by the following roll call vote to adopt Resolution
No. 76-51 and the Mayor and Clerk be authorized to sign same,
"Resolution Declaring Weeds and Rubble Upon Private Property To Be
Public Nuisance And Ordering Abatement Of Same" .

SET PUBLIC HEARING DATE
ZONE CHANGE APPL. NO. 76-38
On a motion by Councilman Simpson, seconded by Councilwoman Pearson
it was unanimously carried to set May 5, 1976, as the public hearing
date to consider subject application to rezone an eight acre parcel
on Oak Manor Drive from C-1 to R-2 .
SET PUBLIC HEARING DATE - TENTATIVE
MAP, OAK MANOR UNIT NO. 4
On a motion by Councilman Brannon, seconded by Councilwoman Pearson
it was unanimously carried to set May 19, 1976, as the public hearing
date to consider the tentative map for Oak Manor Subdivision Unit
No. 4.

CAR RENTAL SERVICE AT MUNICIPAL AIRPORT
In accordance with Council direction, written proposals from both
Cal Air and Underwood Ford-Mercury had been solicited for car
rental service. City Manager recommended approval of the lease
arrangement proposed by Cal Air in an amount equal to 50 of the
gross sales for the car rental operation in Ukiah, Fort Bragg and
Lakeport. Underwood' s proposal could present problems with the
City employees acting as agents for the company. There was no
objection to Mr. Underwood working out a similar arrangement with
another tenant at the airport.
On a motion by Councilman Simpson, seconded by Councilman Brannon
it was unanimously carried to accept the proposal of Cal Air as
an amendment to the existing contract and to offer the same terms
and conditions to Mr. Underwood.
APPROVAL OF REPAIRS TO D-8 CAT
City Manager reported only one bid was received for repair of the
D-8 Cat. Said bid was from Berglund Tractor Company in the total
amount of $6783. 11.
On a motion by Councilman Simpson, seconded by Councilwoman Pearson
it was unanimously carried to authorize the work to be done on
the D-8 cat by Berglund Tractor Company in the total amount of
$6783 . 11.
PROCLAMATION - "HIRE A VETERAN WEEK"
City Manager read subject proclamation and Mayor Wood declared the
week of May 2 - 8 , 1976, as Hire A Veteran Week and called upon
all citizens and private employers in the city to render every
assistance and cooperation in developing job opportunities for
our veterans.
Councilman Brannon made the motion, seconded by Councilman Simpson
to amend the agenda for the above order of business. Motion carried.
WRITTEN COMMUNICATION-TAX RELIEF PLAN
Subject correspondence provided information concerning a bill
developed by Senator Behr which proposes to eliminate all property
taxes on owner-occupied residences in California and seeks support
of the legislation and requests suggestions.
SB1375 will fund local government from three new tax sources :
1. Tax on the underlying land of an owner-occupied residence,
based on an appraised value frozen at the 1976 level . Reappraisals
upward would only be allowed to match raises in the cost of living
index.
2. 5% sales tax on the purchase of an owner-occupied residence.
3. 20o surcharge on the state income tax paid by persons in owner-
occupied residences.
Council expressed opposition to subject bill with particular objection
expressed to the 5% sales tax and 20o surcharge proposed. The
opinion was also expressed that there appeared to be other inequities,
it appeared to be unsound, and the information was not properly - -
documented. It was pointed out the League of California Cities
supports the concept away from property tax to income tax. How-
ever, the bill in its present form will not be supported by the
League.
On a motion by Councilwoman Pearson, seconded by Councilman Simpson
it was unanimously carried to direct the City Manager to refer
subject matter to the Revenue and Taxation Committee indicating
that while the Council is sympathetic to the situation, the legislation
as proposed does not remedy the situation.
