HomeMy WebLinkAboutmin 1976-05-26 117 MINUTES OF THE ADMOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH MAY 26, 1976 - PAGE 1 The City Council reconvened in adjourned session at 12 : 16 p.m. with Councilmen Feibusch, Brannon, Councilwoman Pearson, and Mayor Wood present. Councilman Simpson was absent. REVIEW OF CETA EMPLOYMENT PROPOSALS City Manager reported the Manpower Office has announced that it is accepting applications for CETA positions for the fiscal year beginning July 1st. $1, 500, 000 is available for 15 months to fund 167 positions. There are 105 CETA employees on board at the present time, county wide. Council was asked to review proposals from department heads and outside agencies to establish priorities . The proposal requests 33 positions for a total cost of $479, 000 for 15 months or 1/3 of the available money. Mayor Wood explained the philosophy of the program. When asked the total funds allotted to the City, the City Manager explained this is within the discretion of the Board of Supervisors - the County can take it all. It was pointed out, however, that the County repre- sentative to the Manpower Council is amenable to receive applications from other agencies . It was pointed out that the County will take 25 positions off the top for its "rehab" center. The City can keep the 14 positions it has now - after that it is an "open ball game" . Council reviewed the proposal in detail, discussing each department request separately. Representatives from the Community Center/Volunteer Bureau and Mendo-Lake Big Brother and Sister, Inc . spoke in behalf of their proposals. City Manager stated that Councilman Simpson requested that he convey to Council, in his absence, his feeling of the urgency of supporting the Big Brother & Sister proposal. Mayor Wood stated there is a need to strike a balance; there is a public obligation to try to benefit the community on a broad scale. After detailed discussion, Council determined that 14 positions of the 33 proposed would be No. 1 priority, the remaining number would have second priority. The priority listing will be submitted to the Manpower Office as part of the application for CETA positions. BUILDING INSPECTOR POSITION City Manager reported he has contacted Frank Carpenter relative to the Building Inspector position. In the event Mr. Carpenter is not avail- able to perform the duties while recruitment is under way for that position, the County could assist in this function. Council directed the City Manager to work out an arrangement with Frank Carpenter to perform the building inspection duties on a contractural basis.
