HomeMy WebLinkAboutmin 01-19-77 2 5 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH JANUARY 19, 1977 - PAGE 1 1 The City Council met as the Standards and Policy Committee at 7:00 p.m. to become informed on geothermal activities . The City Council convened in regular session at 8: 02 p.m. with Councilmen Feibusch, Brannon, Simpson, and Mayor Wood present. INVOCATION AND PLEDGE OF ALLEGIANCE Councilman Simpson gave the invocation and Councilman Feibusch led in the Pledge of Allegiance. PAYROLL WARRANTS Councilman Feibusch made a motion, seconded by Councilman Brannon to approve Payroll Warrants #8937 to #9076 inclusive in the amount of $75, 926. 92 for the period of December. 26, 1976 to January 8 , 1977 inclusive. The motion carried by the following. roll call vote: AYES: Councilmen Feibusch, Brannon, Simpson, Mayor Wood NOES: None ABSENT: None GENERAL WARRANTS Councilman Brannon made a motion, seconded by Councilman Feibusch to approve General Warrants #5035 to #5161 inclusive -in the total amount of $310,192. 02. Councilman Feibusch referred to a total expenditure of $1814. 58 in •the current warrants register fon dues, subscriptions, and travel expense. He related an experience he had at a recent League sponsored workshop he attended at which special reduced rates were offered those attending. He did not pre-register for the meeting so when he arrived no accommodations were available to him. The special reduced rates were $32. He secured a room approximately a mile away at the Ramada Inn at a regular rate of $20. He is of the opinion that payment of these high rates are a waste of the taxpayer' s money, he voiced this opinion at the meeting and requested that other Council members be aware of such situations in the future. Further, Councilman Feibusch. referred to a payment of $10 for a NCPA luncheon which in his opinion was excessive. Mayor Wood stated Councilman Feibusch was out of order, but he had a point that was well taken. City Manager explained the luncheon was on a guarantee basis. This charge was for one who did not - attend. General Warrants were approved by the following roll call vote: AYES: Councilmen Feibusch, Brannon, Simpson, Mayor Wood NOES: None ABSENT: None APPROVAL OF MINUTES On a motion by Councilman Simpson, seconded by Councilman Brannon it was unanimously carried to approve minutes of the meeting of January 5, 1977, as submitted by the Clerk. CONSENT CALENDAR On a motion by Councilman Simpson, seconded by Councilman Brannon it was unanimously carried to approve the single item on the Consent Calendar - denial of claim for damages filed by Nellie Snyder. 226 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH JANUARY 19, 1977 - PAGE 2 WRITTEN COMMUNICATION POSTPONED . RE FEES AT SOLID WASTE SITE Subject matter was again postponed at the request of Mr. B who was out of town at this time. The matter will be heard at the February 16th Council meeting. WRITTEN COMMUNICATION FROM MTA RE LOCAL JITNEY SERVICE Council determined that subject matter would be brought back for Council consideration at the April 20th meeting which will be after the first appraisal of the system has been completed. MAYOR APPOINTS MEMBERS TO BUILDING APPEALS BOARD Subject appointments were made to consider the Building and, Fire Department' scitation of alleged violations at Councilman Feibusch' s office building located at 101 West Church. Mayor Wood stated the City Building Official will serve on the board as well as the following persons from the County Appeals Board: 1) Odis Smith, Willits 2) Eric Idarius, Potter. Valley 3) Thomas L. Neil, Ukiah 4) George Sullivan, Ukiah RESOLUTION NO. 77-64 AUTHORIZING SIGNATURE TO OCJP GRANT APPLICATION AND AWARD On a motion by Councilman Feibusch, seconded by Councilman Simpson it was carried -by the following roll call vote to approve Resolution No. 77-64 and the Mayor and Clerk be authorized to sign same, "Resolution Of The City Council Of The City- Of Ukiah Authorizing Mayor To Sign OCJP Grant Application And Award" . AYES: Councilmen Feibusch, Brannon, Simpson, Mayor Wood NOES: None ABSENT: None LIABILITY INSURANCE City Manager reported the City is still trying to get a competi- tive price on liability insurance. The matter will be agendaed for the next meeting. REQUEST FROM SONOMA COUNTY FOR JOINT WATER CONSERVATION PROGRAM City Manager reported on the serious water problem the City is facing. The prediction is that unless we have flooding conditions we will not get the water we need to carry us through the summer months. The Sonoma County Water Agency estimates that without further runoff, the Russian River will have no water by June 15th. This means a substantially reduced flow from the Ranney Collector and Ukiah will be dependent on wells for the water supply. Sonoma County has requested that Ukiah enter into a joint action water conservation program. City Manager reported that one of the first steps the city could take would be to prepare an ordinance establishing a phase program for reduction of water use. The first proposal would be to request reduction of volume used; second, to restrict outside use;•and third, to reduce domestic consumption. Councilman Feibusch asked if the scarcity of water- would effect the requirement for automatic sprinkler systems. MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH JANUARY 19, 1977 - PAGE 3 Mayor Wood referred to the choice Sonoma County made last summer to use its water supply for recreational purposes. In his opinion Sonoma County can worry about its own -water •supply. COUNCILMAN FEIBUSCH Councilman Feibusch referred to the January 10th Daily Journal issue showing the fire call report. Subject report indicated the Fire Department was called to rescue a 73 year old woman from an inoperative elevator at Autumn Leaves. It took three hours to rescue the woman. The elevator and wall were damaged. In his opinion, someone within the city should be trained to take care of such emergencies. Councilman Feibusch stated there is a simple procedure to release an elevator which has failed and the elevator serviceman will be glad to show the procedure to follow. This was discussed with the Fire Cheif 8 to 10 months ago and he indicated an interest at that time in having his crew captains learn the correct procedure. To date no action has been taken in this regard. COUNCILMAN SIMPSON Councilman Simpson referred to the current parking problem on Seminary Lane for veterans attending meetings at the Veterans Building. He has contacted the school office and arrangements have been made to use the Yokayo School property on the days of the veteran' s meetings. Councilman Simpson reported on the recent League meeting at St. Helena. Commendation was given to former Council member, Lorraine Pearson who served as president last year and the City Clerk who served as secretary. MAYOR WOOD Mayor Wood requested the matter concerning provisions for park- ing for the handicapped be agendaed for February 2nd or Febru- ary 16th. Someone wants to appeal. ADJOURNMENT Mayor Wood adjourned the meeting at 8 : 28 p.m. after -which the Council reconvened as Policy and Standards Committee for question and answer session with representatives from S 'nger and Associates. i ATTEST: vmp6r City Clerk
