MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH

The City Council of the City of Ukiah convened as required by law
in special session to consider the canvass of the ballots by
the County Clerk for the Special Election held on March 8, 1977 .
The meeting was called to order at 8 : 00 p.m. in the Council Chambers
with Councilmen Brannon, Feibusch, and Vice-Mayor Simpson present.
Mayor Wood was absent.
INVOCATION AND PLEDGE OF ALLEGIANCE
Councilman Brannon gave the invocation and Councilman Feibusch led
in the pledge of allegiance.
RESOLUTION NO. 77-71
DECLARING RESULTS OF ELECTION
WHEREAS, it appears that Notice of Election was duly and legally
given, that voting precincts were properly established and that in
all respects said election results were received and canvassed, and
the returns thereof made, determined, and declared in time, form
and manner as required by the laws of the State of California
providing for and regulating Municipal Elections in cities in the
General Law Class, and
WHEREAS, the City Council of said City of Ukiah met in the Council
Chambers thereof on Tuesday, the 15th of March, 1977 to canvass
returns of said election and install the newly elected officer, and
WHEREAS, the City Council finds as a result of said canvass, the
number of votes cast, the names of the persons voted for, and
other matters as required by law to be as hereinafter stated,
NOW, THEREFORE, it is hereby resolved, determined and declared as
follows:
That said Special Municipal Election was held and conducted in
the City of Ukiah on Tuesday, March 8 , 1977, in time, form and
manner prescribed by law;
That there were eight (8) voting precincts established in said
City for the purpose of holding said election and that said precincts
are described in the Exhibit "A" attached hereto and incorporated
herein by reference.
That the matters enumerated in Section 22933 of the Elections
Code are contained in the Statement of Election which statement
is attached herto and incorporated herein by reference.

RESOLVED THEREFORE, that said Special Municipal Election held in the
City of Ukiah, March 8, 1977, Mary Snyder was elected a member
of the City Council for a term expiring March 14, 1978 and until
her successor is elected and qualified.
PASSED AND ADOPTED this 15th day of March, 1977, by the following
roll call vote:
AYES: Councilmen Feibusch, Brannon, Vice-Mayor Simpson

OATH OF OFFICE & CERTIFICATE OF ELECTION
Mary Snyder, the newly elected Councilwoman was given the Consti-
tutional Oath of Office by the Clerk and was presented with the
official certificate of election.

ELECTION OF MAYOR AND MAYOR PRO TEMPORE
On a motion by Councilman Feibusch, seconded by Councilman Brannon
it was carried by the following roll call vote Councilman Simpson
be elected Mayor.
AYES : Councilmen Feibusch, Brannon, Councilwoman Snyder.
NOES: None
ABSENT: Councilman Wood
ABSTAIN: Councilman Simpson
On a motion by Councilman Brannon, seconded by Councilwoman Snyder
it was carried by the following roll call vote Councilman Feibusch
be elected Mayor pro tempore.
AYES: Councilmen Brannon, Councilwoman Snyder, Mayor Simpson
NOES: None
ABSENT: Councilman Wood
ABSTAIN: Councilman Feibusch
COMMITTEE APPOINTMENTS
On a motion by Councilman Feibusch, seconded by Councilman Brannon
it was carried by the following roll call vote Mayor Simpson be
appointed to serve on the Local Agency Formation Commission, the
Mendocino City-Count Plan-Hing Agency, Transportation Planning Agent,
is Valley Sanitation District and Councilwoman Snyder be appointed
o serve as Alternate on the City-County Planning Agency & TPA.
AYES: Councilmen Feibusch, Brannon, Councilwoman Snyder, Mayor Simpson.
NOES: None
ABSENT: Councilman Wood
Councilman Brannon pointed out that the Mayor is required to serve
as a member of the City Selection Committee. An Alternate could
be appointed to serve if the Mayor is unable to attend.
On a motion by Councilman Feibusch, seconded by Councilwoman 'Snyder
it was carried by the following roll call vote to appoint Council-
man Brannon to serve as Alternate on the Citv Selection Committee.
AYES: Councilmen Feibusch, Brannon, Counci woman Snyder, Mayor Simpson
NOES: None
ABSENT: Councilman Wood
On a motion by Councilman Brannon, seconded by Councilman Feibusch
it was carried by the following roll call vote to appoint Council-
man Wood to serve as Commissioner on the Northern California Power
Agency.
AYES: Councilmen Feibusch, Brannon, Councilwoman Snyder, Mayor Simpson
NOES: None
ABSENT: Councilman Wood
City and County Chamber of Commerce - Council determined there would
e no City representation since the City gives financial support to
both of the Chambers of Commerce.
On a motion by Councilman Brannon, seconded by Councilman Feibusch

it was carried by the following roll call vote to appoint Council-
woman Snyder to serve as liaison with the League of California Cities.
AYES: Councilmen Feibusch, Brannon, Councilwoman Snyder, Mayor Simpson

On a motion by Councilman Brannon, seconded by Councilwoman Snyder
it was carried by the following roll call vote to appoint Council-
men Feibusch and Simpson to continue to serve on the Water Reclamation
Committee.

On a motion by Councilman Feibusch, seconded by Councilwoman Snyder
it was carried by the following roll call vote to appoint Council-
man Brannon to serve on the Redwood Empire Workers ' Compensation
Fund.

NOES: None
ABSENT: Councilman Wood
On a motion by Councilman Brannon, seconded by Councilwoman Snyder
it was carried by the following roll call vote to appoint
Councilman Feibusch and Councilman Simpson to serve on the Fire
District ad hoc committee.
AYES: Councilmen Feibusch, Brannon, Councilwoman Snyder, Mayor Simpson
NOES: None
ABSENT: Councilman Wood
ADJOURNMENT
Mayor Simpson welcomed Councilwoman Snyder to the Council and then
adjourned the meeting at 8 :16 p.m.
