HomeMy WebLinkAboutmin 06-23-77 299 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH JUNE 231_ 1977 - PAGE 1 The City Council met in Special Session at 7 : 02 p.m. with Councilmen Brannon, Wood, Feibusch, Mayor Simpson present. Councilwoman Snyder was absent. DISCUSSION OF FIRE STATION CONSTRUCTION APPLICATION City Manager reviewed memorandum from the City Attorney dated June 23, 1977, giving the results of negotiations with Mr. Mayfield for the fire station property. The terms were: Purchase price, $120, 000; Down payment, $34, 800; 9% interest; payments to be made monthly beginning January 1978 . . COUNCILWOMAN SNYDER ARRIVED AT THIS TIME Council discussion related to the possibility of a third party trust arrangement with Mr. Mayfield, the City 's eligibility for tax exempt status , prepayment penalty, grant acquisition costs, and position of the City if the grant is not approved. Councilman Wood made a motion to approve the purchase of the Mayfield property in concept with the understanding that the tax exempt interest status be worked out. There was no second to the motion. On a motion by Councilman Wood, seconded by Councilman Brannon it was carried by the following roll call vote to authorize the Mayor, in his discretion, to sign the agreement with Mr. Mayfield in an amount not to exceed the negotiated figure of $120, 000. AYES: Councilman Brannon, Councilwoman Snyder, Mayor Simpson NOES: Councilmen Wood and Feibusch. ABSENT: None APPROVAL OF AGREEMENT WITH ARCHITECT FOR FIRE STATION On a motion by Councilman Brannon, seconded by Councilwoman Snyder it was carried by the following roll call vote to approve the contract with Schuyler L. Jeffries, Architect and the Mayor and Clerk be authorized to sign same. AYES: Councilman Brannon, Councilwoman Snyder, Mayor Simpson NOES: Councilmen Wood and Feibusch. ABSENT: None BID AWARD FOR POLICE DEPARTMENT AIR CONDITIONER TO UKIAH AIR CONDITIONING AND REFRIGERATION Two bids were received for subject equipment: Ukiah Air Conditioning & Refrigeration $8350. 00 Wegesser Refrigeration & Air Conditioning $9242. 00 On a motion by Councilman Wood, seconded by Councilman Feibusch it was carried by the following roll call vote to award the bid for one 10 ton air conditioner with remote air cooled condenser to Ukiah Air Conditioning and Refrigeration in the amount of $8350. 00 AYES: Councilmen Brannon, Wood, Feibusch, Councilwoman Snyder Mayor Simpson NOES: None ABSENT: None 300 MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH JUNE 23, 1977 - PAGE 2 COMMUNICATION FROM CONGRESSMAN CLAUSEN City Manager reported Coungresman Clausen had advised the anti- recessionary program has been extended five quarters. This means the City will receive an additional $50, 000 over last year. He has also been advised that the clear zone acquisition application in the amount of $170, 000 had been approved. DISCUSSION OF PROPOSED PERKINS STREET WIDENING BETWEEN SCHOOL & OAK STREETS Subject proposal originated after a request by Peter Wagner for a four story building at the northeast corner of Oak and West Perkins had received approval from the Planning Commission. Councilman Feibusch showed a map of the parcels in the block and reviewed the proposal for widening that portion of Perkins Street. It was pointed out that Mr. Wagner is willing to alter his project but a determination from the Council indicating its willingness to proceed is necessary. Councilman Feibusch' s request was for further direction. Councilman Brannon had worked on- the project with Councilman Feibusch and stated in his opinion the right of way is needed, the proposal is a workable plan, and this proposal could improve the traffic circulation within the City. Councilwoman Snyder made a motion to pursue subject matter further to obtain cost estimates for the project for subsequent considera- tion by the Council. It was determined that minute action was not required in .this instance. Council gave Councilman Feibusch authorization to proceed .
