The City Coun.-il mot in Litigation Session at 7 : 00 p.m. to
discuss potential condemnation of property.
The City Council convened in regular session at 8 : 01 p.m. with
Councilmen Brannon, Wood, Feibusch, Councilwoman Snyder, and
Mayor Simpson present.
INVOCATION AND PLEDGE OF ALLEGIANCE
Councilman Wood. gave the invocation and Councilman Feibusch
led in the pledge of allegiance.
PAYROLL WARRANTS
On a motion by Councilman Feibusch, seconded by Councilman Brannon
itwascarried by the following roll call vote to approve Payroll
Warrants #10934 to #11103 inclusive and #10767 to #10768 inclusive,
in the total amount of $83 , 710. 99 . .Lve,
AYES : Councilmen Brannon,, Wood, Feibusch, Councilwoman Snyder,
Mayor Simpson
NOES : None
ABSENT: None
GENERAL WARRANTS
On a motion by Councilman Brannon, seconded by Councilwoman Snyder
it was carried by the following roll call vote to approve
General Warrants #6446 to #6575 inclusive, in the amount of
$317, 009. 33 .

Mayor Simpson

ABSENT: None
APPROVAL OF MINUTES
On a motion by Councilwoman Snyder, seconded .by Councilman Brannon
it was carried by the following roll call vote to approve the
Minutes of the regular meeting of August 3 , 1977 as submitted by
the Clerk.

Mayor Simpson

ABSENT: None (Councilman Wood was absent at 8-3-77 meeting)
PROCLAMATION-HUNTING AND FISHING DAY
Mayor Simpson proclaimed September 24 , 1977 , as Hunting and Fish-
ing Day after reading subject proclamation.
CONSENT CALENDAR
City Manager requested that Agenda #4 , award of bid for pipe and
catch basin cleaner to be pulled from the Cqnsent Calendar.
Councilman Brannon asked that Agenda #1, approval of carnival permit
for Butler Amusements to be pulled from the Consent Calendar.
On a motion by Councilman Brannon, seconded by Councilman Feibusch;!
it was carried by the following roll call vote to approve the
following items on the Consent Calendar:
2) Set September 7, 1977, as public hearing date to consider
Zone Change Application No. 77-71 for apartments at Sidnie and
Clara.
3) Authorize the Clerk to file the required Notice of Completion
for asphalt concrete surfacings on city streets .
APPROVAL OF CARNIVAL PERMIT
FOR BUTLER MIUSEMENTS
On a motion by Councilman Wood seconded by Councilman Feibusch
it was unanimously carried to approve the carnival permit for
Butler AmusOments for four days, August 25-28 , 1977.

RESOLUTIONT NO. 77-25 GRANTING
VARIANCE TO ROE SANDELIN
Variance Application No. 77-89 for variance from the 20 foot
frontyard setback to 14 ' 6" for an existing residence located
at 607 W. Smith, zoned R-3 to allow construction of an approxi-
mate 1000 square foot addition. Planning Commission findings
recommended approval of the variance.
On a motion by Councilman Brannon, seconded by Councilman Feibusch
it was carried by the following roll call vote to adopt Resolution
No. 77-25, "Resolution Granting Variance To Roe Sandelin" .
AYES : Councilmen Brannon, Wood, Feibusch, Councilwoman Snyder,
Mayor Simpson

ABSENT: None
AWARD OF BID FOR TRUCK MOUNTED
PIPE AND CATCH BASIN CLEANER
Myers-California
The two low bidders/did not meet the city ' s requirements for
subject equipment. The units had not been tested, cannot be
demonstrated, and has no service facilities available. It was
recommended the bid be awarded to Stegemann Motors in the total
amount of $59, 482 . 63 .
COUNCILMAN WOOD EXCUSED AT THIS TIME - 8 : 12 P.M.
City Attorney stated Council ' s obligation is to award the bid
to the lowest responsible bidder meeting the City ' s criteria .
Council expressed concern regarding the approximately $10, 000
difference between the low bid and the recommended bid.
On a motion by Councilman Feibusch, seconded by Councilwoman
Snyder it was unanimously carried to hold over subject bid award
to the next meet.Lng.
COUNCIL14AN WOOD RESU14ED HIS CHAIR AT THIS TIME - 8 : 15 P.M.
PROPOSED CULTURAL COMMISSION
Recreation and Parks Commission recommended establishment of
subject commission. Council determined a membership of 5 to 7
members would best serve the City' s need.
On a motion by Councilman Feibusch, seconded by Councilman Wood
it was unanimously carried to direct the City Attorney to determine
the duties and responsibilities of similar commissions in other
cities prior to the appointment of members to the commission.
RESOLUTION NO. 77-26 DESIGNATING
PORTION OF HIGHLAND AVENUE ONE WAY
Councilman Wood made a motion, seconded by Councilwoman Snyder to
adopt Resolution No. 77-26, "Resolution Of The City Council Of The
. - City Of Ukiah Designating A Portion Of Highland Avenue As A One
Wap Street" .
After Council discussion, it was determined to make subject street
one way for a period of six months to one year. The motion
carried by the following roll call vote:
AYES: Councilman Wood, Councilwoman Snyder, Mayor Simpson
NOES: Councilmen Brannon, Feibusch.

PUBLIC BEARING TO AMEND WATER RATES
Subject rates were last changed August 1 , 1973, with the adoption
of Resolution No. 74-11. Council had been provided with a survey
of water rates in other California cities and adjacent water
purveyors . Water rate alternatives were reviewed as provided
by the City Manager .
Mayor Simpson declared the public hearing open at 8 : 48 p.m.
There was no one present in the audience who spoke in favor
or in opposition to the proposed amendment.
The public hearing was declared closed at 8 : 49 p.m.
On a motion by Councilman Brannon, seconded by Councilwoman
Snyder it was unanimously carried to continue the matter to
the next meeting and direct staff to come back with the amount
of revenue required to make up the deficit, charges for users
outside city limits, and redistribution of the schedule of
charges per 100 cubic feet.
VARIANCE APPLICATION NO. 77-91
GLADYS TAYLOR, 52 LORRAINE STREET
Subject application is for variance for exemption of the
off street requirements of one garage space for each single
family dwelling in an R-1 zone. The Planning Commission con-
sidered that such an action may be precedent setting and a
particular hardship related to the factor of special property
circumstances could not be found. Planning Commission recommended
denial of subject application with the provision that the applican,__ ,
have three months in which to complete an alternative solution
to the situation.
Applicant was present and spoke concerning subject matter, stating
she was not aware she was in violation of parking requirements .
Councilman Wood made a motion, seconded by Councilman Brannon
to approve Variance Application No. 77-91. The motion was defeated
by the following roll call vote:
AYES: None
NOES: Councilman Brannon, Wood, Feibusch, Councilwoman Snyder,
Mayor Simpson.
ABSENT: None
RESOLUTION NO. 78-27 APPROVING
FINAL MAP FOR DOOLIN PARK ESTATES 2 & 3
On a motion by Councilwoman Snyder, seconded by Councilman Wood
it was carried by the following roll call vote to adopt Resolution
No. 78-27, "Resolution Of The City Council Of The City Of Ukiah
Approving The Final Map For Doolin Park Estates Units 2 & 3" .
AYES: Councilmen Brannon, Wood, Councilwoman Snyder, Mayor Simpson
NOES: Councilman Feibusch
ABSENT: None
REQUEST FROM SENIOR CITIZENS CENTER
$10, 440 ALLOCATION FROM SB325 FUNDS
TO SUPPORT BUS SERVICE
Councilman Wood made a motion, seconded by Councilman Feibusch
to coordinate the Senior Citizen bus 'service with the City taxi
service and charge the senior citizens 50� per ride.
The motion failed by the following roll call vote:
AYES: Councilman Wood

Mayor Simpson.

On a motion by Councilwoman Snyder, seconded by Councilman L'eih��ac�1
it was carried by the following roll call vote to appropriate
$7200 of the City ' s share of SB325 funds to hire a driver for the
Senior Citizen bus, the bus to be made available to pick up haridi-
capped persons .
AYES : Councilmen Wood, Feibusch, Councilwoman Snyder, Mayor

APPROVAL OF CHILD DEVELOPMENT CENTER REQUEST
FOR REVENUE SHARING MONIES
Daniel Hamburg, Director of the CDC was present in the audience
and reviewed subject proposal.
On a motion by Councilman Feibusch, seconded by Mayor Simpson
it was carried by the following roll call vote to grant the request
for $2500 of revenue sharing funds for the Child Development Center .
AYES : Councilmen Brannon, Feibusch, Councilwoman Snyder, Mayor
Simpson
NOES : Councilman Flood

PETITION FILED BY ELSE FEIBUSCH REQUESTING
RECONSIDERATION OF PURCHASE POWER CONTRACT
WITH NORTHERN CALIFORNIA POWERAGENCY
City Attorney memo dated August 12, 1977 , spoke to subject matter
and stated the questioned action of the Council is implementation
of a policy previously established by the Council , is therefore
administrative in nature and is not subject to the referendum process .
• Councilman Wood made a motion, seconded by Councilman Brannon to
decline the petition.
To put the motion in a positive tone, Councilman Wood amended his
motion to accept the Petition Protesting City Of Ukiah Resolution
No. 78-7 And Seeking Submission To Voters. Councilman Brannon
seconded the amended motion. The motion failed by the following
roll call vote:
AYES : Councilman Feibusch and Councilwoman Snyder
NOES : Councilmen Brannon, Wood, Mayor Simpson.
RESOLUTION 78-28 ESTABLISHING FEES &
CHARGES AT UKIAH SOLID WASTE SITE
On a motion by Councilman Feibusch, seconded by Councilman Brannon
it was carried by the following roll call vote to adopt Resolution
No. 78-28 , "Resolution Of The City Council Of The City Of Ukiah
Establishing Fees & Charges AT The Ukiah Municipal Solid Waste Smote" .

On a motion by Councilwoman Snyder, seconded by Councilman Wood
it was carried by the following roll call vote to hold subject
matter over to an adjourned meeting Thursday, August 18, 1977,

On a motion by Councilman Wood, seconded by Councilwoman Snyder
it was unanimously carried to adopt Ordinance No. 698 by title
only.
On a motion by Councilman Mood, seconded by Councilman Feibusch
it was carried by the following roll call vote to adopt Ordinance
No. 698, "An Ordinance Of The City Council Of The City Of Ukiah
Amending Division 1, Chapter 2 , Article 1 Section 41 Of The Ukian
Municipal Code (Time Of City Council Meeting) " .

CITY ATTORNEY REPORTS
City Attorney reported an ordinance will be coming to Council to
conform to state law, amending the existing bingo ordinance to
allow more non profit organizations to conduct bingo games .
CONTINUATION OF MTA TO 6-30-78
BY AMENDED JOINT POWERS AGREEMENT
On a motion by Councilman Wood, seconded by Councilwoman Snyder
it was carried by the following roll call vote to approve the
3rd Supplemental Joint Powers Agreement to June 30, 1978.
AYES: Councilmen Brannon, Wood, Feibusch, Councilwoman Snyder,
Mayor Simpson
NOES: None
ABSENT: None
VOTING REPRESENTATIVE FOR LEAGUE CONFERENCE
On a motion by Councilman Brannon, seconded by Councilwoman Snyder
it was unanimously carried Mayor Simpson will be the voting rep-
resentative at subject conference.
COUNCILMAN BRANNON
C/Brannon reported lie, the City Manager, and Mayor Simpson
attended a Mayors and Councilmen organization meeting in Santa Rosa
,regarding self insurance/general liability.
Complaints received concerning uncontrolled dogs in the park area
and excessive noise early in the morning and past 10 p.m.
An ordinance with time constraints needed. y

COUNCILMAN FEIBUSCH
Councilman Feibusch stated there is a need for a leach ordinance
to be placed on the agenda.
A business has shown interest in locating on airport road.
r- The matter will be referred to the Airport Commission.
A call from a Marshall Street resident expressed a need for a
sign indicating it is a dead end street.
COUNCILMAN WOOD
Compliments expressed for the successful Employees Bar BQ.
Looking forward to the dinner_ to be scheduled for the Commissioners .
COUNCILWOMAN SNYDER
Councilwoman Snyder reported there appears to be excessive use of
water at the park.
Barbara Street and Barnes and Standley have poor visibility at
the intersections .
MAYOR SIMPSON
Mayor Simpson requested a letter of thanks be sent to Kiwanis
Club for the equipment furnished at Oak Manor Park.
There is a need for a Mayor/Councilmen association in-Mendocino/
Lake County.
Is there a need for Policy and Standards meeting for traffic
study?
Need for Traffic Committee to consider striping Perkins overpass
for bicycles.
Need for information on how to operate in case of need for brown
outs.
Need for Traffic Committee to study Yield signs vs . Stop signs .
Dinner for Board and Commission members will be September 15th,
Manor Inn Restaurant, 6 : 30 p.m.

Mayor Simpson adjourned the meeting at 11 : 31 p.m. to August 18th
at 9 : 45 a.m.

The City Council met in adjourned session at 9 : 45 a.m, with
Councilmen Brannon, Feibusch, Councilwoman Snyder, Mayor
Simpson present. Councilman Wood was absent.
CITY TO COLLECT PARKING FINES

Brannon it was carried by the following roll call vote
to negotiate with the County to pay 100 on those parking fine
that are contested.
AYES: Councilmen Brannon, Feibusch, Councilwoman Snyder,
Mayor Simpson.
NOES: None
ABSENT: Councilman Wood.
ADJOURNMENT
Mayor Simpson adjourned the meeting at 9: 54 a.m, to
reconvene in Special ,70int-Ses-sion with the
Ukiah Valley Fire Protection District Board to review the
architect' s schematic drawings for the proposed North Fire
Station.
