HomeMy WebLinkAboutmin 09-07-77 326 MINUTES OF THE MEI-"JTTNG OF IFIL CITY COUNCIL OF THE CITY OF UKIAH SEPTEMBEP. 71 1977 - PAGE 1 The City Council met as the Policy and Standards Committee at 7 : 00 p.m. to give further consideration to the transportation system study and heard a report from the Director of Public Works on the proposed study. On a motion by Councilman Wood, seconded by' Councilman Brannon, carried by a unanimous voice vote it was decided to hold a meeting the last week of September between the County, City, and other interested parties on the proposed traffic study. The City Council convened in regular session at 8 : 00 p.m. with Councilmen Brannon, Feibusch, Wood, Councilwoman Snyder and Mayor Simpson present. INVOCATION AND PLEDGE OF ALLEGIANCE Councilman Wood gave the invocation and Councilman Brannon led in the pledge of allegiance. PAYROLL WARRANTS On a motion by Councilman Feibusch, seconded by Councilman Brannon, it was carried by the following roll call vote to approve Payroll Warrants 411104-11265 for the period of August 7 , 1977 to August 20, 1977 , inclusive in the total amount of $32 , 839. 74 . Councilman Wood requested it be made a matter of public record that he opposed the breakdown of City employee salary warrants i.e. , withholding taxes , being available to the public. AYES: Councilman Brannon, Wood, Feibusch, Councilwoman Snyc�r and Mayor Simpson NOES : None ABSENT: None GENERAL WARRANTS On a motion by Councilman Feibusch, seconded by Councilwoman Snyder, it was carried by the following roll call vote to approve General Warrants #6576-6673 , inclusive in the amount of $69, 203 . 80. AYES: Councilman Brannon, Wood, Feibusch, Councilwoman Snyder and Mayor Simpson NOES : None ABSENT: None CONSENT CALENDAR On a motion by Councilman Wood, seconded by Councilman Brannon, it was carried by the following roll call vote to approve the Consent Calendar as follows: 1) Resolution No. 78-29, "Resolution of the City Council of the City of Ukiah Authorizing Mayor and City Clerk to Sign Amendment to NCPA Joint Powers Agreement" . 2) Resolution No. 78-30, "Resolution of the City Council of the City of Ukiah Authorizing Mayor and Clerk to Sign Grant Offer (North Fire Station Project - Public Works Capital Development and Investment Act of 1976) " . 3) Resolution No. 78-31, "Resolution of the City Council of the City of Ukiah Authorizing Mayor and Clerk to Sign Grant Offer (Gibson Creek Channel Project - Public Works Capital Development and Investment Act of 1976) " . 3- MINUTES OF THE MEETING OF THE CITY COUNCIL OF THE CITY OF UKIAH SEPTI,`MBEK 7 . 1977 -- PAGI 2 4) Resolution No. 78-32 , "Resolution of the City Council of the City of Ukiah Authorizing the Mayor and Clerk to Sign Easement (Sanitary Landfill Site - Power Line) '.' AYES: Councilman Brannon, Wood, Feibusch, Councilwoman Snyder and Mayor Simpson NOES : None ABSENT: None AWARD OF BID FOR HYDRAULIC PIPE AND CATCH BASIN CLEANER On a motion by Councilman Feibusch, seconded by Councilman Brannon, it was carried by the following roll call vote to award the bid for th6 Hydraulic Pipe and. Catch Basin Cleaner to Stegemann Motors of Ukiah in the amount of $59 , 482 . 63 . AYES : Councilman Brannon, Fei.busch, Councilwoman Snyder and Mayor Simpson NOES : None ABSENT: Councilman Wood RESOLUTION DENIED AUTHORIZING MAYOR AND CLERK TO SIGN AGREEMENT FOR SPECIAL ENERGY CRISIS INTERVENTION PROGRAM Councilman Brannon made a motion, seconded by Councilman Wood to adopt the resolution authorizing the Mayor and Clerk to sign the Agreement for Special Energy Crisis Intervention Program. The motion failed with the following roll call vote: AYES: None NOES: Councilman Brannon, Feibusch, Wood, Councilwoman Snyder, Mayor Simpson ABSENT: None DIRECTOR OF PUBLIC WORKS REPORT The Director of Public Works reported on a proposed test well drilling project to include two exploratory water wells located at Riverside Park and near the Ranney Collector. Estimated cost of two wells to a depth of 200 ' is $5 , 000. INTRODUCTION OF ORDINANCE NO. 699 AMENDING LOCAL BINGO ORDINANCE On a motion by Councilman Wood, seconded by Councilman Brannon, it was unanimously carried to introduce Ordinance No. 699 by title only. On a motion by Councilman Wood, seconded by Councilman Brannon, carried by the following roll call vote it was decided to introduce Ordinance No. 699, "Ordinance of the City Council of the City of Ukiah providing for the operation of Bingo games by Exempted Organizations by amending Sections 2435 and 2436 of the Ukiah City Code" . AYES: Councilman Brannon, Wood, Councilwoman Snyder and Mayor Simpson NOES: Councilman Feibusch ABSENT: None PUBLIC HEARING - ZONE CHANGE APPLICATION NO. 77-71 HUNT CONSTRUCTION, CLARA AND SIDNIE AVENUES Subject application is a request for change of Zone from R-1, Single Family Residential to R--3 , General Multiple District on an approximate 4 . 5 acre parcel located on the northeast corner of Si-dnie and Clara Avenues. Planning Commission recommended approval of the Zone Change. Public hearing was opened at 8: 15 p.m. Mr. Herb Krumpe, Architect for Hunt Construction, spoke in favor of the proposel stating that all 'requirements imposed by the .. Councilman Wood stated his opposition to approving the Draft Environmental Impact Report due to the sociological implications of segregating low income people out in a pear orchard. Councilwoman Snyder expressed concern over the lack of attention given to increased traffic flow in the Environmental Impact Report. Councilman Feibusch indicated that a strip of land approximately 55 'x500 ' remains undeveloped behind the proposed apartment project. Mr. Feibusch suggested this parcel could be used as an extension of Ford Street sometime in the future. On a motion by Councilman Wood, seconded by Councilman Feibusch, carried by the following roll call vote , the Environmental Impact Report for Orchard Manor Apartments was found to be inadequate due to lack of a favorable description of free-flow east-west traffic patterns at the Perkins-Orchard street intersection and inadequate treatment of traffic circulation. AYES : Councilman Wood, Feibusch and Councilwoman Snyder NOES : Councilman Brannon, Mayor Simpson ABSENT: None Council recommended the developers amend the sections of the Environmental Impact Report relating to drainage (page 14) and projected traffic patterns. On a motion by Councilman Wood, seconded by Councilman Brannon, it was unanimously carried to continue the public hearing for Zone Change No. 77-71 until the next regular meeting .of the City Council. MAIN STREET EXTENSION On a motion by Councilman Brannon, seconded by Councilman Feibusch, carried by the following roll call vote, Route #3 . the extension of Main straight through to Gobbi , was adopted as first priority and that staff begin negotiations to acquire right-of-way. AYES: Councilman Brannon, Feibusch, Councilwoman Snyder and Mayor Simpson NOES : Councilman Wood ABSENT: None RESOLUTION NO. 78-33 REVISED SCHEDULE OF WATER RATES On a motion by Councilman Wood, seconded by Mayor Simpson, denied by the following roll call vote, water rates would have been: $5 up to first 600 cu. ft. , 20� per 100 cu. ft. , for use of from 601-3500 cu. ft. , 30� per 100 cu. ft. for over 3501 cu. ft. and 20� per 100 cu. ft. for public agencies. AYES: Councilman Wood, Councilwoman Snyder. NOES: Councilman Brannon, Feibusch and Mayor Simpson ABSENT: None On a motion by Councilman Feibusch, seconded by Mayor Simpson, and denied by following roll call vote the revised water rates would have been: $5 for up to first 600 cu. ft. ,, 35� per 100 cu. ft. for use of from 601-up and 15� per 100 cu. ft. for public agencies. " AYES : Council-man Brannon, Wood and Mayor Simpson NOES : Councilman Feibusch and Councilwoman Snyder ABSENT: None MENDOCINO TRANSPORTATION AGENCY JOINT POWERS AGREEMENT On a motion by Councilman Wood, seconded by Councilwoman Snyder, it was carried by the following roll. call vote to adopt "Joint Powers Agreement to Continue Pilot Program: Public Bus Transportation System" . AYES : Councilman Brannon, Wood, Feibusch, Councilwoman Snyder and Mayor Simpson NOES : None ABSENT: None NON-AGENDED ITEM APPROVAL OF TRAVEL WARRANT City Manager introduced a warrant in the amount of $177 . 00, travel expenses for Ron Brooks of the Police Department. it was noted that this expenditure is 100% reimbursable from P .O.S.T. On a motion by Councilman Wood, seconded by Councilman Brannon, it was carried by the following roll call vote to alter the agenda to include the additional item. AYES : Councilman Wood, Feibusch, Councilwoman Snyder, and Mayor Simpson NOES: None ABSENT: None COUNCILMAN BRANNON Redwood Empire Workers Compensation Fund - Discussion at a recent meeting centered around self-insurance, general liability. Would like to consolidate General Liability with Workers Compensation Fund. COUNCILMAN FEIBUSCH Wild Animals - Questioned responsibility for disposing of wild animals within City Limits. Dump Rates - Has received a complaint from Mr. ,Marvin Bowen concerning raising of rates for compacted yardage. Item to be on next agenda. COUNCILWOMAN SNYDER Garbage Rates - Would like to amend City Code to have garbage rates, dump fees and water rates included in public hearings. Councilman Brannon requested this item be included on the next agenda. Solar Collectors - Recommends Planning Commission consider requiring solar collectors on now buildings. City Attorney indicated the Council would soon be presented with information on the Uniform Solar Energy Code.
